Profile of Veer Kunwar Singh University

Veer Kunwar Singh University named after the well known national hero and distinguished freedom fighter of 1857 was established in October, 1992 with its Head Quarter at Ara, under the Bihar University Act 1976 [as amendment Act 9 of 1992]. Its jurisdiction covers four western educationally backward districts of Bihar [Bhojpur, Buxar, Kaimur and Rohtas]. It serves the educational needs of more than one crore population of these districts through its 20 University Post Graduate Departments, 17 Constituent Degree Colleges, three Law Colleges and thirty seven affiliated Degree Colleges. This University has already been enlisted in the list of recognised Universities under Section 2(f) of the U.G.C. Act. All its 17 Constituent Colleges and one affliated College are receiving financial assistance from U.G.C. by virtue of being Constituent/Affiliated Colleges of erstwhile Magadh University, Bodh-Gaya, Bihar.
Keeping in view the inadequacies of the facilities for Higher Education and Research in this region Veer Kunwar Singh University has introduced new courses likeB.C.A., B.B.A., B.Sc. (Bio-technology) and B.Sc. (Industrial Fisheries) and plan to introduce B.Ed., M.B.A, M.C.A., M.Sc. (Bio-technology) from the academic session. 2006-07, Bachelor of Library and Information Recognising the need for strengthening its extension activities, the University has submitted a proposal to the State Government and Bihar Inter University Board for the establishment of Directorate of Distance and Continuing Education so as to expand facilities for introduction of Professional Courses and entrepreneurial Development Programme suited to the needs of the youths of this region. The University has approached the State Government to utilize the services of teachers and students of this University for conducting Evaluation Studies of the State or Centrally Sponsored Development Programmes.
For improving the quality of Governance at grass root level, the University in anxious to introduce Training Programme for the elected representatives of Panchayati Raj and public functionaries associated with Panchayati Raj in collaboration with the State Government. We have requested the Science, Post Graduate Diploma in Mass Communication and Journalism

Founded in 1992, Veer Kunwar Singh University (VKSU) is located at Arrah in Bihar. It was established under Bihar University Act 1976. It has been named after the well known national hero and distinguished freedom fighter Veer Kunwar Singh. Veer Kunwar Singh University is a public university approved by University Grants Commission (UGC). The university fulfills the educational needs of the Bhojpur region of Bihar. The university is a member of the Association of Indian Universities (AIU).

Educational Streams
Besides imparting conventional education programs, emphasis is laid down by the university on job-oriented / professional courses. Apart from Bachelors level courses in Arts, Science, Commerce and Education, several Master degree courses are also available.

The university has added professional courses like Computer Application and Business Administration to its kitty. New age science courses on Biotechnology, Sericulture and Industrial Fish and Fishery are held. Certificate courses are conducted in some high-demand subjects. Students who are unable to join regular courses are imparted education via distance mode.

Patna High Court issues notice to Chancellor of Universities

Patna: The Patna High Court today issued notices to Chancellor of Universities, who is also the Governor of Bihar, asking him to explain by October 24 his position on a writ petition challenging the appointments of six vice-chancellors and four pro-vice chancellors.

A division bench comprising Justices S K Katriar and A Amanullah also ordered the newly-appointed VCs and Pro VCs to explain their position by that day.In the meantime, the VCs and Pro VCs can take decision about routine academic matters, payment of salary and dues, the bench said.Ram Kamakhya Singh of Veer Kuer Singh University, Ara, in his writ petition had challenged the appointments of the VCs and Pro VCs alleging that the office of Chancellor had not made any consultations with the state government before notifying their appointments which was violative of settled law.

The Chancellor has on August 1 appointed six Vice- Chancellors and four pro-vice chancellors of different universities in Bihar after a long wait of months.State Human Resources Department insisted that the Governor had completely ignored the names suggested by the government. State HRD minister PK Shahi had admitted that the Governor did not hold any consultation with the government over the appointments.

Neo intellectuals

You could scarcely believe that the once mighty dons of Bihar politics, who between them controlled trunk loads of money and thousands of underlings, should undergo such a dramatic change of heart, not to mention perception.

Not all that long ago, in the heyday of the Laloo Yadav raj, their writ ran large over Bihars badlands. Murder and extortion were childs play for them, and such was their tremendous political clout that there was virtually no civil contract which could escape their iron clutches. They had in their own formidable way hijacked the democratic process, which was designed to draw shock and awe.

But that was then. The dons may not have had any formal education, but these days, as guests of the state behind bars, they have all the time and leisure to turn to a variety of gainful activities, notably intellectual.

One of them is drawing inspiration from South African icon Nelson Mandela while another is pursuing a D.Lit degree. Some of them have taken to a belated Masters degree while one has – after several heads under his belt – suddenly woken up to the benefits of non-violence, ahimsa and peace.

Take the terror of Siwan, Mohammed Shahbuddin. This erstwhile Member of Parliament, with 56 cases of murder, extortion and kidnapping behind him, now lives a life of relative seclusion in Siwan jails ward number 17.

Shahbuddins latest hero is Mandela

Unlike the days gone by, he does not hold a durbar in the prison premises. His month-long Ramzan festivities were marked by daily fasting. The hands that once held AK-47 rifles today longingly fondle the life and works of Mandela. Apart from Mandela, `Partition of India and Jinnah, a book authored by Jaswant Singh, adorns Shahbuddins side table as do two biographies of Mahatma Gandhi and Jawaharlal Nehru.

The former don, whose role among other things was to be then chief minister Laloo Yadavs adviser on minority affairs, has submitted to the prison authorities a list of authors that he wishes to read and it is a pretty distinguished lineup: Sarat Chandra Chattopadhya, Bankim Chandra and Acharya Chatursen and a list of books dealing with Nehru and Indias Independence movement.

JD(U) legislator Sunil Pandey from Terari in Bhojpur district has just been released from jail in one of the two dozen charges of murder and abduction he faces. Such was his reputation as a kidnapper that one of his victims, Dr Ramesh Chandra, migrated permanently to the US!

Like many erstwhile strongmen in his state, Pandey has taken to the unlikeliest of vocations: he is currently pursuing a PhD thesis on Jain non-violence from the Vir Kuber Singh University in Arrah.

Bihars baffled intellectual class is coping with the consequences of this thesis and its outcome which has come in the form of a book to hit the stands soon, `Mahavirs Message of Peace and Present Society. The author of this magnum opus? Sunil Pandey of course.

However, old habits die hard, and at one recent low court hearing, Pandey relapsed back into being his old self. In a state of extreme intoxication, he decided to subject the presiding judge to a flurry of invectives, leaving the venerable gentleman no option but to register an FIR against the offender.

On this list of reformed convicts is the redoubtable Rajan Tiwari, legislator from Gobindganj. He was originally from Gorakhpur but is now settled in Bihar. This former confidant of Laloo Yadav and Shahabuddin, currently lodged in the Bettiah district jail, has handed a wish list to the authorities.

Among the books that Tiwari has sought are the Bhagwad Gita and Manusmriti, two of Hindu mythologys most profound texts.

Rajan Tiwaris claim to notoriety was the gunning down of two inspectors of UP Police based in Lucknow and Ghaziabad respectively for the encounter of his former associate Sri Prakash Shukla.

He is also charged with the murders of several legislators: UP MLA Virendra Sahi, Purnea MP Ajit Sarkar and an ex-Bihar minister Brij Mohan Prasad.

Such has been his range of activities that his criminal case hearings take him everywhere, from UP to Bihar to Jharkhand. According to the district jail authorities, Tiwari has also asked for the Gita and Quran to augment his already expanded reading list. The list is growing by the day. He now also wants a meditation room. The jail authorities have provided some of the titles that he wanted and some others have been ordered from the bookseller.

Another colourful political don Pappu Yadav is reportedly penning his autobiography and has recently petitioned jail authorities for enrolment in a MA sociology course from the Nalanda Open University. The permission has been granted.

According to jail authorities, the portly Pappu, a four-time MP from Purnea and Madhepura, has taken to reading and writing like never before.

By night, he works on his English diction. He is known to have filed a complaint with officials protesting against too much noise within the jail premises, which was causing him grave disturbance. The authorities duly obliged. After all, there are arent too many instances of top-notch criminals taking to books and literature in such fashion.
