Section I :
Introduction :
Nilkanthrao Shinde Science and Arts College, Bhadrawati established in June 1993 spreading over to Two Hectres in the Semi Urban Locality and is affliated to Nagpur University, Maharastra. The Arts college is located in a separate building 100 metres away from the main college. It caters to the educational needs of backward and tribal community it offers both Grant-in-aid and Self financing courses to generate its own resources (particularly from the self financing courses). There are two faculties Arts and science with five various Programmes(B.A.,B.Sc, M.A. , M.Sc ., P.G.D.C.C.A. ) in various subjects. In addition to this education insitution the management also has established Primary and Junior Colleges for the benefit of student community.

It was established with the objectives of fulfilling the higher educational needs of the backward and Tribal classes in the locality and also to provide them quality education through employment oriented courses . It has to obtain 2 f and 12 B status of recognition from University Grants Commission to make them eligible to receive financial assistance or grants.

The Peer Team Consisting of Dr. C.K. Sharma, Chairperson , Former Vice-Chancellor, A.P.S.University,Rewa(M.P) AND Dr.K.Kumarswamy,Joint Director of Collegiate Education Coimbatore as member Co-ordinator examined all the records available for perusal with care in order to help the institution to increase their capacity building and institutional building. The criterion wise observations are presented in the succeeding pages.

CRITERION I : CURRICULAR ASPECTS
The job-oriented graduate courses in the areas of Microbiology, Bio-chemistry,Diploma and Degree in Computer Science have been introduced in the institution to widen the scope for employability of the graduates passing out from the portals of this educational institution. In addition to this ,the post graduate courses in Mahtematics, Physics,Chemistry, Geography , History and Marathi were also introduced in this college to cater to the needs of their own students. Home Economics offered in B.A. degree are mostly taken by women students that indicate that the course has more social relevance by sensitizing the younger generation in the art of home management with the cultural flavour.

Most of the teacher are employing traditional method of teaching i.e chalk and talk method. But the Modern Technology like the use of Computer and the Educational aids like the use of Audio visual aids are clearly absent in their classroom performance. All the courses are in annual system The teachers make effective steps to complete their teaching programmes within the time framed.

The Principal of this college has conducted more than ten staff meetings in 2003-2004 to evaluate the class room performance of the teaching faculty. All the regular teacher numbering 10 contributary teachers numbering 24 are actively engaged in the class room interaction with their students. Of course there are good success rates in the department like Chemistry(70%) Mathematice(63%)Botany(60%),Zoology(60%),Physics(58%),
Geography(93%),Marathi(93%),English(91%)and History(85%)
in the academic year 2002-2003.

The teaching faculty of all departments often Conduct Unit Tests to improve the academic ability of their students. The teacher in Economics and another one in Marathi are the M.Phil Degree holders. The Principal of the College has registered for Ph.D in Nagpur University. He has authored 14 research papers are Published in the National and international journals and eleven research papers are accepted for publication. He is a recepient of Eminent Personalities of 20th Century sponsored by IBRA Publication, Bhuwaneshwar in 2000. He has also attended the Refresher Coures conducted by Amravati University,Amarvati in 2001. He has also attended workshops, seminars and conferences 9 in numbers. The rest of the faculties of Various Departments need inspiration and motivation to undertake research works leading to M.Phil/Ph.D Degree.

Out of 34 Teachers, three teachers are actively engaged in research works .The Management neither encourages nor discourages the staff in their undertaking of the research. The Principal and management can encourage the faculty and the students to bring out college magazine every year. Besides, a News Letter containing their research performance, participation in the commuity service can be brought out annually.

The quality of the institutions academic life is in direct proportion to teachers commitment to research , Consultancy and extension. Most of the teachers stay in the comfort zones like passively in their academic persuits and they should be encouraged and provided opportunities by allowing them to undergo Orientation courses, Refresher courses, and Research methodology courses . They can be financially assisted to shed down inhibitions in their research and to exhibit their talents.

As such the institution is lacking totally in the promotion of faculty participation in organization of seminars, workshops in their own institution to provide academic expertise to needy people. Departments like Home Economics, Microbiology, Geography and Computer Science can under take consultancy services in the related fields like Embroidery, Food preservation, Fruit jam preparation (Home Economics) Vermiculture, Environmental related issues like Biodegration of polythene wastes, water analysis (Micro-Biology), field survey resource survey, soil mapping, cropping pattern and crop distribution mapping, local area planning (Geography) in order to provide consultancy service to the society. Microbiology and Biochemistry can establish laboratory for blood grouping and samples examinations in association with local hospitals by charging minimum fee. Like wise the Computer Science Department can establish a good browsing center in this area where these facilities are obviously absent.

Though some P.G departments are visibly with under staff yet they are managing to conduct the course to some extent.

Post-graduate courses offered in Geography, Marathi and History are mostly preferred by the students in comparison with other science subjects.( 104 out of 140 in 2003-04).

New courses are started in the college with the permission of the State of Maharastra and the University of Nagpur on completing certain norms and regulations that are in force.

The institution is not involved in the curriculum design of the University, as not a single faculty is a member in the board of studies of any discipline

CRITERION II : TEACHING-LEARNING AND EVALUATION
Students are selected for admission through interviews and academic record of performance. The Stake holders are less in number in comparison with Quantum of seats, available for admission. Hence, the policy of admission is first come first served. In addition to it university examinations, monthly unit tests are conducted for assessing students general academic achievements. It is appreciated that many teachers have engaged in the preparation of lesson plan before their actual class room performance. The principal overseas them and approves.

Teaching posts for appointment are created on the basis of workload from various departments for which permission is obtained from Nagpur University. Appointment is made through advertisement and interview after getting No Objection Certificate from Joint Director, Higher Education Nagpur Division and Roaster details from B.C. Cell of the Nagpur University. Contributory teachers are appointed by the management with remuneration of Rs 75 per period according to the need of the management .

Non teaching posts are filled by the management with the approval of Joint Director, Higher Education Nagpur Division.

There are admission committee, cultural and sports committee, library committee students council and alumni committees etc. functioning in the college.

College encourages the students to develop student's personalities by conducting various cultural and sports activities.

An associate NCC officer of this college is untrained and 52 students cadets have enrolled in NCC. The weekly parades are conducted for 2 hours each day on Saturday and Sunday. The NCC unit is attached to NCC battalion head quarters Wardha. The cadets are taking part in the celebration of Independence Day and the Republic Day in full uniform. NSS activites are reported and the NSS volunteers involve themselves in the Blood Donation Camps, AIDS awareness programmes and road traffic controlling programmes.

CRITERION III : RESEARCH,CONSULTANCY AND EXTENSION:

NSS(54 volunteers) are undertaking community service. One women center is functioning and is providing the programme in population education and more programme can be planned to promote self help groups for women empowerment.

CERTERION IV : INFRRASTRUCTURE AND LEARNING RESOURCES
The library is asbestos roofed and is in adequate to meet the educational needs of students (1012) and teaching( 34) and non-teaching staff(29) .the students book ratio is 1:1:62 and sixteen journals/magazines are available in the library. The annual budget earmarked for the purchase of books is Rs.1 lakh and the total amount spent on the purchase of library books is Rs. 238.000 till date. the qualified Librarian and two Library Assistants are helping the students in maintaining the library. The old catalogue system is in practice. The librarian is computer trained but the library is not offering digitalized service.

The Science laboratories like Physics,Chemistry,Botany,Zoology and Microbiology are adequate to run the educational programmes. The availability of 22 microscopes in Botany, 12 in Zoology and 04 in Microbiology are in adequate to train the students.Computer Science Department that offers B.Sc. Degree along with PGDCCA possesses 22 systems to satisfy the academic needs of users. Internet facilities and LAN facilies are available.WEB facilities are obviously absent .With regard to the physical facilities available, the college building needs a thorough whitewash,improvement in the toilet facilities restroom for men and women students sick room for the students of both gender, and cycle stand or separate parking area. The vacant space available in the college can be used for tree planting purpose to tone up appearance of the college with greenery background.

CRITERION V : STUDENT SUPPORT AND PROGRESSION
The institution annually spends Rs. 16 lakhs to improve the infra-structural facilities of the college. The allocation of funds is explained in this way : (6.5%) for laboratory,(4%) for
Library,(1.5%) for sports and (1.5%) for up keeping the campus. The Physical Education Department is maned by the qualified Physical Director to extend a good supports services in training the students in the games like Kabaddi,Volly Ball,Badminton,Co-Co and Korf ball. Indoor games facilities are not available. It is appreciated that this college player in javaline throw( 61metres) game out with flying colour with a first place in the state of Maharastra. The college has bagged championship in korfball in sports meet. The ground is with an areas of 800sq.ms.

The other non-teaching faculty comprising of clerks (5), laboratory assistants (3), lab attendants (10) and peons (5) are individually and jointly extending their helping hands in the daily functioning of the college. Their functions include admission work, day-to-day correspondence, consolidation of student's attendance, maintaining the service registers accounts and periodical auditing. Beside, they prepare enrolment of students for university examination, conduct the university examination, and prepare the T.C to the students. They help the students in getting the scholarship in time and the scholarship is being distributed to the students in the form of cheques.

CRITERION VI : ORGANIZATION AND MANAGEMENT
It is a management college and all the major decision taking capacity is rested with the management committee consisting, Nine members including the President and the Secretary. The Registration number is F-147-C of that society . The official records are freely available to the Principal and office of the principal for smooth running of the college.

The academic needs of the departments are presented to the Principal and he in turn provides the facilities in consultation with the management. The ten teaching faculties and 12 Non-teaching faculties are enjoying the Employees Provident Fund facilities. There are Ten Committees to look into the matters of students redressal mechanisms. They convence periodical meeting to evaluate its function. The guardian committee and the students council committee are combined together to help the students in solving their problems.

The Unit cost of the college is (43,38000/1000) Rs 4338/-. The college management mobilizes their own fund to the tune of Rs. 42 Lakhs (2002-2003) and the government of Maharashatra Supplements with the financial assistance of Rs. 7 Lakhs to provide Scholarships and Concessions to the needy students. Out of total investment on the teachers salary accounts 52% and salary for Non-teaching faculties are 28%, 1.5 % for Library, for Laboratory 1% and 2.5 % Contingency expenses. The Chartered Accountant nominated by the management periodically audits the receipts and payments accounts and this process has been completed till 31.3.2003.

CRITERION VII : HEALTHY PRACTICES
Each Department of this Institution has Bulletin boards and the recent trends of the development in the respective subject is exhibited therein for students use and reference. The teacher of Micro-Biology, Home- Economics Geography and Botany have prepared their own albums containg news paper cuttings relating to their subjects.

The courses in Micro-Biology, Bio-chemistry and Computer applications have been started in this college basing on the needs of market demands. There are large scope for creativities and innovations in which the educators and educands have to concentrate.

To outline a few:-

The college can provide expertise in the field of land use planning with the help of the Geography Department.

The Home Economics and Sociology Departments can form women Empowerment cells to suggest the self - help programmers.

A Browsing Center can be started with the help of the Computer Science Department to serve for the people of this area.

OVERAL VIEW
The Principal and Co- ordiranator of NAAC Committee could have taken extra care in the Preparation SSR with all the details incorporated in it in a presentable form. The management can come forward to appoint a Principal on Permanent basis .

The Management , Principal and members of teaching faculty are interested in the fulfilling the objectives of this institution by serving for the course of economically week and down tribal people.

The Principal is enthusiastic in all academic matters and he has conducted more than 10 staff meeting in that academic year (2003-2004)

The institution has extended good support to promote Sports, NCC and NSS. It has produced outstanding Sportsman with State level recognition in Javaline throw.

A spacious auditorium ( a former Cinema theatre) is available in this institution attached with Old Projector to screen documentary films of the Government film Division for the benefit of Students.

The teachers are preparing Notes of lesson to use them for effective teaching.

The few members of Alumni of this institution has expressed their satisfaction pertaining to the functioning of the college particularly the Science Department.

Many parents participated in the Parent Meeting have endorsed the view that the teachers are taking parental care in imparting the instructions for the improvement of their wards.

Some parents have agreed to say that the discipline of the college is good and safety for women students are adequate to admit their daughters for the courses offered here .

SUGGESTIONS
The teacher involvement in research activities have to improved and encouraged by the management to enrich their knowledge .

The teachers can be allowed to attend Orientation courses, Refresher courses, Seminars and Workshops periodically.

Special coaching classes can be conducted to improve the academic achievements of under achievers and in spoken English Classes can be conducted to all the staff member and students in order to improve their communication ability

Guidance and counselling Centres can be established in the college to provide information needed to the students.

Department of Botany can establish Medicinal Plant field in the vacant/unused area of the college for the benefit of the students and community.

Placement cell can be established and tied up with the local industries to expand the scope for the employment opportunities of the students.

Library should be user friendly and it should be enriched with more volumes of books. The present student book ratio is not praise worthy. The users of the Library, particularly the students should be encouraged. The library must be spacious and there must be a space to display the new arrivals. It should be digitalized and book should be bar coded as the Librarian is possessing B.Sc. Computer Science Degree.

The Department of Geography can be entrusted in the preparation of the college layout plan for the use of the students and others.

A coaching centre can established with the help of all the faculty members to coach the students for the preparation for the competitive examination ( Maharashtra Public Service Commission , UPSC, Bank Examination)

Educational tours ( Geography Department),Plant Survey programmes (Botany) and Trekking (NCC) should be under taken every year to help the experiential learning of the students.

College management can come forward to open a canteen ( in the Science Campus) Students Co-operative stores for the use of students and staff.

Sick room facilities and Medical facilities can be may made available.

The college can explore the possibilities of opening Open University Centers, Study Centers to generate their own sources of fund.

Alumni Association and Parents Teacher Association can be approached to establish endowments for the benefit of the present students. The service organizations, Philanthropists can also be approached to subscribe the journals for the use of the students in the college library.

The management can also establish endowments in the College to give financial support to the needy students.
