Profile of Government Arts College (Autonomous)Government Arts College, Coimbatore, had a very humble beginning when it was founded in 1852 as an Anglo-Vernacular School. It became a middle school in 1861. In 1867 it became a high school. In 1868, First of Arts ( F.A. ) classes were started and in 1869 the first University classes were started. In 1870 it became a second grade college. Thus, the college came into existence during the colonial rule long before the establishment of the University of Madras. The products of this college had actively participated in India’s freedom movement and thus, the classrooms of this ancient institution have determined the destiny of India in obtaining its freedom.

Govt college to start UG, PG courses in ITCOIMBATORE: Heres some cheer for students who want to take a degree in courses like information technology without having to pay through their nose.
Government Arts College here has got the sanction to start BSc courses in information technology, statistics and psychology and post graduate course in information technology from this academic year. According to examination controller K Shanmuga Sundaram, admission to the courses would begin soon. The UG and PG courses in information technology would have 40 seats each while the other two courses would offer 15 seats.
Tamil Nadu Government College Teachers Association president S T Tamilmani said the courses would be a boon for students from economically backward sections of the society. Previous governments were neglecting higher education of the poor by not sanctioning innovative courses in arts and science colleges run by the government. The present government has sanctioned 299 new courses in government colleges across the state, he said. The government has also sanctioned 842 posts of assistant professors in colleges across the state.
According to principal in-charge G S Durai, poor but bright students could not study information technology since these courses were conducted only by self financing colleges, where is fee is much higher compared to government institutions. Statistics and psychology courses too offer better job prospects, he claimed.
NAAC report of Government Arts College (Autonomous)SECTION 1: INTRODUCTION
An Anglo-Vernacular School started in the year 1852 grew into a middle school in 1861, into a high school in 1867, later during 1868 - 1870, it became a second grade college offering FA courses and in 1946 it got upgraded as a degree college and that is the Government Arts College, Coimbatore. Thus the institution had its genesis and early growth during colonial rule, much before the establishment of the University of Madras. In 1964 it became the first grade post-graduate college of this area.
During the last 153 years of its existence the institution grew in stages. It can now rightly claim the status of a pioneer in many academic fields. Being the oldest college in this region and in Bharathiar University area, it has been the torch bearer of knowledge. Generations of scholars, academicians, entrepreneurs, political leaders, jurists, civil servants, social activists and men of letters came out of this college as its products. The impact of the college on the freedom movement was phenomenal. The Alumni of the college participated directly and indirectly in freedom movement. They brought about preferred changes in social life of modern India.
The college is situated in the heart of the city of the Coimbatore on a sprawling campus area of 13.6 acres. It is affiliated to Bharathiar University, Coimbatore. It is the first college to get the Autonomous status conferred in the year 1987 - 88 and also it is the first college to get assessed and accredited by NAAC in Bharathiar University area. Over the years the institution expanded steadily. It celebrated its centenary in the year 1953.
The college has been offering wide range of courses in the three faculties: faculty of Science, faculty of Social Sciences and the faculty of Commerce. It has presently 67 programme options in different departments in which all together 535 subjects are taught at UG and PG level. The college also provides opportunities for 13 M.Phil and 12 Ph.D programmes. Further it offers 14 self supporting programmes. It also offers 3 UG programmes in the evening college.
On the whole the college offers 67 academic programmes catering to the diverse needs of 4006 students. The college presently has 177 permanent faculty of whom 102 are men and 75 are women. Besides there are 11 men teachers and 14 women teachers have been appointed for the self financing courses. Thus the college has a total of 202 teachers amongst whom 58 are Ph.Ds and 103 are M.Phils.
The college was accredited by NAAC in 1999 at four star level. Now it is time for Reaccreditation and as such the institution prepared the necessary document and submitted to the NAAC during Dec. 2005. The Council constituted a Peer Team with Dr. P.V. Arunachalam, former Vice-Chancellor, Dravidian University, Kuppam, Andhra Pradesh as Chairman, Prof. M.R. Kurup, former Principal, V.G. Vaze College, Mumbai and Dr.A.N. Jaiswal, former Professor of Psychology, Varanasi, UP, as Members and Mr.Rajasekhar Kandepu, Chief Manager (Personnel), Siemens Ltd., Chennai as observer, and Dr. B.S. Ponmudi Raj, Advisor, NAAC coordinated the visit. The team visited the college for three days during March 17-19, 2006, to validate the Reaccreditation Report. The team appraised itself of the functioning of the institution. The team reviewed the facilities available on the campus. It interacted with various groups and stake holders viz. the management, the Principal, the faculty, the students, alumni, parents and non-teaching staff. The outcome of this exercise, within the frame work of the seven criteria identified by NAAC is presented in the following pages.
SECTION 2: II: CRITERION-WISE ANALYSIS
Criterion I: Curricular Aspects:
The college, being autonomous, has developed its own curriculum keeping in mind its Mission, Goals and Objectives. The mission of the college is to develop in students a capacity to identify their own potential and to form a holistic personality to ever promote national integration . The specific goals and objectives are to (i) promote quality higher education with the changing global context for a meaningful and self supporting life to the downtrodden and economically weaker sections, (ii) provide value based education to inculcate healthy attitude and ethical values to the students so as to make them good citizens, (iii) impart life skills, soul skills, personal skills and social skills that ensures productivity and confidence to meet the global challenges and (iv) encourage quality research, useful for the development of the society and the country. The goals are communicated to stakeholders through notice boards and college website.
The College constituted various Boards of Studies and Academic Council. Being an autonomous college, it has freedom to frame the curriculum. The Board of Studies and Academic Council are responsible for developing the curriculum. The curriculum is revised periodically. While the UG students have a Choice Based Credit System, the PG students have restricted credit system. The curriculum is framed keeping in view the contemporary needs and national development. The B.Sc. Botany course has been restructured as B.Sc. Plant Biotechnology and vocational course has been added to BA Economics. As many as 16 new courses have been added during the last five years. The college obtains informal feed back from the students, alumni, employers and academic peers, which has been used while restructuring the syllabi at the UG and PG levels.
The college offers 67 programmes made up of 23 UG, 15 PG, 13 M.Phil, 12 Ph.D, and 4 Diploma. While the UG & PG programmes are autonomous, the research programmes are non-autonomous. Out of the 67 options, 14 are under self-financing stream.
Choice based accredit system at UG level and Diploma courses have ensured horizontal mobility. The PG, M.Phil and Ph.D. programmes offer vertical mobility.
Criterion II: Teaching-Learning and Evaluation:
The college has been making efforts to meet the learner s needs through effective teaching, learning and evaluation. The teacher quality is enhanced by facilitating acquisition of higher knowledge through research, acquisition of additional qualifications and participation at conferences among others.
Admission to different courses is made strictly on the basis of set guidelines issued from time to time by the State Government. It is based on merit-cum-reservation as indicated by the marks scored at the previous eligibility examinations. There is an admission committee to oversee the admission process. The merit list and wait-lists of students are displayed on the college notice board for the information of students, parents and public at large to ensure transparency.
Seats are reserved for different categories of students such as SC/ST, MBC, BC etc. Bridge and Remedial courses are offered to needy and disadvantaged sections of the students. Advanced learners are motivated by inter-collegiate competitive programmes.
The teaching-learning process is carried out as per the Academic Calendar for each year. The year is divided into 2 Semesters of 90 teaching days each. Lecture method is supplemented with tutorials, practicals, assignments, group discussions, seminars, debates, field work, project work etc are used to make teaching a learner centered and participative process. Audio visual aids by some of the Departments are used to enhance the quality of teaching and learning. The students progress in learning is monitored through continuous internal assessment made up of periodical tests, assignments, seminars, etc.
The teachers are selected by Tamil Nadu Public Service Commission and Teachers Recruitment Board as per merit and reservation policy as prescribed by the UGC and the State Government. Out of 199 sanctioned posts, 177 are filled in, made up of 102 male and 75 female teachers. Temporary and guest lecturers are appointed to overcome the shortage of regular teachers. Out of 177 teachers, 58 and 103 have Ph.D. & M.Phil degrees respectively. A large number of teachers have attended orientation and refresher courses and seminars and conferences in the presented papers.
There is a system of obtaining annual confidential reports of teachers. There is also a self-assessment system for promotion to higher grade/scale as prescribed by the Director of Collegiate Education, Tamilnadu.
The Controller of Examinations regulates the examinations. The college has evolved a system of continuous, semester and annual evaluation to assess the learning outcome of the students. The internal evaluation is made up of tests, assignments, seminar and attendance. Double valuation method is followed for PG courses.
The college has introduced a system of re-valuation and re-totaling of marks for those who are not satisfied with the first valuation. Supplementary examinations are conducted within 30 days from the publication of results of final year students who have failed or absented themselves from the examination in any one of the papers.
Criterion III: Research, Consultancy and Extension:
The college has been encouraging research. Thirteen departments are recognized for pursuing research for M.Phil. and 12 departments for Ph.D degree. There are also research projects/assignments for promoting research by students.
As many as 222 students and 49 students respectively received M.Phil and Ph.D. degrees through the college during the last five years. Currently 89 students have registered for Ph.D degree, and more than 34 students are engaged in research for M.Phil degree. As many as one major and nine minor projects, with financial assistance from UGC, are in progress. These projects have brought in an amount of Rs.11.37 lakhs to the college.
Besides 11 books in various subjects, the college faculty has published 92 research papers, 23 abstracts and 60 proceedings.
A number of staff members are informally involved in free consultancy in the areas of their specialization.
The college is engaged in extension and outreach programmes. The areas covered are community development, social work, health and hygiene awareness, medical camps, adult education, blood donation, AIDS awareness, environmental awareness, mushroom culture, population education, tree planting, mosquito eradication, leprosy and TB awareness, anti-plastic and anti-pollution awareness, water conservation, among others. Village adoption scheme is practiced by the college NSS units.
Members of the faculty and students, particularly those who are members of NSS, NCC and Youth Red Cross are actively involved in extension activities. Some of the Extension activities are carried out in collaboration with NGOs and GOs.
NCC and NSS students have participated in the Republic Day Parade during the current year. Nine NSS students participated in Tsunami relief activities in Andaman and Nicobar Islands.
Economics Department is collaborating with Tamil Nadu Agricultural University and have a few MoUs with some advertising companies for curriculum development of BA Economics vocational course. Botany department also has collaboration with Agricultural University, Botanical Survey of India and Sugarcane Breeding Institute at Coimbatore.
Criterion IV: Infrastructure and Learning Resources:
The college is situated in a campus spread in an area of 13.6 acres of land. The physical facilities include Administrative Block, Northern and Southern main blocks. There are separate departmental blocks for Mathematics, Political Science, Geography, History, Computer Science, etc. The college library is located in a separate block, as also the auditorium. Other physical facilities include Co-operative stores, workshop, herbarium, museum, bank building, canteen, vehicle parking sheds etc. The total built up area works out to be 1,31,003 sq. ft.
The infrastructure is regularly maintained by the PWD of the Government with its office located in the college campus. The annual budgetary allocation for maintenance for the year 2004-05 stood at Rs. 10 lakhs.
The college has a central library admeasuring an area of about 5200 sq. ft. All the departments have their own departmental libraries. While the central library has currently 1,07,357 books, which includes collection of books in the departmental libraries numbering 42,535. The college subscribes to 120 national and 3 international journals. Since the college is the oldest one in the region, its library has some rare collections, including palm leaf writings. The Government has made a provision of Rs.4.2 lakhs during the academic year 2005-06 for computerization of library, and to provide internet facilities in the library. The library works for 180 days in a year, between 9.30 a.m. and 7.30 p.m. The library has an advisory committee, with the Principal as its chairman. There is a book bank facility in the central library.
The College has provided computer to all the 16 departments. The computer science department has laboratory with 33 computers in working condition. The compulsory Computer Literacy Programme has a Laboratory with 60 computers. The work in the college office is partially computerized. However all the work in the office of the Controller of Examinations is fully computerized. There is also limited internet access available for the students and faculty.
Other facilities available in the college include the following: (i) one hostel for men students in the campus with 67 rooms which accommodates 130 students, (ii) Health Centre with a part time medical officer and an attendant, (iii) canteen, (iv) facilities for sports and games, and (v) a fully equipped workshop.
Criterion V - Student Support and Progression:
The college has a total of 4,006 students during the academic year 2005-06 made up of 3138 UG, 745 PG, 34 M.Phil and 89 Ph.D. Out of that, 2840 are male and 1166 are female students and further that 401 students belong to the Evening College . They belong to different categories such as OC, BC, MBC, SC and ST.
Academic progression in terms of successful completion of final examinations has been just above average. The dropout rates vary from 1 to 8 percent at UG and upto 5 percent in case of PG. While 35 students were placed on the job during 2003-04, the number stood at 60 students during 2004-05.
The college brings out an updated prospectus and handbook every year to provide students with the required institutional information. Total of 1745 students received Merit and SC, ST, BC, MBC scholarships during the year 2003-04. The amount so disbursed during the said year stood at Rs.38.80 lakhs. Grievances Redressal Cell, Career Guidance Cell and Alumni Association are functioning in the college.
The students of the college actively participated in inter-college and university level cultural and sports and games competitions and have won prizes. Kabbadi (men and women), football, volleyball and Carrom are some of the State level events in which the college students have participated. While 4 students participated in the All India Inter-University competitions, 6 students participated at South Zone Inter University competitions.
Criterion VI- Organization and Management:
Being a government college the principal provides the leadership at the institutional level. The motto of the college sapere aude , means dare to be wise , is clearly communicated to the stakeholders. The goals and objectives have been clearly stated. As an autonomous college, the decision making process is through various academic and administrative bodies as stipulated by UGC s Guidelines.
The statutory organizational set up includes Governing Council, Academic Council, Board of Studies, Finance Committee and College Council. The day to day administration is decentralized through various faculty committees such as Planning and Evaluation Committee, Examinations Committee, Grievance Appeal Committee, Admission Committee, Student Welfare Committee, Accounts & Audit Committee, Library Advisory Committee, Career Guidance and Placement Committee, Extra Curricular Committee, IQAC, etc. Duties and responsibilities of different authorities and committees have been well defined. The committees function effectively to ensure participative governance.
The College has prepared a Perspective Plan . During the last five years, as many as 14 new academic and 2 infrastructure programmes have been drawn up and implemented.
The recruitment of teachers and non-teaching staff is made as per the norms set by the State Government. The appointment is made on the basis of merit-cum-reservation. The qualifications as laid down by the UGC and State Government are strictly adhered to.
The college follows self-appraisal method for evaluation of performance of teachers as prescribed by the Government for the purpose of placement. This is supplemented by appraisal of teachers by the heads of respective departments.
While teaching staff are encouraged to attend seminars, refresher courses, the non-teaching staff have been encouraged to participate in state sponsored Computer Literacy Programme. They are also encouraged to appear for the departmental/account tests.
Apart from the fund from the government grant-in-aid, UGC development grant and students fees, an important source of fund is self-financing courses. The fees charged to students are as prescribed by the University/State Government.
The Finance Committee manages the funds strictly as per the government guidelines. There is a periodical internal audit and annual audit by the Director of Collegiate Education and one by the Accountant General s Office.
Criterion VII - Healthy Practices:
The college has evolved internal quality checks to ensure excellence and efficiency in teaching, learning, evaluation and administration.
During the last five years, a number of innovative courses were started on self-financing basis.
Workshop on value education was conducted by the college during 2001. Since 2003-04, value education has been integrated through the curriculum of environmental studies.
Students are sensitized on social issues, such as untouchability, religious harmony, child labour and women-empowerment by organizing seminars, debates, meetings etc.
The mission statement is displayed at various places in the campus so as to constantly remind the students about its significance and relevance.
Departments regularly publish research papers, books and proceedings of their conferences/workshops/seminars and thus are shaping themselves as research departments.
The department of History has put up a Museum with interesting and valuable artifacts of significance. The department has preserved back a number of some important newspapers over the past twenty years.
The college is steadily establishing linkages with other near by Universities, Institutions and farming agencies.
SECTION 3: OVERALL ANALYSIS
The Govt. Arts College (Autonomous), Coimbatore, a century and half old institution with historical background had contributed and is contributing significantly to the Nation building. The college has been adapting itself to the changing times and emerging challenges and has been successful in fastening global competencies among students. The community around is appreciative of the various aspects of the college, viz. its academic programmes, co-curricular and extra curricular activities, competence of the faculty, discipline, student support, infrastructure, research atmosphere and placements of its students.
The first accreditation has done a lot of good to the institution. The college has responded positively to most of the recommendations of the accreditation report. Some illustrations are given herein:-
To inculcate ethical values among the students, a separate paper on value education has been introduced for all the UG students and another paper on environmental studies is also introduced.
Feed back is obtained periodically from students, faculty and other employees.
Placement cell is functioning effectively.
Special coaching is being given to help students to achieve greater success in competitive examinations.
Several self financing courses are introduced. These courses are much sought after and are resource generating activity.
Teachers are encouraged constantly to improve their professional skills.
The principal and the faculty are aware of the social compulsions and obligations and they are actively involved in the introduction and conduct of vibrant co-curricular and extra curricular activities of the college.
The IQAC (Internal Quality Assurance Cell) has been constituted in the college recently and is striving to promote quality of education in the college.
Choice based credit system; general electives and the system of earning additional credits are introduced.
Syllabi of all courses are thoroughly revised by respective board of studies once in every two years.
Many faculty members are invited as resource persons to various academic programs held in several institutions.
The college is slowly attracting prospective employers to its fold and facilitating campus interviews through its placement cell.
Feed back mechanism was formalized and the evaluation of teachers by students is being recorded and acted upon.
The evening college is catering to the educational needs of a sizeable section of student community.
The institution has an academic audit committee.
The college has completed 5 Research projects and has about 10 ongoing UGC Research projects.
The research output, by way of publication of papers in refereed journals, books and presentation of papers in conferences is impressive.
During the last five years 49 students have acquired Ph.D. degree and 222 have got M.Phil. degree through this college and currently 89 have registered for Ph.D. and 34 for M.Phil. programme (Full time/Part time).
The library is getting digitalized with the grant money from the Govt. of Tamil Nadu, so as to provide INFLIBNET, DELNET, IUC and other related services.
Two faculty members (One in the Department of Tamil and the other in the Department of English) who are visually challenged are doing their professional work very satisfactorily.
The contribution of the Alumni Association which has been effectively functioning over the years, for the development of the college has been significant.
The performance and the achievement of the students on cultural activities/games and sports events is highly commendable. They have been regularly winning University/State/National level prizes/trophies in number of events.
The NCC has four wings, 1) Infantry wing (90 cadets), 2) Air-wing (110 cadets) 3) Artillery wing (100 cadets) and 4) Girls wing (52 cadets). The cadets participate in the Republic Day celebration at New Delhi. Good number of them pass B and C certificate examinations. One cadet went to Russia under Youth Exchange Program 2002.
The NSS has five units with 500 volunteers (Boys and Girls). About 250 students opt for earning credits for passing their examinations. Four volunteers participated in the Republic Day celebration at New Delhi during 2006. The college got the National Level Indira Gandhi Award as the best college with regards to NSS Activities. The NSS Volunteers actively participated on the recent Tsunami relief work in the Andaman and Nicobar Islands for fifteen days. Thirty NSS volunteers participated in the National Integration Camp and the cultural exchange meet held at Guwahati.
A Commemoration Postal Stamp and the First Day cover release is in progress to be issued by the P&T Department, Government of India to mark the 150th years celebrations (sesqui-centennial) of the College.
One finds congeniality, warmth, comraderie and spirit of co-operation amongst the faculty and non-teaching staff and this has been an asset to the Principal to give an effective leadership to the college.
The research activity needs further strengthening. Departments like Tamil, Sanskrit, Computer Science, Psychology, and Physics have to get research projects. They need to concentrate on publications as well.
Consider textile industry related carrier oriented courses.
Component of weightage for internal assessment is presently 20%. Appropriate steps may be taken to raise this to 25%.
The college needs to strive hard to establish research collaboration and consultancy services, taking necessary steps to overcome the governmental constraints with regards to remunerative consultancy service.
The college may take steps to organize a few national conferences and atleast one international conference in the next two years.
Regarding research projects, they are all minor, except one in Economics. The faculty may apply for some major projects also including industries sponsored.
It is right time that the college strengthen the women s development centre.
Commerce department may plan foundation courses to enable more students to qualify in CA, CS, ICWA qualifications, which are career oriented.
The college may start some management courses and courses in Bio-sciences. A PG course in Psychology, and introduction of Hindi as language option are felt needs of the students community of the college. BA (Tourism and Travel Management) may be made inter-disciplinary and encourage tie-up with the industry. Geography Department may update software such as ARGIS.
The curriculum need to be developed, based on the feed backs from the user sectors.
Computer Science Laboratory needs updating with adequate number of computers and latest Software.
The Central Library needs more space. Open access, Reprographic facility and Internet may be introduced. It is necessary that it subscribes for more number of reputed National and International Journals. It is noted that the library works only for 180 days in a year. It is desirable that the library works on holidays also with limited staff & service. Inter library loan service may be initiated with automation.
Performance appraisal of teachers by the students may be made a universal and regular and the feed back be made known to the respective teachers.
The Canteen facilities need improvement on priority basis.
The IQAC has to be more effective and needs to act as a catalyst of all quality initiative, sustenance and enhancement.
It is desirable that the institution may draw a perspective plan of development for academic expansions and augmentation of infrastructure for the next five years.
