NAAC report of Rayat Shikshan Sansthas Veer Wajekar Arts,Science and Commerce CollegeSECTION - 1 : PREFACE
VEER WAJEKAR ARTS, SCIENCE & COMMERCE COLLEGE WAS ESTABLISHED in June 1989 by the management of Rayat Shikshan Sanstha.. The sole objective to start this college was to fulfill the aspirations of youth from the middle and lower income group families on this rural area. This college is located at Phunde village of Uran Taluka, Raigad Dist. of Maharastra State.
The Peer Team constituted by the NACC comprises Prof. (Dr.) S. Sivasubramanian, Vice Chancellor, Bharathiar University, Coimbatore-641046. Tamil Nadu as the Chairperson, Prof. P. M. Setty, Department of Commerce, JSS College for Women, Saraswathipuram, Mysore-570 009, Karnataka as the Member and Co-ordinator, Dr. Sr. Emma Maria A.C. Principal, Carmel College of Arts, Science & Commerce for Women, Nuvem , Salcete Goa-430604, as Member. The team visited the College on 25th and 26th March, 2004 to validate the self-study report and to verify the physical and infrastructural facilities available in the College. The peer team carefully pursued and analyzed the self-study report submitted by the Institution. The Peer team interacted with the Principal, Teaching and non-teaching staff, parents, alumni, students and management of the College and elicited their views on the facilities and the functioning of the College. During the institutional visit, the team also examined all relevant records and visited the different Departments, Library, Playground, NSS and Physical education room, Health Center to collect the first hand information. The college comes under Grants -in-aid and affiliated to Bombay University. It is yet to get recognition under 2f and 12 B from the University Grants Commission. It is located in a semi- urban area and it has the campus of 4.71 hectors.
Initially, the College had the student strength as 180. At present, the strength of the college is 1350 and it has 3 programs at the under graduate level. Viz. B.A .B.Com and B.Sc. The College has introduced two certificate courses as career oriented courses for undergraduates. The college has 15 departments and offers subjects like Marathi, Hindi, English, Psychology, Geography, Economics, Political Science, Rural development, Commerce, Mathematics, Chemistry, Physics, Botany, Zoology, and foundation courses.
Total number of permanent teachers is 36 - out of which, 3 have Ph.D., and 7 have M. Phil. Out of 8 part times teachers, one has Ph.D. & another has M. Phil. The total number of the non-teaching staff is 16. All students are from the same state. In the year 2003-2004, Rs. 11,770/-, per student has been the unit cost of college education. The teaching programs are conducted under the annual system and the evaluation is done as per the rules and regulations of Bombay University.
The management runs more than 670 education institutions besides this college, which are located both in Maharashtra and Karnataka states. The college has the following support services :- Central Library, Computer Center, Canteen, Vehicle Parking Shed, etc. The resources generated by the college from different courses is of the ordered of Rs. 9,42,075/-
CRITERION - I : CURRICULAR ASPECTS.
VEER WAJEKAR ARTS ,SCIENCE & COMMERCE COLLEGE , Phunde has 15 departments and offers three programs at under graduate level. viz ; B.A : Marathi Hindi, Economics, Geography, Political Science, Rural development. B.Com: Management and Human Resource Development, Financial Accounting and Auditing, Business Economics and Indian Economics - the applied component groups being either from Export Marketing, Banking & Practice or Labour Welfare and Practice and Trade Unionism & Industrial Relations. and B.Sc (special) Chemistry and Zoology, the applied components being Petrochemicals & Fishery Biology respectively.
As the college is affiliated to Mumbai University, it is governed by the rules of the university in all curricular matters. The total strength of the college is 1350 - which includes 528 girls. The drop out in the college is around 15%.
The college has better flexibility for the students to pursue programs with reference to elective options. Out of 3 programs, only B.Com is career oriented program.
The college has limited scope for innovative curricular design as it is governed by the rule and regulations of the University of Mumbai. The college has made an attempt to introduce two self financing certificate courses like Fashion Designing and MS-CIT computer course. This College has developed a mechanism to obtain feed back from academic peers and persons from industry on the teaching programs.
This college has a commendable Industry-Neighborhood Networking with JNPT, NSICT and others. This very good interaction with the industries like JNPT, NSICT has led to the signy of formal MOUs. MOUs now entered into in turn is leading to the development of several information facilities - particularly in terms of building by NSICT, to the tune of 3.5 crores and JNPT to the tune of 20 Lacs. The college has taken initiatives to send the proposal to introduce some of the Interdisciplinary and Multidisciplinary subjects. We feel that college has lot more scope to make some more MOUs with other industries like CIDCO & others which are located very near to the college. The management has not so far made much effort to introduce skill oriented courses at the undergraduate level - perhaps for want of space.
CRITERION - II : TEACHING LEARNING AND EVALUATION
The teaching and evaluation processes in the college is governed by the rules and regulations of Mumbai University. The Student admission in the college is based on student's previous. academic record. 20 percent of total number of seats are reserved for JNPT and NSICT wards. Student's knowledge and skill are assessed through monthly tests, assignment and other modes. To improve the academic standards of the below average students the remedial courses which are offered in the college are not so effective. Advanced learners require proper encouragement from the teaching faculties in the form of special guidance and post admission counselling.
Teaching is done only through lecture method. It seems to be more lecturer oriented rather than student centered teaching method. The syllabi are unitized according to annual system of teaching. Teachers follow their teaching plan prepared by them in their Departments. The use of audio visual aids like OHP, slide projector , computers and charts except the departments of Geography & Zoology, are not found as teaching aids. The college works 243 days in a year and the percentage of classes taught by permanent staff is 90. A teacher gets 20 periods per week, each period being 50 minutes duration. The evaluation methods are communicated through academic calendar and the college prospectus. The academic programme does include apart from the class room teaching, some seminars, workshops & group discussion for the benefit of teachers and students. Out of 32 teachers, 7 teachers have attended seminars - two being at state level, four being at national level and one at international level.
Three teachers have participated in conferences at the national level. Twenty two members of teaching staff have got benefit of participating in some seminars or others. This college has not conducted any seminar / conference of its own. As far as the faculty development programme is concerned, four teachers have attended refresher / orientation courses. Three teachers have been recognized as ideal teachers by the University of Mumbai and the certificate of appreciation has been given to them.
The college teachers are appointed by the management as per the guidelines laid down by the University Grants Commission. During the last two years 10 part- time teachers have been appointed. The college has the freedom and resources to appoint and to pay temporary teachers. All part- times teachers are paid their salary on the basis of hourly rate taught during the academic year. The college follows self appraisal mechanism for the evaluation of teachers.
CRITERION - III : RESEARCH CONSULTANCY AND EXTENSION
The management of the college does permit its faculty to pursue research work even though the three Ph.D. teachers who are there in the college are not engaged in guiding either full time or part time research scholars. But they do encourages their colleague to pursue research. Thus four (more teachers two each from chemistry and Zoology) are pursuing their research towards their Doctoral Degree. The team is of the opinion that teachers be encouraged to improve their academic qualification in the phased manner by giving more opportunities to participate in research activities. At present one of the Zoology teacher has a project to the tune of Rs. 25000/- funded by Mumbai University, and another in the Geography had a UGC project to the tune of four lacs. Further, the team note with satisfaction that there are several publications in referred Journals by those Ph.D. awarded / pursuing teachers. Some more encouragement from the management by recognition of the faculty by way of incentives and by funding research projects at least in smaller way can be thought of.
The college has designated persons for extension activities. The college is carrying out several of the extension activities in different fields. The broad area of the various extension activities of the college includes Medical camps, Blood Donation camps, Aids Awareness programmes, Yuva Brigade, vivekavahini, Environment Awareness, Adult Education and Literacy, Health and Hygiene Awareness. The college has also made some efforts to work and plan extension activities along with NGOs & GOs. The college has published an annual Magazine with an intension to encourage student's creativities.
CRITERION - IV : INFRASTRUCTURE AND LEARNING RESOURCES
At present, the college has an insufficient infrastructure to house all the 15 departments. Hence the college is forced to work in two shifts. The infrastructure facilities are utilized to the maximum by the college. However, thanks to NSICT, a new building with the plinth area of around 1300 sq. mtrs. is coming up fast in the campus which in the Peer Team's opinion may be sufficient to meet the present day requirements of the college. The college is taking all steps to keep the campus beautiful, clean and pollution free by practicing plant cultivation and preservation. It has a separate division to maintain the campus.
The functioning of the college Library is regulated by the Library Advisory Committee. The Library is interconnected with Modern College Vashi & M.P.A.S.C. College, Panvel. The Library has open access system where students are allowed access to the books. The Library requires computer facilities and computerization of the Library is a must. The Peer team is of the opinion that more modern subject oriented books and journals need to the purchased. It has a system with internet connection. The Library is kept opened from 10.30 am to 5.30 pm. In Peer Team's opnion the Library can worked be from 7 a.m. to 6 p.m. at least. The Internet facility must be made available through out the day both for faculty and students.
The number of books in the Library is only 13815. This is certainly not sufficient for a student strength of 1350. More over, there are only a few titles - majority of the books available are only multiple copies of the text books. Over Rs 90000 has been spent on acquiring 860 books and 14 journals during the last two years . Other departments do not have computers & Library books in their departments. The college has one computer center which require modern upgradation. The Departments do not have independent computers. This can be thought of by the management in the near future.
The college has both indoor and outdoor games facilities. It offers cash incentives, playing kits and T-shirts for sports persons and also they are honored in during sports & annual days. It is heartening to note that one student from this college has represented India at International level and won Bronze medal in karate and another student has won bronze medal at the All India inter university athletic meet.
The college has limited canteen facilities which serves the purpose (yet, there is need for a full-fledged canteen) but not hostel facilities. Health checkup services are available to the students, members of the teaching and supporting staff of the college. Team feels that a visit by a lady doctor is also a necessity apart from the male doctor already visiting.
CRITERION - V : STUDENT SUPPORT AND PROGRESSION
The college does not have any information about the percentage of students appearing for the qualifying examination. However, from the information made available to the team, it is found that 60 students have enrolled in coaching classes for Navy competitive exam.; 6 students have appeared M.P.S.C.; 3 students appeared for Merchant Navy and 5 students including. Two girls have taken up P.S.I. Examination. The college obtains feed back from students by using formal methods.
The college publishes its updated prospectus annually. Apart from SC, ST ,OBC, other students also get many types of scholarships like P.T.C, CIDCO stipend, Sanstha Sevak scholarships. Many prizes are given to the students and also many awards have been installed in the memory of some distinguished people. The college has a placement cell. More than 5o students have been placed in different jobs through this placement cell. The participation of teachers are there in formal pre-admission and post admission counseling.
The Alumni Association was established in the year 2002 and has conducted many social and cultural activities in the college. They have donated one refrigerator, Two Medical Microscope, an Autoclave, a Weight Lifting set and other equipments apart from building a new vehicle parking shed and the main gate. The admission is based on rules and regulations of the state government. At present, there are no oversea students studying in this college.
Any changes in the admission procedure is brought to the notice of the students through updated prospectus and are displayed in the college notice board. Indoor and Outdoor games, Debate club, .Audio and Video facilities and other cultural activities are part of recreation facilities available to the students during their leisure time.
CRITERION - VI : ORGANISATION AND MANAGEMENT
The college has an efficient internal Coordinating and Monitoring Local Managing Committee as per the Maharashtra Universities Act. Some of the persons from industries and trade are included as honorary members in the Local Managing Committee to improve the Organization and managing its affairs. The Local Managing Committee is guiding for the smooth functioning of the college apart from trying to create additional infrastructural facilities. It is noteworthy to mention that this committee has some members with clear cut vision and mission. The college has inbuilt mechanism to check the work efficiency of the non-teaching staff.
The college has a special committee for preparing the academic calendar. The college has conducted professional development program for the non-teaching staff to improve their efficiency. There is no upward revision of fees during the last three years. The college had deficit budget for the last year The expenses are audited by the government auditors regularly. The college has many welfare programs for the employess provided by the college management like Rayat Sevek family welfare scheme, the loan facilities from Rayat Sevek Co-operative Bank Ltd. and financial aid to the children of employees from Laxmibai Bhaurao Patil Pathpedhi to pursue higher education.
The college has a Grievance cell and also a suggestion box installed and follow up action is taken. But the team suggest that the suggestion box be opened at least once in a week, rather than once in a month.
CRITERION -VII : HEALTHY PRACTICES-
The purpose of the education is to teach man to think independently and be with a clear vision and direction for the overall growth and development. The college had adopted internal quality check for assessing the faculty member's work efficiency . The college has no twinning program. It has entered into MOUs with neighboring industries lick JNPT & NSCIT etc.
The College has started two self financing short term courses like Fashion Design and Tailoring which are collaborated with Karam Veer Vidhyaprabodini and Computer MS-CIT. Donation of any type is not collected from the students. The college is imparting quality education at affordable cost to the poor and weaker section of the society.
SECTION - 3 : OVERALL ANALYSIS
The College was established in the year 1989 but not recognized by the UGC under section 2 (F) and 12 (B). It is located in a backward area with 4.71 hectors. It is affiliated to University of Mumbai and is receiving grand-in-aid from Maharashtra government. It has 3 programmes and 2 certificates courses. All the Departments are located in the same campus. This College is managed by an in-charge Principal. All the vacancies have been filled up by appointing temporary teachers. There are 26 permanent teachers, 8 part time teachers and 16 supporting staff. The College has a proposal to start new need based courses in the near future. The College has a not made much progress in respect of research consultancy even though and the necessary potential are there in the Departments of Chemistry, Zoology etc. The infrastructure facilities available in the college are used only by the college. The students are encouraged to take part in various cultural, sports and other extension activities.
While appreciating the vision and mission of the Local Management Committee, the Peer Team is making the following suggestions / recommendations for further improvement of the college.
The Management has to take immediate steps to include this college under 2 (F), 12 (B) sections under UGC ACT.
There is an urgent need to create more building space - a part of which has already been taken up by NSICT.
The college may explore the possibility of introducing more number of need based, career oriented and skill oriented subjects like Functional and communicative English, Export and Import Management, Fishery Management etc.
Self Financing courses in non-conventional subjects like Micro-biology, Biotechnology, Computer Applications, may be considered.
Steps may be taken to improve the Library with more journals and periodicals..
More books have to be added in all subjects. The Library requires computerization. More space may be made available for the students.
Central computer facilities for the College is the urgent need of the hour. While there is college computer center, it has only 7 nodes which are not certainly sufficient to meet the requirements of 1350 students. Therefore there is and urgent need for the creation of centralized computer facility with at least twenty five to thirty systems. It may be set up with financial help of either the management or Alumni Association or Parents-Teacher Association. Computer awareness program to all the students be offered through the center at an affordable cost for those who can pay and free of cost for those poor students.
The Management has to appoint a permanent principal for the effective day to day functioning of the college.
The Parent-Teacher Association may be formed at the earliest with the proper guidelines. These can be used to get the feedback on the teachers, the courses and the facilities available in the College apart from utilizing them for the generation of funds for creating more Infrastructured facilities, Endowments, Scholarships etc.,
The Chemistry Department has to take the necessary precautions to avoid the risk of keeping Gas Cylinder with in the Laboratory and other precautions said by the Peer Team. When moving over to the new building the Chemistry Laboratory be provided with work-benches with cup-boards, Fume cup-boards, store room, balance room, Exhaust Fans etc.
The staff members be given more opportunity to improve their academic qualification by encouraging deputation to centers of higher learning and to attend seminars.
A well-equipped Language Laboratory will be useful to train students in communication skills.
All Departments are advised to have more number of books in the Departmental Library with latest books related to their disciplines.
A separate Health Center may be set up in the campus.
Existing Indoor facilities need improvement.
Canteen facilities may be modernized..
A qualified Lady Doctor's Services may be hired in the interest girl students.
Research activities may be encouraged among teachers. A center may be set up to coach students and to train them to appear for various state and union competitive examinations.
An Auditorium with the capacity to accommodate around 1500 persons can be constructed in the near future
A placement cell shall work effectively to provide more number of Job opportunities for the students
Audiovisual facilities may be extended to some more departments and teachers be encouraged to use it for the benefits of the students.
Girl's common room is not up to the mark and requires immediate attention as per the guidelines laid down by women rights commission (WRC.).
The people whomsoever the peer team met are of the opinion that this college has catered to the needs of the people of the region at an affordable cost without collecting any donation. The good will that has been generated must be converted into a process whereby they are motivated to contribute their mite so that this college adds some more facilities in the near future. The peer team appreciates the commitment exhibited by the teachers in general and active participation by the students in particular in all academic and cultural activities.
The Government of India announcing this area as a special economic zone - due to which many more industries are likely to be setup in the next few year, this college in our opinion is poised to grow both in terms of increasing its infrastructural facilities and in offering quality education.
