Welcome party at Rayat college
Senior students of Rayat College of Law, Railmajra, near here, organised a party to welcome new comers in the college. The function titled Flora Fiesta included bhangra, giddha, skits and dance performances. Addressing the students, Mr Gurvinder Singh Bahra, vice-chairman, Rayat Educational and Research Trust, asked the juniors to follow the principles of the institute and create a healthy atmosphere.

Later, in the evening, both seniors and juniors let their hair loose and danced to foot-tapping numbers. A special game was played with the juniors to break the ice between them and the seniors. Shahbaz and Manisha were declared Mr and Ms Fresher, respectively, from integrated law course. Similarly, Sarbjit Cheema and Jaswinder Kaur were crowned Mr and Ms Fresher, respectively, from the regular law class.

KU institute wins moot court contest
The Institute of Law, Kurukshetra University, won the first Payare Lal Rukmani Devi consumer moot court competition at Rayat College of Law here today.

Freshers party held
The Rayat College of Law organised freshers party-Paradise on Earth. Mr Gurvinder Singh, the vice-chairperson of the Rayat Institute was the chief guest on the occasion.

Moot court contest at Rayat College
Former Chief Justice of the Guwahati High Court R.S Mongia inaugurated a two-day moot court competition at Rayat College of Law here today. Students from more than 32 law schools across the country are participating in the competition.

National level moot court contest at Ropar
The first national-level moot court competition relating to consumer law will be held at Ropar on March 4 and 5. The competition will be organised by the Chandigarh Consumer Court Bar Association in association with the Rayat College of Law, Ropar, at the college premises.

Fresh entrance tests for Rayat College
Panjab University has decided to conduct fresh entrance tests for admission to the three-year LL.B and five-year B.A.LL.B (Honours) courses for the Rayat College of Law,a statement issued here said.

Law college without Principal
The Rayat College of Law, affiliated to Panjab University, in Railmajra, Ropar, is without a regular Principal since its inception which is affecting its functioning. Though the college has increased the number of seats for the law courses, but it has failed to appoint a regular head.

Workshop for government staff
Mr. V.N. Ojha, Director General, Mahatma Gandhi State Institute of Public Administration, Punjab, inaugurated a three-day Personnel Management workshop for officials of government departments at Rayat College of Law, Rail Mazra, about 40 km from here on Wednesday. This is first in the series of Centre-sponsored training programmes by the institute. In his inaugural address, Mr V.N. Ojha said it would help them enhance personal and managerial skills.

During the current financial year, officials of Hoshiarpur, Patiala and Ferozepur will also be imparted training by such workshops. Mr Harjit Inder Singh Grewal, Deputy Commissioner said besides imbibing skills through training, the officials should evolve their own methods and strategies for better implementation of various development and welfare schemes. Mr Grewal also asked officials of different departments to submit personal reports explaining what they had gained from the training workshop.

Need for new work culture: experts
The need to upgrade managerial skills and evolve a new work culture and delivery mechanism to accelerate development and welfare schemes in the era of e-governance was stressed at the last day of a three day of Personnel management workshop. The workshop was conducted by the Mahatma Gandhi State Institute of Public Administration. Punjab at Rayat College of Law, Rail Mazra, about 40 km from here yesterday. Mr V.N. Ojha, Director-General of the institute, inaugurated the workshop, organised as part of a training programme under the UNDP project.

August is poll season in PU
Academics in Panjab University would soon have to make way for elections to the various teaching and non-teaching bodies. Beginning August the campus would be in the grip of election fever which would continue till the university closes for the Dasehra break. The election season will take off with the C class employees on August 2 followed by the election to the non-teaching employees association on August 5. Elections to the non-teaching association is usually held in March but could not be held this time. The Panjab University Teaching Association (PUTA) elections are slated for August 12 and usually take place without disrupting the study schedule. However, this time the election to the highest decision-making body, the Senate, too, follows the PUTA election, keeping the teaching faculty busy with campaigning and canvassing.

Held every four years, the first election would be held on August 25 and held in four phases. While votes would be cast on September 6 to elect members from technical colleges, elections for Readers and Professors would be held from September 13. The election to the graduate constituency on September 19 would mark the end of the process. However, as soon as the elections to the Senate will get over, those for the universitys students council will gain momentum. The council elections are held a couple of days before the university closes for the Dasehra break. This time the break begins on September 26 according to the university calendar, meaning thereby that the elections to the students council would be held on September 24. Demands accepted: The Vice-Chancellor, Prof K.N. Pathak, approved modified conditions for admission to higher classes of the B.Sc and M.Sc (Hons school) for the session 2004-05 in keeping with the demand of students bodies of the campus, here today.

The Panjab University Students Union had demanded promotion of B.Sc first and second year students who scored 32 out of 40 and 36 out of 48 credits in respective streams. After submitting a memorandum to DUI, PUSU president Rajwinder Singh Lucky and other science students sat on a dharna in front of the Vice-Chancellors office and had later begun a chain fast at the venue. Affiliation granted: Panjab University has granted affiliation to Rayat College of Law, Railmajra, near Ropar, for starting the three-year LL.B course as well as the five-year BA LL.B course. Rayat college is the first law college to be granted affiliation by the university. The college will provide bus facility for students from the nearby areas.

Workshop on personnel management ends
A three-day workshop on Personnel Management, conducted by the Mahatama Gandhi State Institute of Public Administration, Punjab, to impart training to officials of different departments of the district at Rayat College of Law, Rail Mazra, about 40 km from here, concluded today. The workshop was inaugurated on Wednesday by the Director-General of the institute, Mr V.N. Ojha and the concluding session was presided over by Mr N.K. Arora, member, Punjab State Human Rights Commission.

Contest for aspiring lawyers
Aspiring lawyers from across the law schools in the country will meet to compete for the National Consumer Law Moot Court Competition, to be held at Rayat College of Law on March 4 and 5. Prof Paramjit S. Jaswal, Director Principal, Rayat College of Law, said that the teams from all over India were participating. Till date, 30 teams have confirmed their participation. He further added that the teams from Bombay, Nagpur, Orissa and Benaras were also coming. Each team would consist of three to four participants, most of them accompanied by teacher, guides, he said.

The competition will be presided over by Judges of the High Courts, presidents of the State Consumer Disputes Redressal Commissions, lawyers from the High Court and Consumer Courts and Senior Academicians in the field, he said. The competition will be inaugurated by Mr Justice R.S. Mongia, Chief Justice (retd) and President Punjab State Commission. Justice A.L. Bahri will be the guest of honour and Justice K.C. Gupta, President UT Commission, will preside over the afternoon session. Justice H.S. Brar, former President of Punjab State Commission will preside over the valedictory function. Justice S.K. Jain will be the guest of honour.

Slip ups galore at PU examination branch
The examination branch of Panjab University seems to be learning hardly any lesson from its mistakes. As such, lapses have become synonymous with the branchs functioning at least, when it comes to the department of laws. After the recent incident when law question papers of semester IV were found not to be in accordance with the prescribed pattern with a few questions from outside the syllabus, it was the turn of semester-V students to face the inconvenience today.

Officials of the department of laws were in for a shock today when the sealed envelope containing the question papers of the semester-V Land Laws examination was opened. The envelope mentioned that there were 100 question papers in the envelope whereas actually there were just 20 question papers. There was a panic among 85 odd students, who had come to appear in the re-appear examination. The officials then tried contacting the examination branch. It was only after an hour that the question papers were sent to the department. This led to a great resentment among the students, who termed it an act of sheer callousness by the conducting branch.

'We come prepared for the examination with a mindset of reaching the hall and start attempting the questions, but with such an incident happening right before the examination, we obviously get distracted,' said a student. According to sources, the department has already sent a written complaint to the authorities. Incidents of this kind have become common. On April 26, Rayat College of Law, Ropar, which is affiliated to Panjab University, also faced a similar situation when a sealed envelope, supposedly containing 70 question papers, was found to be having only 20. Since the institute is situated at a distance from the campus, they had to make do with the photostat copies of the question papers to carry on with the exam. A similar incident took place at the University Institute of Legal Studies on April 26 when the sealed packet, which was supposed to contain 150 question papers, had only 50. R.S. Grewal, director, UILS, said, We informed the authorities regarding the lapse through a written complaint.

Joint controller of examinations Varinder Kapoor said, Its human to make errors. The moment we got to know about the error, we sent 70 more question papers to the venue. We would inquire into the matter and suitable action would be taken against those responsible.
