NAAC report of Government Post Graduate CollegeSECTION - I : PREFACE
Govt. Postgraduate College, Bisalpur, Pilibhit (UP) was established on 16th July 1976, The college enjoys the status of premier institution in this part of the Uttar Pradesh. The college has a glorious history and tradition started with only 175 students in 1976 today it is a leading college of Rohilkhand university with 1791 students. Many eminent scholars, politician, administrators and social worker are product of the college.
The college has a campus of 20.17 acres of land with 13 rooms in the college covering in area of 792 sq.mt. The college has now shifted to new Science block for science classes. It is a Government funded college affiliated with Rohilkhand University, Bareilly. In the beginning only Arts faculty up to degree level was started. There were only six subjects - Hindi, English, Political Science, Economics, Sanskrit & History. The college has started postgraduate classes in the session 1982-83. The college has a library with 11,400 Books
The temporal plan of the academic work in the college is annual system. The unit cost of the education is Rs. 3027.81 During the academic year 2004-05, the college has worked for 216 days.
Bisalpur college having concerned for quality and higher education offered it self for the assessment by the National Assessment and Accreditation Council (NAAC) on 11-07-2005. The NAAC constituted the Peer Team for the Assessment and Accreditation of the college comprising of Prof. S.D. Sharma, former Vice-Chancellor Himachal Pradesh University, Professor Dept of English Karnal Haryana, Prof. Madhu Parasar, Principal, Dev Samaj College for Women, Firozpur, City Punjab and Prof. M.S.K. Khokhar, Professor & Head Department of Rural Technology and Social Development, Guru Ghasidas University, Bilaspur (C.G.) as member co-coordinator.
The Peer Team visited the college on 7th & 8th November 2005. After going through the self-study report and accompanied documents submitted by the college, visiting the departments and facilities of the college and discussing with the Principal, the faculty members, staff, students and parents and alumni, the peer team record its observation on the various criteria defined by the NAAC.
SECTION -II : CRITERION-WISE ANALYSIS
CRITERION - I : CURRICULAR ASPECTS
The college offers B.A., B.Sc., in UG program and M.A. in six subjects under PG program. In each program many options are provided to the students. This enables the students to select program of their option. This flexibility provides for maximum advantage of acquiring knowledge and skill by the right students in the right way by ensuring good academic performance.
Most of the courses offered are conventional program. The courses offered and curricula developed helps students to acquire knowledge as well as skill by which they can easily enter into the highly competitive job market.
The college follows the syllabus prescribed by Rohilkhand University for arts and science faculties at the UG and PG level in the annual system. The college encourages the students to develop personality through students associations, staff committees, various curricular as well as co-curricular activities like - debate, exhibition, guest lectures etc.
CRITERION - II : TEACHING, LEARNING AND EVALUATION
The admission procedure adopted by the college is transparent and the students are admitted to various courses on the basis of their academic records.
The college has mechanism to monitor the overall performance of the students through the oral test. The monitoring is also done in the practical of different subjects by way of mid-course correction procedure according to scheduled program.
The teaching learning process is well oriented towards the enhancement of knowledge. The teaching process is based on a unitize syllabus of respective subjects. The students actively participate in seminars, debates, group discussions which are organized time to time in the college for P.G. students. The college also follows the annual assessment procedure of the students as prescribed by the university.
This being a government college it has a standard statutory mechanism for evaluating the performance of the teachers. The teachers are evaluated through the group-discussion during the teaching in the department and inter-departments, and also annual confidential report and feedback of appraisal is communicated to the teacher and improvement is monitored.
The recruitment of the faculty is carried-out by the public service commission of Uttar Pradesh through the standard selection procedure and appointments of candidates are always as per qualification prescribed by the University.
The college encourages the teachers to improve their professional expertise by encouraging them to participate in refresher courses, orientation courses, seminar, workshop, National and International Conferences. In the last two years six faculty members of the college have participated in National and International seminars,
CRITERION - III : RESEARCH, CONSULTANCY AND EXTENSION
The teachers are encouraged to devote time for research by way of providing study leave, and adjustment in teaching schedule for the promotion of research work. It is worth mentioning that about 50% staff is actively engaged in research activities in the college.
The college has given an additional charge for the performance of extension activities of NSS to two faculty members. The NCC unit of the college is also functioning well. The extension activities of the college is extended to Adult Education and literacy, environment awareness, AIDs awareness, community development and social work programmes among the students and thus to fulfill their responsibilities towards the society.
CRITERION - IV : INFRASTRUCTURE AND LEARNING RESOURCES :
The college is situated in the jurisdiction of Rohilkhand University in its own 20.17 acres of land and has two different campuses for arts and science. It has adequate infrastructure facilities to run the educational programs and administrative work efficiently. The college has temporary undeveloped playground for outdoor games which is supervised by a games committee. Outstanding sports persons are given incentives by way of free concession, scholarship and preference in the admission. The college make a special efforts to maintain the college campus beautiful through gardening, tree plantation and keeping the campus neat and clean The college has a separate science faculty building, arts faculty building and laboratories for science subjects,
The library has a collection of 11,400 books of arts and science faculties and different types of magazine. The working days of the library are the same as the working days of the college. The working hours of the library are 10.00 am to 5.00 pm.
CRITERION - V : STUDENTS SUPPORTS AND PROGRESSION
The college effectively runs support services. The college provides financial aid in the form of scholarship to meritorious student, ST,SC, poor boys and also fee concession is provided to the students.
The old students of this college are engaged in different field of employment like Government, Non-Government services, business, administrative services, defense services etc. For development of the college, such students are invited for their valuable suggestion and advise on the various occasion like Annual Cultural and supports Functions etc.
CRITERION - VI : ORGANISATION AND MANAGEMENT
The college being a government institution, the entire working of the college is strictly governed by the rules and regulations of the State Government through different committees. The different activities of the college are managed through a committee headed by a senior faculty member such as admission committee, examination committee, sports committee and a Proctorial Board.
The curricular as well as co-curricular activities of the college are carried out by different committees. The grievance redressal cell looks into the problems of students and readdress in time. The cell is headed by the Chief Proctor. The college has a standard statutory internal audit mechanism. The funds are audited by departmental auditor and accountant general.
The teaching and non-teaching staffs are provided with financial assistance by way of departmental loans sanctioned by the director of higher education and GPF loans by the principal and director of education.
The fee structure of the college is transparent which is communicated to the student well in advance through the prospectus. The benefit of Rovers and Rangers, scholarship to SC, ST, OBC, Physically Handicapped,. Poor and Meritorious students are extended to many students of the college.
CRITERION - VII : HEALTHY PRACTICE
The college has developed healthy practices which helps in smoothening the administrative as well as academic functioning of the college.
The college has a internal quality check mechanism mainly based on feeling responsibility and assessing accountability. The different departments are given freedom to checkout their time table, distribution of workload and to developed methods for the evaluation of the learners. The performance of different teachers are monitor through the appraisal and confidential assessment by the Principal and Director of Higher Education and this is taken into consideration for future record and reference.
The college has developed National and International linkages with some of the science institute and research laboratories. The college also maintains direct teacher taught relationship which provides platform for the value based education. The college also inculcates sense social responsibility among the students through various community orientation programs. The college also promotes a work-culture by way of class room teaching on strictly time schedule to achieve optimum performance of output which enables to student to work independently as well as teamwork.
The college has a separate student proctorrial board to monitor and maintain the internal discipline of the campus.
SECTION - III : OVERALL ANALYSIS
The Peer Team at conclusion of its visit of college feels appreciative of various graduate and postgraduate programs and the various facilities of the institution. The Government College Bisalpur is the biggest institution in this area, established in the year 1976 and in the last 29 years it has made significant contributions for overall development of the higher education in this area.
The Peer Team feels that a future of the institution are commendable and also feel that certain area of concerned which can be taken up for improvement of the college.

The college may take steps to computerize the college library and to provide the facility of Reprography to the students.
College should think of providing departmental libraries.
The college needs to strengthen the assessment of teachers performance by students.
The college may take up the matter with the State Government to fill up the vacancies of different departments including lecturer in Sanskrit.
The college may take up necessary steps to establish Health Centre for the welfare of the students.
The govt. may plan to start home science subject in under graduate class in near future.
The computer center in the college may be established together with Internet facilities.
The college may take up with the Government. for additional grants to add more number of latest books and journals for different departments.
The play ground in the college may be developed to provide outdoor sports facilities to the students.
The peer team appreciates the sincere endeavors made by the Principal and staff of the college in its growth. The team feels that the college would be benefited form the visit of NAAC team in achieving its goals and objectives in the days to come.
