Profile of Hislop CollegeThe oldest and most Venerable Institution of the region. Hislop College was founded in 1883 at the Mahal area, Nagpur. It had a staff of One Principal, Rev. J.G. Cooper and six professors. In the entire history of Nagpur University, Hislop College stands as the Oldest Institution in Vidarbha, and has to a large extent contributed in shaping the academic form of the region in more ways than one. It was first affiliated to Calcutta (Kolkata) University, then Allahabad University and finally to Nagpur University after it was established in the year 1924. In 1954, Hislop College started Journalism Department headed by Prof. Eapan which was the first of its kind in this region. Hislop College has been keeping to its own traditions and reputations in the field of Education in Vidarbha in India and Abroad. NAAC report of Hislop CollegeSection 1: Preface
The College is named after the great visionary Rev. Stephen Hislop who founded a school in 1846 keeping in view the educational and social backwardness of people. After the death of Rev. Hislop his colleague J.J. Cooper started a College in Nagpur in 1883 and named it as Hislop College. The College is committed to provide higher education to all and particularly the under-privileged and deprived sections of the society. It strives to achieve and maintain excellence in education. It is a Minority Institution. The college alumni includes the several great names like Sir Harisingh Gour, the first V.C. of Delhi University, Dr Baba Amte, a renowned social worker, Pt Ravishankar Shukla, freedom fighter and late Chief Minister of Madhya Pradesh, Dr Saraswathi Sukumar and Dr R. Ketan Mulmble, the Scientist, Guru M.S. Gowalkar, the second Sar Sanghchalak of RSS, Justice Dharmadhikari, Justice W.R. Puranik, Col. C.K. Naidu, famous cricketer and many other reputed persons.
Upto 1967 the college used to offer degree courses in Arts and Science faculties and in 1967, Commerce faculty was started. The college also started Masters' programme in Sociology in 1963 and subsequently, Master's degree programmes were introduced in eight other subjects. The credit of starting UG programme in Journalism first time in India goes to this college.
The college is affiliated to the Nagpur University and total area of the college campus is 7.26 acres of urban land.
The college offers courses in statistics, chemistry, physics, Electronics, computer science, zoology, botany, philosophy, political science, history, Marathi, Sanskrit, physical education, bio-chemistry, mathematics, bio-technology and psychology at UG level and courses both at UG and PG level in the subjects of Sociology, Hindi, English, Economics, Commerce, Biotechnology and Chemistry, Bio-technology and Chemistry.
There are 123 teachers of whom 61 are permanent and 62 are temporary. Among the permanent teachers, 24 are Ph.D. holders and 20 are M.Phil. Among the temporary teachers, 14 are Ph.D. holders and 18 have M.Phil. degree. The non-teaching administrative and technical staff includes 79 persons. The enrolment of students at UG level is 2379 and at PG level, there are 384 students. The students enrolled in certificate courses are 35. The unit cost of education of the college is Rs. 11,413/-. The temporal plan of academic work of the college is annual system. The college has generated 80,65,300/- rupees through self-financing courses. Besides other facilities, the Institution has central library, sports facilities, canteen, welfare schemes, and vehicle parking space.
The college volunteered to be assessed by NAAC by submitting its report in 2003. The NAAC appointed a committee comprising Prof. K.L. Kamal (Chairman), former Vice-chancellor of Rajasthan University; Prof. P. K. Sahu (Member), Deputy Chairman, State Planning Board, Orissa and Prof. K.M. Kaveriappa (Member), Chairman, Department of Botany, Manglore University. Dr. M.S. Shyamasundar, Deputy Adviser, NAAC co-ordinated the visit of the Peer Team.
The Peer team had interaction with the management, the Principal, Vice-Principals, Coordinator, Faculty Members, Alumni, Non-teaching staff, present students and their parents. The Peer team visited the Office, the Central library, all the Departments of the college and other units on 31st January and 1st February 2004. The salient features of the report are as follows:-
Section 2: Criterion -wise Analysis
Criterion 1: Curricular Aspects
The college offers BA, B.Sc. and B.Com degree courses along with Master's degree in seven disciplines. Art students have a choice of optional subjects in languages like Hindi, English, Marathi/Sanskrit and other subjects like History Economics; Sociology/Political Science; Psychology/Philosophy and Communicative English. The Science students can opt for Physics, Chemistry, Mathematics/Statistics,. Computer Science/Botany, Zoology, Biochemistry/Industrial Chemistry and Biotechnology. The commerce students can opt for B.Com. or B.Com with computer applications. Based on their choice of the subjects of students at the degree level the students have vertical mobility at P.G. level in limited areas like Sociology, English, Hindi and Economics for Arts students and for Science students Chemistry, Biotechnology and for commerce students M.Com, and M.C.M.. Biotechnology, B.A. Communicative English, B.Com, Computer Applications and Industrial Chemistry are career oriented UG programmes. MCM, M.COM, M.Sc. Biotechnology are career oriented P.G. Programmes. Thus the college offers a wide range of programme options at the degree level and provides for limited vertical mobility at the master's level. The career oriented Programmes help placement of students.
The course curriculum followed by the college is determined by the Nagpur University to which it is affiliated. However the college teachers do have a role in framing the syllabi as members of boards of studies. These syllabi are modified and updated from time to time. While teachers have a voice in framing the syllabi, the college offer's a good number of options to the students. The university rules do not permit the college with necessary flexibility for change in time frame and horizontal mobility in elective and non-core options.
The college offers M.B.A programme which is affiliated to YCMOU. The students of the college can simultaneously pursue two degree programmes at a time i.e., M.B.A under YCMOU and a P.G. degree under Nagpur University. The college has made a policy to invite eminent teachers, researchers and prospective employers to interact with the faculty of the respective departments of the college. Based on the feed back the college has started UG and PG programmes in Biotechnology. They have also introduced projects on vermicomposting, apiculture, mushroom cultivation and floriculture with the active participation of students of Botany and Zoology. The students in turn learn the techniques while the college generates some income. On the basis of feed back obtained from prospective employers and the recommendation of the U.G.C, the college has initiated the revision of the B.Com syllabus of Nagpur University.
Inspite of the procedural delays it is creditable to note that the college has been able to introduce PG programmes in Biotechnology and M.Com within a year. Thus within the ambience of the regulations and curriculum of Nagpur University the college has managed to offer several programme options and some inter- disciplinary courses like MCM, Biotechnology(U.G. and P.G. ) for the benefit of the students.
Criterion II: Teaching - Learning and Evaluation
The students are admitted to the courses based on marks obtained by them in their qualifying examinations and their performance in the interview. The cut off marks for admission to each course is determined on the lines of demand for the course. The interview component seems to help in assessing the competence and aptitude of students coming from other states. The college arranges for remedial coaching for weaker students in some subjects during the Deepavali vacation. The advanced learner in the departments of computer science, biotechnology, statistics, biochemistry, chemistry, commerce and psychology are given assignment like project work, facilities to conduct special experiments. The advance learners are also deputed to participate in seminars and workshops and even for training in IISC and TIFR(NCBS) Bangalore. Special classes are held at the end of the academic year to help students to prepare for terminal examinations. Students have been toppers at the university examinations n some subjects. The pass percentage of students in science subjects other than mathematics, Botany, Arts and Social Sciences is in the range of 50-60%. Extra efforts may be made to improve the results.
The teachers prepare teaching plan at the beginning for the year based on the paper assigned to them, contents and weightage required for each topic. The college follows the unitized syllabus prescribed by Nagpur University. The lecture method of teaching is supplemented by seminars, review of literature on a particular topic, access to internet etc. Computers are provided with internet in some departments. Departments also make use of audio-visual aids.
The ratio of full time teachers to part time teachers is 1:1 and the classes taught by the full time faculty is only 60%. This ratio needs to be improved as the commitment on the part of the part time teachers will not be as much as that of full time teachers. The course pattern is informed to all students both in the class as well as through prospectus and notification. The performance of students is assessed on the basis of periodic class tests. Although the teachers are recruited as per the UGC guidelines the recruitments have stopped since 1998 on account of a ban imposed by the Government of Maharashtra. However, the college has provision to recruit teachers to fill up the vacancies on Adhoc / Temporary basis.
Many teachers have attended seminars, workshops and conferences at the national and international level as participants / resource persons . In some of the self financing courses teachers have been appointed on consolidated salary between 2000- 10000/- per month. The college follows both teacher self appraisal and student appraisal of teachers as the methods to evaluate performance of the teachers. The student appraisal method has been introduced only recently and the college is yet to formalize the procedure. An international symposia in current trends in immunology was conducted by the Hislop School of Biotechnology. The college has taken steps to depute teachers for training in specialized courses out of their own expenses. Two teachers have been deputed for Ph.D. under FIP. Four faculty members in the department of Sociology, Chemistry and Sanskrit have received teaching awards.
Criterion III: Research, Consultancy and Extension
The research in the college is limited to student project work either in the department itself or in collaboration with an institution with specialized research facilities like NEERI, CIIMS Nagpur University Departments. The students of Biotechnology, Sociology and Psychology have project work as a part of their curriculum. Teachers are also encouraged to do research by way of grant of leave for Ph.D., deputation to seminars, conferences and also to acquire skills in certain areas, adjustments in the time table, reduction in work load etc. Out of the 61 permanent faculty members as many as 24 have Ph.D., degrees. The Faculties in the departments of Chemistry, Mathematics and Biotechnology have published some of their research findings. Some faculty members have written subject related books.
The extension activity includes community development health and hygiene, adult literacy, medical camp, blood donation camp, AIDS awareness, environmental awareness and human rights. The activities are carried out through various units involving faculty and students. In this context efforts of the Departments of Botany and Zoology are worth mentioning. They have been training students and general public in preparing vermicompost, floriculture, mushroom cultivation and apiculture. Significant amount of revenue has come to the college by selling the products.
Criterion IV: Infrastructure and Learning Resources
The college has a campus of 7.26 acres where a multi-storied building having a plinth area of 6130 sq. mt. is located. All the departments, administrative office, Principal's chamber, museums, laboratories and library are located in this building. There is a smaller building which houses the Biochemistry and Biotechnology departments. In the science departments UG lab space and equipments are satisfactory. In Statistics department the lab space has to be increased. Additional space is necessary for Industrial Chemistry. The Biochemistry department also requires more space. But some of the facilities of biotechnology are being shared by this department. The facilities of biotechnology are quite good for the PG programme.
The infrastructural facilities were maintained out of State Government grants. Since this source of funding is stopped presently the funds are generated mainly from self- financing courses to develop the infrastructure. Infact, the college has a galaxy of distinguished Alumni who can be very resourceful in the academic and infrastructural development of the college.
The infrastructure is being put to maximum use by holding classes in 2-3 shifts with tiered time table. Some of the facilities of the college are used by the outside organization and for conducting University examinations. The academic facilities are being used for conducting courses such as Company - Secretary Course with the Institution of Company Secretaries of India, MBA course of YCMOU.
The library is managed by an advisory committee which has representatives of the faculty as its members. The library is not interconnected with other libraries nor has inter library borrowing facility. Most of the activities in the library are computerized. The library has 65635 volumes of which only 45000 volumes are useful. In the last two years about 1400 books have been added to the library. About 32 journals are subscribed by the library. The Library functions between 7.30 A.M. and 5.30 P.M. and is open on all working days except on 2nd and 4th Saturdays. Since the college offers some post- graduate courses it is desirable if separate arrangements are made for P.G students in the library.
There is no central computer facility. The computer laboratory functions between 7.00 am and 5.00 pm and is used by the students and as training centre for teaching and non-teaching staff. There are separate computer laboratories for the school of biotechnology, physics and the department of commerce. Each science department and some of the arts departments are provided with computers. If a computer centre is started it can be used for administration and accounting and for computer training to all the students of the college.
Apart from the regular medical check-up, the college has established first aid unit to treat minor ailments. The college has also entered into an MOU with Mure Memorial Hospital for emergency needs of staff and students. The group insurance scheme is in vogue for staff members and students also.
Sports facilities like basketball, boxing, handball, volleyball, table tennis and badminton course are available in the college. The outstanding sportsmen get incentives like incentive mark, cash prizes and sports material. The college has instituted trophies in football, men's volleyball and women's handball. Many students have participated in the Regional, State, National and International level sports last year. The cultural activities and college functions are held either in the open ground or in an indoor shuttle badminton hall. The college needs a good modern auditorium as it has to accommodate a large gathering of students and faculty for college function and cultural activities.
The college does not have a hostel of its own, but has MOU's with different hostels for accommodating its students. Action may be taken to construct hostel for boys and girls.
Criterion V: Student Support and Progression
The current students strength of the college is 2379 in the UG and 384 in PG. In both UG and PG the strength of female students exceeds that of male students. Some students hail from other states and there are about three overseas students. The last two years data shows the students drop out rates are 5.96 and 17.8%. The data on performance of students in the University exams and progression to employment are not available whereas the vertical mobility of students is 45% to PG and 8-10% to research. About fifteen students have passed UGC NET examinations, three in GATE examinations, two in Indian Civil Services Examinations and one in GMPTT in the last two years. This record appears impressive. The feed back about the teacher's performance is offered in the form of student appraisal of teachers. The general impression of the students is that they are happy about the quality of teaching in the college. Minor shortcomings of the teachers are being handled by the principal himself.
There are different types of scholarships available for the students. In the last two years the college has awarded 1266 scholarships for SC/ST/NT/OBC students. They have awarded merit scholarship, Hislop education Society Scholarships and handicapped scholarship to 33 students. Thus about 50% of the students of the college avail some financial support or the other. This apparently indicates that the college is committed to the education of under privileged section of the society. The employment cell of the college with its placement officer arranges for campus interviews and also finds out job opportunities for students in the industries.
There is an impressive list of alumni of the college who have made notable contributions at national and international levels. For a college of 123 years existence and having famous alumni occupying their positions in different walks of life one expects a strong alumni association and its activities. But the alumni association is still in the stage of infancy and the college expects good activity in the association.
The physical education department of the college is quite active and the college has produced a good numbers of national and state level players. There is a good playground, a boxing ring, basket ball court and an indoor badminton court. The college has a number of centers and groups like the Women's Development centre, Hislop Institute for social action and research(HISAR), Mahila Adhyayane Kendra, National Service Scheme, Students Christian Movement and the Human Right Centre. All these organizations are engaged in personality development of students, through various social service activities like blood donation, creating awareness on AIDS, adult literacy etc and organizing lectures and peace rallies. These centres have interactions with slum dwellers and conducted a number of studies in various social problems.
The college has an open air theatre and conducts various cultural activities. The students of the college have been awarded a number of prizes at the University, Regional level and National level cultural competitions. There is a canteen in the college which serves the students and staff members with snacks and tea. The health centre of the college provides first aid service to the students in case of emergency.
Criterion VI: Organisation and Management
There is two tier system of management in the college. The policy making body is the Hislop Education Society and the day to day management is looked after by the local management committee. The Principal and the registrar helped by various committee managed the office and departmental work. The admission process is looked after by the Principal with various sub committees for different subjects of arts, commerce and science faculties. Apart from this, there are committees for different activities such as time table, student disciplines, staff welfare, students welfare, games and cultural activities, magazines, grievances and parent teacher interaction.
So far no external agency has been appointed to review the management of the college. The efficiency of non teaching staff is assessed in an informal manner by the registrar and the Principal. There is no interference by the governing council of the Society on the day to day administration of the college. For professional development of non teaching staff, they have been given computer training, allowed to participate in orientation programmes to develop their skill and also improve their educational qualification. For these purposes suitable arrangement has been made in their work schedule.
The fee structure appears to be reasonable for all courses except at UG level for B.Com. B.C.A. and B.Sc., Biotechnology and B.Sc., Computer Science where fees are on the higher side. At the PG level, relatively higher fee is charged for courses like M.Sc., Chemistry, M.Sc. Biotechnology and MCM. The fee structure has not been changed in the last three years. Elsewhere it is stated that the resources from self-financing courses are used for augmenting the infrastructural facilities, which has become inevitable due to reduction of Government Grants.
The College maintains its Books of Accounts as per the direction of the State Government. The accounts of the college are audited by the Chartered Accountant appointed by the Hislop Education Society. In addition to this, the accounts are also audited by the State Government and the Accountant General of Maharashtra.
The employees and teaching staff of the college are not provided with any loans or financial advance from the college funds. There is a cooperative credit society in the college which provides loans to teaching and non-teaching staff of the college. There is a grievance redressal cell in the college constituted under Section 57 of the Maharashtra Universities Act, 1992 for redressal of grievances of students and staff, but during the course of visit, the Committee did not find the same to be active.
Criterion VII: Healthy Practices
The college encourages the students to undertake various social programmes through HISAR (Hislop Institute for Social Action and Research). Various personality development programmes are also undertaken for students.
A number of self-financing vocational job-oriented courses have been introduced in the college.
Computerisation of library and availability of internet services have enlarged the mental horizon of the students.
The college has adopted self-appraisal mechanism for evaluation of teachers and confidential report for the non-teaching staff. If there is any adverse report, the same is communicated to the person concerned for improvement.
There is regular interaction between students and teachers, teachers and managing committee which helps in developing cordial relations and congenial atmosphere in the college.
Various Committees are constituted by the Principal for better planning, coordination and implementation of various programmes.
The college has academic linkage with many Universities and Institutions. For example, there are linkages with Premier Institutions like IISC, Bangalore, NCBS, Bangalore, NCL, Pune and NEERI, Nagpur for the purpose of training of advanced learners. There is also MOU with Central India Institute of Medical Sciences for research and YCMOU.
The College encourages the students to participate in various social programmes like blood donation, camps, adult literacy campaigns, social forestry, creating awareness about cleanliness, population growth, AIDS etc.
The college through NSS and other Units helps the students in their personality development and undertake various social interaction programmes. The college also encourages students to participate in various cultural and academic activities.
Though minority institution, it inculcates values of secularism, communal harmony and unity in diversity.
Through Self-financing courses, substantial funds are generated which are used for the infrastructural development of the college.
The College has an extension counter of Central Bank of India, Human Rights Centre, Dispensary, Botanical Garden, Green House and a Library and well-equipped laboratory in Bio-technology Department. .
A number of personality development activities are carried on through recreational facilities, debate and quiz competitions, cultural programmes, extension activities, seminars, workshops. College magazine is also brought out annually.

The College is committed to provide higher education to all and particularly the under-privileged and deprived sections of the society and it strives to achieve and maintain excellence in education. The alumni of the college include many nationally known luminaries. The college offers courses in all the three faculties, i.e. Arts, Science and Commerce. It offers Master's degree courses in the subjects of Sociology, Hindi, English, Economics and Commerce, Biotechnology, Chemistry and UG courses in Statistics, Chemistry, Industrial Chemistry, Physics, Computer Science, Zoology, Botany, Philosophy, Political Science, History, Marathi, Sanskrit, Bio-chemistry, Mathematics, Bio-technology, Physical Education, communicative English and Psychology at UG level.

A few suggestions are offered for further improvement of the Institution. These suggestions are based on the observation of Peer team, interaction with the faculty students, alumni and parents :-
PG courses be introduced in Psychology, Bio-chemistry and Statistics.
Efforts be made to establish a Computer Centre in the College.
Coaching facilities be provided to the students preparing for the competitive examinations.
Drop-out rate be checked which is quite high in some subjects.
More Diploma and Degree courses may be started. There is need to start a Diploma course in Ancient Indian History and Culture.
Geography, Journalism and Mass Communication subjects may be introduced.
More space be provided for Statistical and Industrial Chemistry Labs.
Grievance Redressal Cell be activitised.
Counselling and Placement Cell be strengthened.
Alumni Association may be activised.
Photo copy facility may be provided to the students at a reasonable rate.
Looking to the size of the college and number of the students, an auditorium may be constructed.
The college should also have its own Hostels, both for boys and girls.
