Retain deemed varsity status of Nav Nalanda Mahavihara: Nitish

Chief Minister Nitish Kumar joined hundreds of students of Nav Nalanda Mahavihara in requesting the Minister of Human Resource Development, Kapil Sibal, to take necessary steps so that the deemed university status of the institute is not revoked. The institute, established with the efforts of the first President of India, Dr Rajendra Prasad in 1951, by the Government of Bihar, was taken over by the Department of Culture, Ministry of Human Resource Development, Government of India in 1994. The institute was granted deemed university status in 2006 by the Union Ministry of HRD.
The Union Ministry of Human Resource Development had announced to take away the deemed university status of several institutes including that of Nav Nalanda Mahavihara.

The news has evoked strong sentiments in the minds of the students as well as the people of Bihar. This step will adversely impact our efforts to revive the historical legacy of Bihar. In fact, the institute needs more resource and support from the central government, wrote the chief minister to Sibal. The Institute, which started functioning as a deemed university in 2007, has about 540 students out of which 125 are foreign monks from various south-eat Asian countries. The university offers various degree and Ph.d courses in Pali, Sanskrit, Philosophy, Buddhist studies, English and Hindi. The University is also working in a unique project of mapping of Nalanda, Rajgir and areas around it.

Introduction

In the early 1950's, in order to revive the lost glory and the heritage of ancient Nalanda Mahavihara, his Excellency Dr. Rajendra Prasad, the first President of the Republic of India, declared that the ancient seat of Buddhist learning at Nalanda would be revived.

At the insistence of Ven. Bhikkhu Jagdish Kashyap and with this goal in mind, the Government of Bihar established a research institute called ¡°Magadh Institute of Post-Graduate Studies and Research in Pali and Allied Languages and Buddhist Learning¡± at Nalanda in 1951. It later came to be known as Nava Nalanda Mahavihara. The inspiration behind the establishment of this institute was to develop a centre of higher studies in Pali and Buddhism along the lines of ancient Nalanda Mahavihara. From the beginning, the institute functioned as a residential institution, with a limited number of Indian and foreign students.

The present campus of the Mahavihara is 100 km from the metropolis of Patna , situated on the southern bank of the historical lake, Indrapuskarani. Close to the northern bank lie the ruins of the ancient University of Nalanda .

On November 20, 1951, the foundation stone of the first building was laid by His Excellency,
Dr. Rajendra Prasad. Engraved upon it are the following words:

"Let the rays of the sun of Nalanda rise from the summit of this rock in order to brighten the vernacular ( lokabh¨¡s¨¡ in Pali ) after the passing away of its nights of darkness (period of its obscurity). "

Ven. Bhikkhu Jagdish Kashyap became the Founder-Director of Nava Nalanda Mahavihara, and continued in that capacity until February 1955. One of his major accomplishments was the complete publication, in 41 volumes, of a critical edition of the entire Pali Tipitaka in Devanagari script. It was very popular and quickly went out of print.

Prof. (Dr.) Satkari Mookerjee, erudite and peerless scholar of general Indology, Sanskrit and Philosophy became the second Director of the Mahavihara on March 1, 1955 in place of Ven. Bhikkhu J. Kashyap who was appointed Honorary Director. He streamlined teaching and research programmes and edited the first three Nava Nalanda Mahavihara research volumes.

The first building, designed by well-known artist and architect Padmashri Upendra Maharathi, upon completion, was formally inaugurated by His Excellency Dr. Sarvepalli Radhakrishnan, then Vice-President of the Republic of India, in March 1956.

In 1965, Ven. Kashyap again became Director and continued until January 1973. Under his editorship the work of transcribing, editing and publishing of Pali texts again gathered momentum.

Dr. Nathmal Tatia succeeded Ven. Kashyap in 1973. The year marked the opening of post-graduate teaching in two additional subjects¨D Philosophy, and Ancient Indian and Asian Studies. A meditation camp was also organized by the Vipassana Acharya Sri Satya Narayan Goenka at the Mahavihara, which was attended by participants from all over the country and abroad.1976 marked the year of the Silver Jubilee celebrations of the Mahavihara under the Directorship of Dr. C. S. Upasak.

In January 1981, the President of India His Excellency Sri Neelam Sanjiv Reddy laid the foundation stone of the International Hostel for scholars and students of the Mahavihara.

From the beginning, until March 1981, the Mahavihara functioned as a State Government institution under the Department of Education, Government of Bihar. His Excellency, the Governor of Bihar, was the Chairman, and the Director, its head. In order to give the Mahavihara freedom to plan its own development, the Government of Bihar granted the institute autonomy. However, lack of funds, a decreasing staff, gradually shrinking activities, localization and isolation, hindered the development and the position of the Mahavihara again began to deteriorate.

Considering the glorious past of Nalanda, the esteem and reverence Nalanda receives from Asian countries, and the immense potential for development as an institution of international importance, the Government of Bihar decided to hand it over to the Government of India in December 1990.
Instrumental in this decision of the Government of Bihar was Prof. Gustav Roth of Germany , who joined the Mahavihara as Director in 1982. With the support of his mentor, the Governor of Bihar, His Excellency, Dr. A.R. Kidwai, he prevailed upon the Government of Bihar and the Government of India to join together to preserve the Mahavihara. He proposed that the Government of India assume responsibility to develop the Mahavihara, and integrate it with the existing Xuanzang Memorial Hall thus turning it into a full-fledged university.

The Department of Culture, Ministry of Human Resource Development, Government of India finally assumed responsibility for the institute with full financial liabilities in February 1994.
Dr. D.K. Barua was the director from 1996-1999.

In April 2000, Dr. Ravindra Panth was appointed Director. After his joining he geared up all round activities of the Mahavihara like Infrastructure, teaching, seminars, conferences and workshops etc.

In November 2001 the Mahavihara celebrated the Golden Jubilee Year. As a result the ¡®Heritage of Nalanda and it¡¯s Continuity¡¯, a 35 minute documentary film narrating the ancient history of Nalanda and its continuity in the form of Nava Nalanda Mahavihara was completed in 2002. The film was released by his Excellency the President of India, Bharat Ratna Dr. A.P.J. Abdul Kalam on May 30th 2003.

With the effort of Dr. Panth the Mahavihara got the Deemed University status on 13th November, 2006 with the notification No. F. 9-38/2004-U.3(A) by the Government of India.

Aim And Objective

The main goals of Nava Nalanda Mahavihara are to develop an institute similar to that of the old Viharas, where teachers and students lived together devoting themselves to studies and higher academic pursuits for the promotion of higher studies and research in Pali language and literature and Buddhism through Tibetan, Sanskrit, Chinese, Mongolian, Japanese and other Asian languages; to maintain a modern and rich library in order to facilitate teaching and research; to accommodate monks, nuns and lay scholars versed in traditional monastic learning and acquaint them with current methods of research and comparative study; to collaborate with similar institutes in India and abroad for research; to send scholars to recognised Buddhist educational centres to learn about other traditions and to re-establish ancient cultural ties; to host eminent scholars from around the world; to critically edit, translate and publish Buddhist works from Pali, Sanskrit, Tibetan, Chinese, Japanese, Mongolian and other languages; to compile and publish original work on different aspects of Buddhism; and to provide facilities for and organise courses for the practice and theory of Vipassana Meditation.

Facilities for Students

Accommodation:
As far as possible, students are provided with free accommodation. For monk students there are two hostels. Approximately 75 students can be accommodated. At the moment there is no accommodation facilities for female students. Accommodation for females can be made available in the nearby Chinese Temple , by the students themselves. Kitchens and dining rooms are also available.

Medical:
A Medical Officer is available weekly for consultations.

Library

The library is housed in a two-story building known as the Library Building, which contains sixteen research cubicles with two large rooms on either side. Presently, the library includes over 52,500 books, important journals and a rare manuscript collection. To develop the library donations and purchases were made from the Late Rash Bihari Mukherjee, from Hoogly, West Bengal; Prof. (Dr.) Nalinaksh Datta, former University Professor and Head of the Department of Pali, University of Calcutta; and Prof. (Dr.) K. Venkat Ramanan, Director, Cheena Bhavan, Santiniketan, West Bengal.

Books comprising the Wheaton Loan Collection given by the U.S. Government are also an important donation, consisting of valuable dictionaries, encyclopaedias, journals and other reference books, a good collection of books on modern thought, including books on psychology, metaphysics, ethics, logic, sociology, and cultural anthropology.

Myanmar (Burma), Sri Lanka, Thailand and Kampuchia (Cambodia), Japan and South Korea donated complete sets of the Tipitaka published in their respective scripts, and other miscellaneous works to the Mahavihara. A complete set of the Chinese Tripitaka and other miscellaneous works presented by the Peoples' Republic of China, a complete set of Kanjur and Tanjur donated by His Holiness the Dalai Lama, a complete set of the Tibetan Tripitaka (Peking edition) with its catalogue, Derge and Lhasa editions of Kanjur and Derge as well as s-Nar-thang editions of Tanjur are also invaluable treasures in the library of the Mahavihara. Bearing in mind the current trends in research, the library of the Mahavihara subscribes to research journals and periodicals related to Indology and Buddhist learning.

The Mahavihara also houses a collection of Manuscripts. Currently, planning is going on to catalogue these manuscripts and rare book collection. The process of computerization of the Library has already started and is in progress. Adequate facilities for library work are available.

Admissions

Eligibility for Admission
Admission is eligible for all provided a person fulfills the prescribed rules of admission. Preference will be given to the Buddhist recluses according to the Motto of the founder Director Late Ven. Jagadish Kashyap laid down in the aims and objective of the Mahavihara.

1. Certificate Course in Pali: - A Buddhist monk student who has passed 10th class examination or its equivalent examination from a recognized Board or Council in India or abroad is eligible for admission to this course for a period of one year. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

2. Diploma Course in Pali: - A Buddhist monk having passed certificate course in Pali of Nava Nalanda Mahavihara, Nalanda is eligible for admission to this course for a period of two years. University conducts an examination and for award of certificates of Diploma in Pali.

3. B.A. Hons. Course in Pali:- A candidate possessing the Pali Diploma of the Nava Nalanda Mahavihara, Nalanda or Pali Diploma of any recognized Board of India and abroad or I. A., I. Sc., I. Com. or UpaShastri in Pali of any Indian University or any recognized foreign University or possessing the degree of Pandit Parikkha in Pali of Sri Lanka or Pathamagyi examination in Pali of Myanmar or Mahapatyatti Uttama Vijja of Buddhika Vidyalaya of Combodia or Visaradal (Pali) of Bangiya Sanskrit Parshad, Government of West Bengal or Upadhi of Assam Sanskrit Association or Upadhi of Bangladesh in any one of the Pali Tipitakas or other equivalent oriental degree of a recognized Board/ Association/ Council/ University is eligible for admission in this course. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

4. M.A. Course in Pali: - Graduates (B.A. Hons.) of an Indian University or abroad in Pali are eligible for admission in M.A. Pali course. The students of other disciplines may also apply for admission. Preference will be given to the holding of B. A. Honours in the concerned subject. The course is of two years duration and examination conducts in semester system. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

5. M.A. Course in Philosophy: - The course is open for to all such applicants who have obtained B.A. Hons. Or equivalent degree in Philosophy of an Indian University or any recognized foreign University. The students of other disciplines may also apply for admission. Preference will be given to the holding of B. A. Honours in the concerned subject. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

6. M.A. Course in Ancient History Culture and Archaeology: - The course is open to all such applicants who have obtained B.A. Hons. Or equivalent degree in Ancient History Culture and Archaeology of any Indian University or any recognized foreign University. The students of other disciplines may also apply for admission. Preference will be given to the holding of B. A. Honours in the concerned subject. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.
7. M.A. Course in Buddhist Studies: - The course is open to all such applicants who have obtained B.A. Hons. Or any equivalent degree in Buddhist Studies from any Indian University or any recognized foreign University. The students of other disciplines may also apply for admission. Preference will be given to the holding of B. A. Honours in the concerned subject. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

8. M.A. Course in Sanskrit: - The course is open to all such applicants who have obtained B.A. Hons. Or equivalent degree in Sanskrit from any Indian University or any recognized foreign University. The students of other disciplines may also apply for admission. Preference will be given to the holding of B. A. Honours in the concerned subject. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

9. M.A. Course in Hindi: - The course is open to all such applicants who have obtained B.A. Hons. Or equivalent degree in Hindi from any Indian University or any recognized foreign University. The students of other disciplines may also apply for admission. Preference will be given to the holding of B. A. Honours in the concerned subject. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

10. M.A. Course in English: - The course is open to all such applicants who have obtained B.A. Hons. Or equivalent degree in English from any Indian University or any recognized foreign University. The students of other disciplines may also apply for admission. Preference will be given to the holding of B. A. Honours in the concerned subject. Nava Nalanda Mahavihara conducts a proficiency test for admission in this course.

11. Preparatory Course in Tibetan Studies: - A student who has passed B. A. or any other equivalent ecclesiastical examination from a recognized University of India or abroad is eligible for admission to this course for a period of one year. 12. M.A. Course in Tibetan Studies: - The course is open to all such applicants who have obtained B.A. Hons. Or equivalent degree in Tibetan Studies from any Indian University or any recognized foreign University or Preparatory Course of Nava Nalanda Mahavihara. Mahavihara conducts a proficiency test for admission in this course.

13. M. A. Course in Buddhism and Languages: - The course is open to all applicants who have obtained B. A. Hons. Or equivalent degree in General Linguistics, Comparative Linguistics, Sanskritic Languages (Sanskrit), Pali, Prakrit (Apabhramasha) and Asian Languages (Chinese, Japanese, especially) from any recognized Indian or foreign University. The students of other disciplines may also apply for admission for the two years session in four semesters. Preference will be given to the holdings of B.A. Honours in the concerned subject. However, a candidate who has passed B.A. or equivalent examination from a recognized university of India or abroad is eligible to admission with the Preparatory Course on the subject for a period of one year.

Research Programme
A candidate must posses at least second class M. A. degree with 55% marks of an Indian University or equivalent degree of any recognized foreign University in concerned subject, having passed JRF/ NET/ SLET and RET of Nava Nalanda Mahavihara. A synopsis of the research topic should be attached with the application form. Nava Nalanda Mahavihara, Nalanda conducts a written test for admission in this course.

Admission/Proficiency Test
Eligible applicants for admission, both Indian and foreign, have to qualify in the Admission/Proficiency Test conducted by the Mahavihara for admission in Certificate, Diploma, B. A. Hons., M.A., Ph.D. and other courses.

Enrolment of Students
A student must submit all require documents at the designated time to the office of the Registrar and get himself/herself enroll in the University.

Hostels and Boarding
The University has two Hostels for monk students. International Hostel accommodating under graduates students and Silabhadra Aarama accommodating Postgraduate students and Research scholars. Hostel accommodation is available to limited number of monk students. Preference is given to foreign students and to Indian students belonging to far off places. A Medical Officer attends the Hostels regularly and a stock of medicines for emergent use is always kept in reserve at the JEEVAK HOSPITAL situated in the hostel campus. The hostel has a set of kitchens and dining rooms. Electricity, purified drinking water and other facilities are also available.
The authorities of the Nava Nalanda Mahavihara look after the welfare of the residents students provided. They follow rules prescribed by the authorities.

Merit Scholarships
Scholarships are available to deserving meritorious students of the University. .

Co- curricular Activities
* Sports- Both indoor and outdoor sports are integral part of the University curriculum. Facilities are available for the both indoor and outdoor sports in the campus.

* Water sports - The University has a boat club where facilities for the water sports are available from October to March every year.

* Elocution and Debate- As per the tradition of ancient Nalanda Mahavihara emphasis and encouragement is given to the students to develop the ability of oration. Regular elocution contest are organized to build up the quality of oratory among the students.

Publication

As Nava Nalanda Mahavihara is primarily a research institute, emphasis has been given to research and publication projects from the beginning. The Mahavihara undertakes long and short term projects. Short-term projects include doctoral student research, and publication of research volumes and monographs by staff members and research scholars. Long-term projects include publication of Pali texts not yet published in Devanagari script, compilation of a Pali-Hindi Dictionary, Hindi translation of the entire Pali Tipitaka, cataloguing, critical decipherment and publication of manuscripts.

The Mahavihara published the entire Pali Tipitaka in 41 volumes and some commentaries in Devanagari script for the first time in the 1950's. Eight Nava Nalanda Mahavihara Research Volumes have been published. A selection of other publications related to Buddhism have been published as well.

The scope of research and publications include Pali language and literature, Sanskrit Buddhist texts, Tibetan texts, Buddhist philosophy, cultural, social and religious history of Buddhist countries of Southeast Asia and other topics related to Buddhism.

Academics

The academic activities of the Mahavihara include teaching and research, seminars and conferences, special convocations, publications and the maintenance and ongoing development of a library.
The University emphasizes on 'making of man' as was the main theme of education as was in the ancient Nalanda Mahavihara. It is on the same tradition the University imparts education clubbing 'Pariyatti' the theory, 'Patipatti' the practice, leading to 'Pativedana' the experience, as the formula for attaining knowledge. Based on this formula the teaching and research activities are carried out based on the values emphasized by the teachings of the Buddha.

Courses of Study
Teaching and research are the primary activities of the Mahavihara.
Presently, the Mahavihara offers a one-year certificate course in Pali and two-year diploma courses in Pali and B.A Hons courses in Pali. At the Post Graduate table M.A in Pali, Ancient History Culture and Archaeology, Philosophy, Buddhist Studies, Sanskrit, Hindi, English, Tibetan Studies and Buddhism and Language.

Future courses on Vipassana and Buddhist Studies (Applied Buddhism), a one year research methodology course, language courses in Thai, Singhalese, Mongolian, Burmese, Vietnamese, and Cambodian, based on demand, and a course pertaining to Buddhism in light of modern science. There are also plans to start computer courses and courses related with Cultural Tourism related with Buddhist sites.

Seminars, Conferences, Lectures and other Events
The Mahavihara organizes national and international seminars, conferences and workshops with themes pertaining to Buddhism, and history and culture of India . Seminars are also occasionally organized in collaboration with other institutes. The Bhikkhu Jagadish Kashyap Memorial Lecture is organised annually in the memory of founder Director Ven. Kashyap..
Every year, the institute celebrates Buddha Purnima day in May, Abhidhamma day in October at the time of Pavarna, Sports day in October, Foundation day in November and Water festival and Xuanzang Memorial Day. in February. Students also have the opportunity to participate in an annual educational tour.

Special Convocations
Nalanda Mahavihara confers the degree of Vidya-Varidhi honoris causa to eminent scholars and social workers who have devoted their lives to the cause of Pali or Buddhist studies and culture. The first convocation was held to honour Prince Vongsavong of Laos.

Research Opportunities
Ancient Nalanda had a rich heritage of attracting scholars from Southeast Asian countries. Efforts are now being made to revive this tradition. Applications are welcome from serious scholars interested in pursuing independent or collaborative research.

Profile

Nava Nalanda Mahavihara is a prestigious institution for the learning of Buddhist doctrines and Pali. It had been set up in 1952 by the Government of Bihar under the guidance of Ven. Bhikshu Jagdish Kashyap. He was the founder director of the institute. Courses offered at Nava Nalanda Mahavihara: Nava Nalanda Mahavihara is affiliated to the Magadh University, Patna university and Kameshwar Singh Darbhanga Sanskrit University for different courses. The courses for which it is affiliated to the Magadh University are

* M.A in Pali, Eligibility: a candidate having Acharya or B.A honours degree in Pali from any recognized Indian or foreign university can opt for a M.A in Pali.

* M.A in Philosophy, Eligibility: B.A (Hons.) in Philosophy from any recognized Indian or foreign university can opt for a M.A in Philosophy.

* M.A in Ancient Indian and Asian Studies, Eligibility: candidates with a B.A (Hons.) degree in Ancient Indian and Asian Studies, ancient Indian history, from any recognized Indian or foreign university can pursue a M.A in Ancient Indian and Asian Studies.

* Ph.D and D.Litt in the above mentioned subjects - Candidates havig a master's degree with at least 50% marks, from an India university or an equivalent degree from a foreign university, can apply for a Ph.D or D.Litt in this institution.

For all courses besides having the above mentioned eligibility criteria a candidate needs to pass an entrance test conducted by the institution.

The institution is affiliated to the Kameshwar Singh Darbhanga Sanskrit University for the course of Pali Acharya. The eligibility for this course are - A candidate possesing a diploma in Pali form the Nava Nalanda Mahavihara, or form university of Calcutta, Delhi, or having Pali as one of the subjects in graduation from any Indian or Foreign University can avail this course.

The institute conducts courses on a set of subjects for which the sylaabus has been framed its residential experts. These courses, their duration and their eligibility criteria are -

* Certificate course in Pali, duration: 1 year, Eligibility criteria: candidates who have passed the 10+2 from any recognized board/university can avail this course provided they qualify the entrance examination held by the institute.
