It got accredited by NAAC with Five Star status in the year 2001 and acquired Autonomous status in the year 2004. The College has a long history tracing its origin to a School started in the year 1762 and upgraded to a First Grade College in 1882. The College was merged with the Madras Christian College due to financial crisis in 1934. The College was revived restarted in 1966 and has grown in strength. It has now a sprawling campus stretched over 30 acres with modern buildings, well laid roads, beautiful gardens and abundant greenery. The college has got recognition by University Grants Commission under Section 2(f) in March 1987. It has got accredited by NAAC with Five Star in the year 2001 and is enjoying the Autonomous status since the year 2004. Today Bishop Heber College is co-educational Institution offering altogether 14 Post Graduate Programmes, 12 Under Graduate Programmes, 2 PG Diploma Programmes, 2 Diploma course and 3 Add-on courses. Five departments offer M.Phil. Programmes and 6 departments pursue Ph.D. Programmes. There are 4,851 students including 1,139 women students as on date. The total strength of faculty members is 256 and that of Non-Teaching Staff is 250. The college affiliated to Bharathidasan University, has been making sincere efforts to realize its goal, namely imparting quality higher education with creativity to all, especially the poor, the needy and the under privileged. In its attempt to improve its academic programmes and ensure excellence, the college has volunteered for re-accreditation by the National Assessment and Accreditation Council (NAAC), Bangalore. Dr. V.Rajani Member-Coordinator Head of the Department of English, Ch.S.D.St.Theress College(Autonomous), Eluru, West Godavari - 534003. The Peer Team visited the college during March 14 - 16, 2007. The members had perused meticulously the self study report submitted by the College before the visit. The Team visited all the academic departments, administrative and other supporting units and central facilities in the college campus. The Team also held a series of discussions with the Principal, the Management, Teaching faculty, Students, Parents and Alumni. Through these extensive visits, discussions and verification of relevant documents, the Peer Team carried out the reaccreditations task and the details are presented in the following pages. SECTION II - CRITERION WISE ANALYSIS Criterion I: Curricular Aspects The curriculum of Bishop Heber is drawn to realize the goal of achieving holistic development through imparting quality higher education based on creativity. The syllabus is drawn keeping social, national and local needs in view. The core syllabus and need based restructured syllabus go hand in hand. There are 12 UG, 14 PG Programmes, 2 PG Diplomas and 2 Diploma courses in Bio analytical techniques and Child development. There are 3 UGC sponsored Add on certificate programmes run by the Departments of Tamil (Journalism), English (English language skills), and History (Travel and Tourism). It is heartening to know that 5 PG departments offer M.Phil and six departments offer PhD full time and part-time programmes. The UGC has sanctioned funds to start M.Sc. Molecular Bio-Sciences from 2007 - 08 under the innovative programme. The College runs traditional aided day courses and self financing evening courses. All courses follow the semester pattern and unitized syllabus with 40% for CIA and 60% for End Semester exam. The passing minimum for PG is 50 and UG is 40. Project work is mandatory for all PG courses. It is advisable to introduce project work at the UG level. Under the single major system, the students can carry out small projects or reports. Started exclusively for Boys, Heber admits girls at UG level since 2002, though the admission at PG level was never denied at any point of time. There are a number of career oriented programmes mostly in the self-financing section. A few departments mostly self-financing ones practice getting feedback and revise the syllabus and it could be extended to all the departments especially to the Humanities stream. The flexibility offered by Autonomy should touch the traditional programmes to make the programme more challenging. The institution which had become autonomous in the middle of 2004 started reviewing and reshaping its curriculum in the annual BOS meeting. They retained the core syllabus and replaced the unwanted with career oriented subjects. The focus is more on current requirements and multi skill development. CBCS has been introduced and students also study value added courses such as Religious Instruction, Moral Instruction and Environmental Science. Each department under autonomy runs a certificate course so that the students have wide choice to opt for. There should be considerable advertisement, viable fee structure and convenient time schedules. A PG diploma in Counselling is taken only by 10 students care should be taken to go to the bottom of the problem so as to put life into the programmes offered. Suitable care should be evinced by the principal on the matter of individual or independent goals set by the departments. The goal of the college should be central and integral part of all the departments and must not run the risk of clashing with the primary goal of the college. The holistic development is attempted by all departments through their programme choices and ED courses and it is heartening to observe that management, staff and students work in unity and this interaction alone is the prime indicator of a special and unique culture built in Heber, yet the goal and the vision statements almost duplicate each other and could easily be merged into one. The Vision of the University status suggested by the Governing Body would be more concrete either for goal or vision and would be instrumental in generating a number of fresh programmes. The Peer Team felt happy to find all the suggestions recommended by the previous NAAC Pear Team Committee were taken seriously and appropriate measures initiated. Criterion - II: Teaching - Learning And Evaluation The admission of students into various programmes is made on the basis of merit in the qualifying examination, subject to admission policy of the college. For certain programmes like M.B.A. M.S.W., etc. the admission is based on the performance in the entrance test and interview. In order to meet the increasing demand for admissions, the College has started extra sections in many programmes. The women students are given admission mostly in self-financing programmes. The self-financing programmes are mostly conducted in the after-noon times. Though there is no earmarking of seats for SCs, STs, BCs, Physically Challenged etc, a sizeable number of students belonging to these groups are found in various programmes. The College has a practice of conducting bridge courses, remedial courses, etc. Extra attention is also paid to the students who are linguistically disadvantaged and differently-abled. The college prepares the calendar/handbook every year and distributes to both students and faculty. It follows the UGC norm of 180 working days a year. The teachers prepare the teaching plan and conduct various activities accordingly. The OHP and LCDs are extensively used in class-room teaching. Some faculties are also sensitizing the students on the internet usage. The laboratories of science departments are well equipped.The College has a good computer lab facility with a good number of computer systems and software. The teachers are well qualified and experienced. Most of the teachers posses good teaching skills. Many of the teachers have attended refresher courses and orientation courses conducted by the Academic Staff Colleges of different Universities. The College has also organized faculty development programmes. Some teachers have availed the UGC funded FDP. Many teachers have attended conferences, seminars, etc, organized at national and international level. Some of the departments have established linkages with overseas Universities. This gives an opportunity for teachers and students to update and upgrade their knowledge and skills. Some departments have student exchange tie-up with foreign Universities. Many faculty members are also engaged in guiding students for M.Phil and Ph.D. degrees. As the state government did not permit the College to fill the vacancies (aided), the College made adhoc appointment of the faculty in such vacancies as well as for self-supporting programmes. Any way, the college has adequate number of faculty with overall teacher-student ratio at 1: 18. The college has evolved its own recruitment policy. Since the college enjoys the minority status, the recruitment policy of the State Government is just taken as a model. The teachers are appointed based on their merit, tested through interview and demo classes. The College has a tutor-wards system for monitoring the students.The Department of English has a Friend - in - use- Teacher programme. The College has a participating learning system. The college has a good evaluation system. The programmes are conducted under semester system. In each semester, a student has to take two internal tests and one semester - end examinations for each subject of study. The internal tests carry 40% of the total marks and the internal tests are evaluated by the teacher concerned. The semester-end exam has two evaluations for 60% marks, by an external and internal. The examinations are conducted as per the schedule and every thing is well planned and structured. The college has a grievance redressal mechanism which is working satisfactorily. There is a transparency in the evaluation. The teachers are evaluated by the students periodically. The teachers have also a self-appraisal system. The feedback is given to the teachers and remedial actions are also initiated wherever necessary. The IQAC plays an active role in this regard. The parents-teachers meeting are also organized periodically. This helps both the teachers and parents in maintaining the discipline and standards of the students. Criterion III: Research, Consultancy and Extension The college is making good progress in terms of research, consultancy and extension activities. There are 63 PhDs and 249 M.Phil degree holders in the faculty. Six departments offer PhD programme on fulltime basis. There are 24 University recognized guides to guide PhD Scholars and some are also approved guides for other Universities. Collaborative research is on the rise and tie ups with foreign Universities have started gaining momentum. The college in the past 5 years conducted 15 national seminars. As many as 283 research papers gained entry into national journals, 29 papers were published in International journals, 54 books, 46 abstracts and 30 proceedings have been published in the last 5 years. As many as 542 papers are presented in the National Seminars and 53 scientific papers were presented at the International seminars. The management provides Rs. 8,000/- for the preparation of PhD thesis in sciences and Rs. 5, 000/- for arts stream. For paper presentations, the registration fee and T.A are met by the Management in the case of national conferences and Rs. 10, 000/- paid to those attending international conferences abroad. There are 3 major and 32 minor on going projects sponsored by UGC and other agencies totaling to Rs. 35, lacs. A number of major research projects for a total sum of Rs. 3.0 crores have also been submitted to DST and other agencies. DST has sanctioned a FIST grant of 16 lakhs to the Department of Mathematics and 58 lakhs for the Department of Chemistry. The Computer Science Department has received Rs 7, 82,600/- for a UGC major project. The peer team appreciates the Management, the Principal and the concerned departments on this unique achievement of Heber. The college has started an Institute for the Applied Social Sciences in collaboration with Liverpool Hope University, Liverpool, UK to promote research in Social Sciences and Humanities. The college has some departments offering consultancy to Industries, Academic Institutions, Government and NGOs in the areas of Assessment, Environmental issues, Library Management, Project Management, Training and Development. Consultancy is also offered to M.Phil scholars, co-guideship, Doctoral committee membership, Advisorship to school exhibition etc. The fund generated from consultancy is 2.6 lakhs. There is scope to strengthen the consultancy and generate more resources. The college has undertaken a number of Extension programmes through NSS, NCC (Air wing and Army wing), EXNORA, LEO CLUB and NATURE CLUB. Students of some departments and faculty are also doing the community development activities. A number of extension programmes are arranged throughout the year. The extension officer and the Department of Social work share the work of Extension service activities. Criterion - IV: Infrastructure and Learning Resources The college has excellent building and other infrastructure in 30 acres land with 25 buildings interspersed with well laid roads and gardens. The campus is kept clean and the ambience is impressive. There are 3 distinct blocks- UG, PG and a Computer Block. The college has separate rooms for various academic activities, a play ground and a gym. There are 4 seminar halls, 2 auditoriums, 15 labs and a large number of class rooms. All the class rooms are well furnished. Day stream and evening stream students are accommodated in shifts. Around 9 crores have been spent in the past 5 years towards land, building, labs, departments, computers and furniture. The Peer Team was happy to note all these and also the efforts of the College to make the optimum use of the available accommodation. All the Science Departments barring Physics department have good Laboratory infrastructure to meet the teaching requirements. Some of the departments like Biotechnology have excellent research labs with sophisticated equipments. The Chemistry and Mathematics have got special grants from DST (FIST programme) and UGC Innovative Programmes recently to strengthen further the lab infrastructures. The space in the library building is adequate now as recently another floor has been added. There are 83,967 books, 267 subscribed journals, 10 dailies and 4034 back volumes. There are 350 video cassettes and 678 DVDs/CD-ROMs. Library is open from 8 AM to 8 PM from Monday to Saturday, and on non-working Saturdays it is from 9 AM to 1 PM. The facilities in the Library include online public access Catalogue, audio-visual facility, microfilm facility, photocopying, open access system, AC Reference section, Digital library unit, internet facility, group study and discussion room, television channels, Braille collection and research carrels. Digital library will have to be streamlined and strengthened. There is also book bank facility for poor students. The whole library is automated and even the ID cards checking called GEMS- Gate Entry Monitoring System- is introduced.. The fresh students are given orientation. On an average 250 students use the library every day. There are also department libraries. Each department is given computers, laptops and LCD projectors for a more effective teaching and learning. There are 571 computers in the entire college and the Internet centre is open between 9.30 am - 5 pm. The teachers as well as students use computers and internet facilities for research as well as preparation for the class notes. Provision is made for the students to get a basic course in computer application. Language Lab also has been set up recently with 50 latest computers and appropriate software for learning the communication skills. There are 1240 students staying in 5 hostels. There are separate hostels for boys and girls. There are two Christian Endeavour Hostels for deserving Christian students from poor families. There is a Reading room, a TV room, indoor games room and prayer room in every hostel. Two international hostels one for men and another for women are in the final stage of construction to accommodate foreign students and Professors who come under exchange programme. There are other facilities like a full fledged Cafeteria which is very popular and attracts large crowd. One more is being added. The Student Services Centre started in 1990 doing yeoman service is housed in a large room which also functions as counsellors room, College placement centre and employment information centre. The SSC has 1457 books, magazines, Journals and periodicals. The Spoken English Classes are taken for the benefit of the students attending interviews. There are rest rooms for boys and girls separately in the college. There are two play grounds, sports room, and courts for basket ball, tennis, cricket and other major outdoor games. Indoor games facilities, NCC Room, NSS Room, well maintained gardens, a botanical garden with green house maintained by the Botany Department constitute good components of infrastructure. Criterion - V: Student Support and Progression The college has student strength of 4851, of which 1733 are in aided courses and 3118 are in self-financing courses. There are 1139 girl students in the college, constituting about 24%. The students are from different communities and religions. The students from rural areas are also sizeable. There are also students from other states, though less in number. During the academic year 2005-06, there was one overseas student. The number of women applicants has risen considerably over the years. One notable aspect in this regard is that many of the students in the Colleges are first generation learners. There are also differently abled students in the college. The student drop-out ratio is very less, about 6%. The college monitors the students attendance and takes certain remedial steps. The students are provided with services like placement guidance. The Student Services Centre is very active and it has placed a sizable number of students during the last academic year. It offers personal counselling to the students and also helps the students who want to pursue their higher studies. The students have internet access to get information on their placement and higher studies. The college has a good record of granting scholarships to the deserving students. As many as 314 students were given scholarships during the academic year 2005-06. A concession on fees is allowed to the students who are children of the staff. There is a Students Grievance Redressel Cell which, besides redressing the grievances of the students, gives them a lot of confidence. The HRD cell is conducting training programmes to teaching, non-teaching and student communities. The college has a very good sports and recreation facilities which encouraged the students to participate in events conducted at State and National level. The extra curricular activities like NCC, NSS are noteworthy. The Alumni association is also very active and it has given helping hand to the college in several endeavors. The Forum for Public Concerns is also doing good work. The college has also released a voluminous 40th anniversary souvenir. The brochure which contains the profile of the college is also very informative. One unique feature of this college is that almost every department has prepared a brochure giving all the activities of the department. The college calendar and college prospectus given to the students are quite helpful to the students. The overall pass percentage of the students is more than 40% in UG programmes and it is more than 88% in the PG programmes. In subjects like Social Work, Biotechnology, Library Science and Tamil the pass percentage is 100% in the last academic year. As many as 36 students were gold medalists during the years 2002-06. In the last academic year two students of this college got a rare privilege of interacting with the President of India. A student of the Department of Botany was awarded with a cash prize by the Chief Minister of Tamil Nadu for poetry recitation. One of the NSS volunteers was adjudged as the best NSS volunteer of the Bharathidasan University for the year 2002-03. Though there is no separate fine arts department, some faculty members have been guiding the students in fine arts. A student of Tamil department could become a popular film director under the guidance of a faculty of the department. The Student feed-back and Teachers Self-appraisal system is laudable. The students have also undertaken some minor projects. Criterion - VI: Organization And Management The overall management of the college is in the hands of the College General Body which consists of members representing church, college, and academic. The Bishop of the Trichy-Tanjore diocese of Church of South India is the chairman of the General Body. Next in the hierarchy of management is the Executive Committee. The General Body and the Executive Committee constitute the policy making body of the college and they take decisions with regard to all the important and strategic matters of the college. Each body has met three times in a year. All the routine matters including day-to-day administration are looked after by the Principal of the college. The Staff Council, Deanery and various Committees formed with the faculty take care of the academic programmes. The important committees or bodies that are functioning in the college are Autonomy Governing Board, Finance Committee, Academic Council, Board of studies, and Grievances Redressel Committee. The mission of the college is to impart quality higher education with creativity for holistic development of the students. Accordingly, The college management has developed a perspective plan. The perspective five year plans consist of certain specific activities which they want to take up in the near future. They include introducing new academic programmes like M.A. Development Management and M.Com Financial Management, and establishing a Science Park and research lab for nano technology. The management of the college is also contemplating to get deemed university status. They also want to develop further the infrastructure facilities like sports complex, and class room and hostel buildings. The college has a practice of appraisal of the performance of the teaching staff by the students. Self-appraisal and peer evaluation are also in vogue. The college has faculty development programme funded by the UGC. The faculties are also encouraged to participate in refresher and orientation programmes conducted by Academic Staff Colleges across the country. The faculty have also enthusiastically participated in seminars and conferences both at National and International level in order to upgrade their knowledge and skills. The College has a well established recruitment and selection policy under the framework of the rules and guidelines of the State Government as well as the UGC. The ratio of filled positions to sanctioned positions is 72.6% (aided). The college has adequate number of Non-teaching staff. Since the State Government has not given permissions to fill the vacancies (aided), the college has appointed some teachers as well as non-teaching staff on adhoc basis, meeting their salaries from the funds generated by the self-supporting programmes run by the College. The college is financially strong. The main source of funds is the fee collections from the students. The college has been offering several academic programmes on self-supporting basis. These programmes are spinning substantial amount of funds every year.The college also accepts endowments offered by some philanthropists. The college prepares the budget which specifies the various sources of funds and allocations for various purposes. It has got a audit and internal fund monitoring system. Criterion VII: Healthy Practices The College has introduced a number of healthy practices. The notable among them are as follows: Value based education for the holistic development of students. Mid-day meal scheme funded by the alumni of the college. Offering computer orientation courses for those who do not have computer based courses in their regular curriculum. Sadhana programme to sensitize the woman students to gender problems. Red Ribbon club which conducts workshops, awareness programmes on HIV/AIDS Youth Red Cross which conducts blood donation, mental health, and HIV/AIDS awareness programmes. Rotract Club which arranges awareness camps for the disabled. Leo Club which conducts camps and programmes like Tree plantation, AIDS awareness, Legal rights awareness, Environmental awareness, etc. Quiz club, DOE club and Book Review club who organize quiz competitions, debates, elocution competitions, etc Lioness Club which takes care of the general welfare of the girl students. Extension services which include conducting consultation programmes for Higher Secondary School Teachers, Training of the Elementary and High School Teachers in English Language skills, etc. Good Samaritan Programme which is visualized as an instrument of bridging the gap between conflicting realities. SECTION III: OVER ALL ANALYSIS Thus the Bishop Heber College has emerged very strong after its earlier set back due to financial crises and has been serving with distinction last few decades The Silver Jubilee celebration of the revived college in the year 1992 was a land mark event in the history of this college as everyone concerned with the college discovered their own history and decided to strive towards quality and creativity in teaching and learning. The collective efforts of the management, faculty and students have resulted in total success in this noble endeavor. The Peer Team was impressed with the vision, commitment and pro-active attitude of the Management. The infrastructural facilities provided for pursuing academic programmes and the ambience of the campus is also impressive. In particular the committee would like to commend the following: Commendations: The College campus is well planned with modern buildings, good roads and beautiful gardens and the campus is maintained excellently well. Class rooms and laboratories infrastructure is good and is put into optimum utilization. The academic programmes, both UG and PG, are relevant. The curriculum drawn takes into a account, the national, regional and local requirements. A good number of teachers in P.G. as well as U.G. have possessed Ph.D. and M.Phil degrees. The library is fully computerized and also established digital section. The college has good computer education and a modern language lab. The College has started job oriented courses like M.A. Social Work, M.Sc.\ B.Sc. Computer Science, M.C.A. and B.C.A. M.Sc. Environmental Sciences, M.B.A., M.L.I.S., M.Sc. Actuarial Science and some P.G. courses. The Department of Chemistry has got special grant of Rs.58 lacs under FIST programme of DST and the department of Mathematics Rs.16 lacs for modernization of laboratory. The department of Zoology has got UGC grant of Rs.20 lacs under innovative programmes to start a new course on M.Sc. Molecular Bio Sciences. The good number of faculty from various departments have got major and minor research projects sponsored by UGC and other funding agencies totaling to about Rs.35 lacs. A number of major research projects have also been submitted by various staff members totaling to about Rs.3 crores. The College staff have published 91 research papers in international journals, 212 in national journals and 79 books. The College Management is encouraging teachers undertaking research and offers incentives. A number of staff from various departments have started doing consultancy services. The College has adopted CBCS resulting in improved teaching learning evaluation and also providing better perspective to students. Alumni of the College have contributed to the development of the College programmes in a number of ways. The Noon Meals Scheme they are offering to the poor days scholars is an excellent gesture. Both UG and PG students have secured a good number of ranks in UG and PG programmes including First ranks. The MoUs are signed by the College with foreign Universities to strengthen teaching and research programmes. The Peer Team would like to make following recommendations for further improvement of the academic programmes: Recommendations The College may up grade some of the U.G. Departments by starting relevant P.G. programmes such as Applied Botany in Botany department, M.Com. Financial Management in Commerce Department, M.A. in History and Tourism Management. The College may also start some relevant job oriented P.G. Diploma courses and Certificate Courses in Life Sciences, Chemical Science, Mathematics, Computer Science, and Business Management. The digital library section of the library and internet facilities may be strengthened on priority. More number of Seminars, Workshops may be organized with emphasis on latest developments in emerging areas. Qualified staff members may be encouraged to undertake inter-disciplinary collaborative research programmes. The CBCS introduced recently may be streamlined and strengthened. The College has all the potential to become an institution of excellence. Therefore, efforts may be made to get UGC Award of ‘Institution with potential for excellence’. The college may prepare a detailed plan for the development in the next 10 years.
