Guhagar Education Society G. B. Tatha Tatya Saheb Khare Commerce & P. G. Dhere Arts College, Guhagar, Ratnagiri (Dt.). The extant College was initially established as a College of Commerce by the Guhagar Education Society in 1992. Subsequently it was felt that there was a need to add an Arts stream to the existing college in 1998 and accordingly the same was done. Around 400 students have successfully graduated till the year 2002-03. In spite of paucity of funds the College has been able to manage well by offering the students the courses within a rural ambience.
The College receives funding from the Govt. of Maharashtra and is affiliated to the University of Mumbai. The College primarily caters to the educational needs of the populations in the surrounding areas. The mission statement of the College as also its objectives involve providing quality education to boys and girls in the rural area. The noble motto is to ensure that every rural family in this area has at least one graduate. It does not require much justification to argue that unless we energise the population in rural area, the liberating force of education, their empowerment will remain a distant dream.
The College presently offers two undergraduate programmes in Arts and Commerce and a certificate course in Painting primarily meant for women. The Arts faculty has 5 departments under its ambit and likewise 3 under the Commerce faculty. The position of the teaching staff is that 6 are permanent in which 1 is female and 5 are males. Additionally, 2 teachers work on temporary basis, while remaining three are Part-time teachers. The senior most teacher in the College who is also Principal has acquired a Ph. D. degree, while two others have M. Phil. degree. The strength of the supporting administrative Staff is 7 members. The total strength of undergraduates is 295 and that of the certificate course is 53.
In terms of the other facilities available in the College, mention must be made of a Central Library, Computer Centre, Health Centre, Guesthouse, Canteen, Welfare Scheme, Grievance Redressal Cell, vehicle-parking shed etc. The institution depends upon funds contributed voluntarily by its well - wishers, philanthropic organizations and individuals. There are also special fund-raising drives undertaken periodically.
The College submitted its Self Study Report and volunteered to be assessed and accredited by the National Assessment and Accreditation Council (NAAC). NAAC constituted a Peer Team with Dr. V. T. Patil, Former Vice Chancellor, University of Pondicherry as Chairman, Prof. A. K. Heblekar, Former Registrar, Goa University and Dr. C. Gopinathan Pillai, Principal, S. V. R. NSS College, Vazhoor, Kerala as members.
The Peer Team visited the College on January 24th and 25th. 2004.
Section II Criterion - I: Curricular aspect
As mentioned earlier there are two undergraduate programmes offered by the College. At B. A. 5 elective options are in place, while for B. Com. Degree students can opt for Accountancy or Business Management. It is a good augury that there is adequate horizontal mobility whereby students from Commerce and Science stream are admitted to B.A and while students from Science stream are admitted to B. Com. The advantage of some of these courses is that thy cater to the needs of the students in enhancing their knowledge and technical skills by preparing them for meaningful employment. Apart from these academic programmes a certificate course is offered in Painting. Admission is offered to all applicants and no donations are accepted from them. Free S.T. pass and books are made available to certain number of very poor students.
With specific reference to the available curricular dispensation, it is a moot point to know whether teaching and learning are supporting the objectives of the institution. Needless to say, it would have been appropriate for the College to ensure feedback from academic peers and employers with reference to the nature, substance and design of the on - going academic programmes.
Criterion II: Teaching, Learning and Evaluation
With reference to teaching and learning and evaluation parameters, methods and procedures adopted are rather pedestrian in nature. Students are admitted on the basis of academic merit, through a process of group discussions rather than on the basis of entrance test as per the norms of the University of Mumbai. The teaching plan and the teaching schedule of the year are discussed at the beginning of the year and reviewed at the end. For pedagogical purposes the lecture method is supplemented by OHP, the audio visual methods, group discussions, seminars, project work etc.,
There were 185 teaching days in the academic year (2002-03). Individual workload for teaching staff is 20 periods a week. Evaluation method is finalized by the University and is introduced to the Students in time. Question papers and model answers are made available in the library. The overall performance is monitored through terminal exams. Teachers are recruited as per norms and guidelines of the University. Most of the teachers have attended national seminars and refresher courses. Teachers undergo self-appraisal on the basis of which their promotion is approved by the University. There is the healthy practice of students evaluating the performance of teachers. The Internal Quality Assurance Cell functioning in the College ensures qualitative improvement. College has linkages with some universities. Enough importance is given to elocution, debate and quiz, which are organized by various associations.
It is an accepted fact that in a good higher institution of learning, the admission process is transparent. The implication of such a process is that no discrimination is made on the basis of caste, creed, religion and sex in admission. There must be innate flexibility in the teaching learning process to make the academic programmes effective and successful. All this means that the College must have a well - conceived plan to monitor periodically/ continuously the progress of students. Apart from these instrumentalities, an open and wholly transparent participative mechanism for evaluating the teaching and research of the faculty, specially through feedback by students, on a three or five point scale is necessary.
Criterion III : Research, Consultancy and Extension
During the in depth interaction with the teachers and the Principal of the College it was evident that the teachers have to put more strenuous efforts for the research activity. As mentioned earlier, only three faculty have Ph.D. and M.Phil. degrees.
Socially relevant activities are organized through charitable organizations like the Rotary Club. The NSS unit is dynamic and enterprising and has undertaken a number of programmes like the cleaning of the main river, tree plantation etc., lending a new dimension to the social commitment of the institution. Some teachers have shown interest in addressing the students on topics like personality development, national integration etc.
It is the considered opinion of the Peer Team that the College must make earnest efforts to promote a research culture in the faculty and students. This would require for the College to publish a journal where the faculty can publish their papers for wider dissemination of knowledge. The College must also encourage the faculty to take up consultancy work which can bring honour to the College as well as secure much needed funds. It is heartening to note that the College has responded energetically and positively to its numerous extension and awareness programmes. Further, it is also interesting to note the active participation of students, specially girl students in a dedicated manner in extension activities in the rural areas of this region.
Criterion IV: Infrastructure and Learning Resources
The College premises is spread over 7 acres. The main bloc consists of 24 rooms. It houses the Principal's cabin, Office, Guest room, Computer centre, Library and reading room, Seminar room and Class rooms. The infrastructure is sufficient for the present. There is a proposal to construct Gymkhana, Library, Ladies hostel and Principal's Quarters.
The College is maintained regularly and the NSS keeps it clean and neat. The premises is made available to external agencies for conducting socially useful activities.
There is a Library Advisory Committee with the Principal as Chairman. The library is interconnected with other libraries enabling the sharing of books and reading materials. There is a Book Bank meant for students from the backward class. The library is computerized and the total number of books is 3002. There are reprography, computers, audiovisual cassettes and Internet facilities in the library. The working time is between 8 a. m. and 5 p. m. All departments have access to computer, but there is no computer - aided learning packages.
Free Health Service is available to the students. Sports and games and other extracurricular activities are promoted and patronized. The College has outstanding achievements in Karate and Kabaddi. One student participated in the international Karate competition at Katmandu, Nepal in 1997-98 and another student participated at the National level Karate competition and secured first place.
The Peer Team is of the opinion that the library in terms of the number of books and journals must be strengthened considerably to meet the needs of the students and teachers. The College must purchase more computers for the benefit of the students and ensure simultaneously easy access to these facilities. The institution has adequate physical facilities in a multi - storied building with spacious classrooms to strengthen the teaching and learning. It is the considered opinion of the Peer Team that there is ample scope for an optimal use of the infrastructure facilities for the benefit of teachers and students. In the course of the Peer Team's interactions with Principal, teachers and management, it was felt that the proposal of the College to start an array of new academic programmes could be accommodated by a more intensive use of the existing infrastructural facilities.
Criterion V: Student Support and Progression
The College takes care to publish the prospectus with updated information in the beginning of the academic year. Various categories of scholarship are available to the students. B.C. Scholarship, open merit, Freedom Fighter's Children's Scholarship, Jawan's Children's Scholarship are some of the categories of scholarship available in the College.
There is an Employment Cell and a Placement Officer in charge of it. Besides, the Career Guidance Cell too offers academic counselling. With the initiative of the Placement Cell, the local firms have absorbed quite a few students.
The Alumni association is functioning satisfactorily. Some of the former students have occupied good positions in life. A variety of recreational facilities like indoor and outdoor games and cultural programmes provide the much-required diversion to the students. Most of the students belong to the first learner's generation.
The College since its inception has been evolving adequate and well run support services for the physical and intellectual health of its employees. It is quite interesting to note that the College has developed a unique but effective feedback mechanism for all round quality improvement. The College has printed a well conceived and well structured prospectus for the benefit of students. Students get all the information they need with respect to admission and completion requirement of their programmes, like fee structure, financial aid, and wherever necessary refund policies etc. Financial aid of various categories and quantum is fairly evenly distributed among the students as per the Government of Maharashtra norms. During the Peer Team's visit for two days to the College, they were glad to learn and observe the sense of discipline of the students.
Criterion VI: Organization and Management
There is an internal Co-ordinating and Monitoring Mechanism. The Local Management Committee that meets twice a year consists of 11 members. The Governing body comprises 15 members. These managerial bodies lend support and advice to the College in structuring and streamlining its activities. There are various other committees like, Examination Committee, Gymkhana Committee, NSS, Cultural Organization, Library Committee and Unfair Means Committee. The Principal, in consultation with the head clerk, distributes the work to the members on the non-teaching staff. No professional development programme is available for the non-teaching staff as of today. Fee structure is formulated and fixed by the University. College evinces interest in welfare programmes. Free Bus Pass is provided to the economically backward class. Grievance Redressal Cells are constituted for teaching and non-teaching staff and also for students. The local management is responsive and sympathetic to the needs and requirements of the College.
The effective organization and management of the College depends on meaningful/functional participation and utmost transparency of the stake holders in the system. The Principal as the academic and administrative head of the College has a difficult but an equally challenging task of academic and administrative planning at three levels, viz., short term, mid term and long term planning. The Peer Team was informed by the management that the grievance redressal mechanism was working successfully. The Peer Team also examined the annual budget of the College and is of the opinion that the funds have been used judiciously thereby bringing down the unit cost of education through participative measures.
The institution is constantly reviewing the welfare measures with a view to provide greater facilities to the employees in the future.
Criterion VII: Healthy Practices
There is regular internal quality check carried out to ensure steady and consistent progress in academic matters. Teachers undergo self-appraisal, which is indispensable for their promotion. Students adopt the practice of evaluating teachers with the help of a questionnaire.
Strategic planning made in the beginning of the academic year is reviewed and followed up. The Placement Cell does a good job by keeping in touch with the business houses and industrial establishments in the cities and maximizing the efforts to find jobs to the students. An extra-mural education centre is introduced with a view to strengthening the regular academic programmes. The Certificate course in painting for girls shows the keen interest taken by the management in promoting the process of women's demarginalisation.
The College arranges special lectures to impart value-based education to the students. Importance is given to the overall development of personality. The objective is to inculcate a sense of humanism and civic responsibility in the students. The NSS plays a key role in turning some of these missions into reality. Zonal camps and annual residential camp organized by the NSS foster good relationship between the institution and the society. The Cultural organization has come up with programmes like 'Rangoli' that can infuse a sense of pride about tradition and 'Unity in Diversity'. Gymkhana Committee organizes competitions and promotes sports.
The College has been able to mobilize large sums of money by donations from industries , public spirited individuals and philanthropic organizations to the tune of Rs. 40 lakhs. This clearly indicates that the Management is making earnest efforts to mobilize much needed resources for the all round development of the College.
In August 2003 six girls participated in the Project ' Coming of Age' dealing with the problems of adolescence around Chiplon. This project was jointly organized by Johnson and Johnson Company and the Government of Maharashtra. Thereafter, the College NSS unit took up the work sensitizing 1400 girls in 10 schools in Guhagar Taluka.
One seriously physically handicapped student has been offered a job in the Management's computer laboratory.
The College has a unique scheme of awarding prizes to meritorious students for their academic excellence out of the bank interest kept on term deposits. Four students have benefited from this scheme.
Section 3 Overall Analysis and recommendations
The Peer Team visited the departments and other facilities in the College, interacted with a large number of teachers, students, members of the management, parents, alumni etc. to authenticate the documents pertaining to the Self Study Report. The College needs to be commended for having painstakingly collected some funds and also for combining and organizing a large amount of data and information in a systematic manner. However, the Peer Team found that the records related to Grievance Redressal Cells need to be maintained more systematically.
The College should start a number of short term/long term vocational/job oriented courses by offering a certificate/diploma respectively.
Urgent steps should be taken to buy The Encyclopaedea Britannica for the library.
The College should start a NCC unit as early as possible.
Special lectures on spoken/ functional English should be started to further improve the English language skills of students and reachers.
Since the College is located in a remote area, a departmental and cooperative store be started in the College.
On the whole, given the fact that the College is located in a rural area and in the relatively backward area of Konkan region, yet the College has come up well in the last 12 years of its existence. The ambitious perspective plan of the College presented to the Peer Team in terms of starting a number of innovative courses like Master's degree in social science subjects and commerce, will lead to the all - round development of this institute of higher learning in the foreseeable future. The Peer Team was impressed by the discipline of the students and also by good results in various examinations.
In its interactions with the staff, students, alumni and Parent Teacher Association, the Peer Team found that there was need to start more undergraduate and post-graduate courses. The number of books in the library is inadequate. It is hoped that with developmental assistance from the U.G.C. the situation would improve in this regard.
Operating within a variety of constraints, the College has tried its best to promote higher education and to disseminate its noble objectives. The consideration it shows for the poor and the sense of social commitment manifest in its diverse programmes are appreciated. To facilitate the academic improvement and sustain quality and to keep pace with developments in the field of higher education, the College is advised to consider the above recommendations.
This is of paramount significance in view of the ongoing Information Technology Revolution with its emphasis on quality, excellence, equity and social justice, access and relevance of higher education in the contemporary socio - economic milieu. Given these global trends, Universities and colleges will have to compete with the best higher institutions of learning in different parts of the world. It is in this larger context the NAAC Peer Team had a close look on the multi faceted dimensions of this College located in Guhagar Taluka of Ratnagiri District.
The Peer Team appreciates the hospitality and support extended to it by the College and wishes the Management Staff and Students all success in their endeavors directed towards the fulfillment of the noble objectives of education. The Peer Team also places on record its appreciation of the meticulous planning and systematic organization of the entire process by the NAAC.
