NAAC report of College Of Material Management, Faculty Of Management StudiesSection 1: INTRODUCTION
The College of Materials Management (CMM), Jabalpur owes its lineage to Indian Army Ordnance Corps (IAOC) School of Instruction, which was established in October 1925. It got a new name as I.A.O.C. Training Center in 1939, however, was again renamed as A.O.C. School in 1950. Finally, in 1987, its nomenclature found a new name as College of Materials Management-a correct name as the worth of materials in the inventory crosses Rs. Forty thousand crore, while the number of items exceeding 3.5 lakhs. The College got the Autonomous status in 1990 and, presently it stands extended up to year 2004. Meanwhile, Faculty of Management Studies was added as an adjunct of CMM, with a view to helping the wards of Army Personnel in becoming disciplined corporate managers of tomorrow. It is run under the aegis of Army Welfare Education Society located at Army HQ at New Delhi.
CMM is Defence Services College founded and funded by Ministry of Defence, Govt. of India. However, its administrative control vests with Army HQ. Presently, the College is affiliated to Rani Durgawati Vishwa Vidyalaya, Jabalpur. The University Grants Commission has granted recognition under 12b and 2f, in years 1992 and 1998, respectively. The All India Council for Technical Education has also approved its courses in different fields of managements studies.
The College campus is spread over an area of approximately 1200 acres comprising of independent buildings for each of its seven departments. It is designed to impart requisite training cum education to 1258 students at any given time. In addition, the Faculty of Management Studies is providing management education to 180 full time and 300 distance-learning students every year. Defence personnel from friendly countries numbering around twenty, Para Military forces and State Police Organization are also allowed to receive instructions in this institute.
The college volunteered to be assessed by the National Assessment and accreditation Council, Banglore and submitted its Self-study report to NAAC for grant of institutional accreditation. The NAAC accordingly constituted a peer team committee comprising of Prof.H.S.Soch, former Vice-chancellor, Guru Nanak Dev University, Amritsar as the Chairman and Col. A.K. Prabhu Desai ( Retd.) as the member. The activities of the committee were ably & successfully coordinated by Shri B.S.Madhukar, Assistant Adviser, NAAC. The team was on the campus for three days Viz. Nov. 26th to Nov. 28th 2001, when they visited the various departments of this college, met cross section of teachers, technical staff, students, alumni and heard them at length with an objective to have useful interaction. The peer team had also fruitful discussion with the Principal, Vice Principal, Deans, Head of the department and other staff members, officials in the organization. The peer team was also shown the various facilities and services that are made available to the staff and students like library, computer center, hostels, laboratories, workshops, health center, play grounds, recreational facilities etc. The peer team had accordingly prepared the report Criteria wise for submission to NAAC for the purpose of institutional accreditation
Section 2: Criterion Wise Analysis
Criterion I: Curricular Aspects
The College is providing a good range of programmes. Many options are available to students with a view to providing degrees, certificates and diplomas in the field of materials management and other allied areas in the field of management. The Master's degree is awarded in Business Administration (Materials), Munitions Technology; Diplomas are awarded in Materials Management, Stores Management, Inventory control, Warehousing in the areas viz, Ammunition, Weapons, General Stores and Clothing, Mechanical Transport, Engineers, Signals and Ammunition Technology. Certificate courses are also allowed in planning and work study Information System Management, Aviation Stores Management, Computer Application and Store Management. In addition, an advanced diploma is also offered in Advanced Materials Management. Under Distance Learning Programme, the M.B.A. degree course is offered which is of three years duration.
In a nutshell, the college caters to twenty five programmes comprising of six certificate course, eleven diploma courses, one P.G. Diploma four postgraduate programmes and three need based courses. The college though has the infrastructure for providing M.Phil and Ph.D. programmes, but so far no student has opted for research degrees.
The mission of the College is ' to imbibe professional skills for realistic and effective responsiveness to aspirations of the environment '. This objective was also discussed with the college Principal in its various dimensions. There is a clear realization with the management that environment continues to change and is always in a flux, implying therefore that the college takes note of every change in their field that is happening around. Secondly, to design courses in a manner so that it lays sound base for professional skills amongst the students. This approach is not only limited to thought process but has a view to teaching them skills and including right attitudes. And thirdly, that their students are always ready to respond to the newer challenges realistically and effectively.
This is also necessitated as Warfare is constantly changing because of explosion of knowledge and concerned technology, changing economic might of the countries, hostile neighbors and state of art munitions/equipment. This keeps the Ministry of Defence on high alertness, which passes on the relevant roles to different army departments. Important is the role of C.M.M. in this context. Moreover, the Nuclear Biological and Chemical Warfare global threat is also assuming enormous proportion. The Twin Tower Trade Centre episode of Sept. 11,2001 has also highlighted the problem that the terrorist organization could pose to the sovereignty of the country. All these reasons keep the authorities in Indian army on the toes, and make them busy in evolving newer strategies in which the role of C.M.M becomes crucial. The college is thus updating the course-curriculum. The feedback is structured and it comes from the Teachers, Students, Ministry of Defence. Board of Studies, Advisory Committee, Academic Council etc. The time taken to bring the change is three months at the most and it has become possible only because of the autonomous character of the college. Thus the College is always redesigning the curricular activities in their educational institutions as per requirements of the environment from time to time.
The College has introduced the three tier programme in designing and implementing the course curriculum programme. In the first stage the theoretical and practical knowledge is provided in the areas of materials, personnel management and M.B.A. (F.T.) general programme. At the second stage they are exposed to `on the job training' when they are sent to the various combat and noncombat units to implement the knowledge into action lastly after field experience, the students again come back to the 'Alma Mater' to complete the remaining programme which is related to the advanced Management Skills.
In between these tiers, they are put through course of instructions in computers and for acquiring knowledge about other disciplines in other sister institutions.
FOMS also provides core options in Finance, Human Resource, Systems and Materials and elective also in the same areas with the result that by the time the students' complete course they do gather an integrated knowledge.
The college also provides horizontal mobility by way of allowing students of M.B.A. regular to take up M.B.A. through Distance Learning Programme, and vice versa.
The College has not lagged behind in incorporating 'Information Technology' in its curriculum. This curriculum is continuously being updated by excluding outdated programmes like dBase and other, and incorporated like Visual FoxPro, MS Office, for personnel below officer rank, Oracle, RDBMS, for selected officers. C.B.T. packages in the latest animation software like 3D studio Max are being developed.
Criterion II: Teaching - Learning & Evaluation
The teaching days of the college are all working days for the combatants while for FOMS, there are 95 to 100 days for each semester. The teaching faculty is posted to the college by the Army Headquarters as for as officer are concerned keeping in view the qualifications specialization, career profile etc. The technical staff to be posted here is decided by the Army Ordnance Corps Record Secunderabad.
The recruitment to the faculty of Management Studies is done by the college as per norms of Army Welfare Education Society.
The teaching staff comprises of forty teachers, out of which there are only three teachers holding the degree of Ph.D. while eleven teachers are in possession of post graduate degree. The staff drawn from the army is normally for three years, however belonging to Faculty of Management Studies on contract basis. The college also involves teachers from outside like Rani Durgawati Vishwa Vidyalaya and from various research laboratories like the one at Hyderabad Pune, Chandigarh and Delhi.
The college continues to take up all such measures as would enable the teacher to grow professionally in terms of knowledge, skills and teaching technology. The teachers are compulsory required to attend seminars, panel discussion conferences, etc. They are also required to undergo specific courses at other army training establishment. The updates are also received from Army Training . Command Simla.
The college also subscribes to good number of magazines and journals with a view to help teachers to improving their knowledge. The facility of internet is also provided to the teachers for updating their knowledge and downloading data and material for their professional growth.
The College with a view to bring office automation provided crash course in M.S. Office and Data Based Management System to the non-teaching employees through structured and non structured techniques.
The teachers are given confidential feed back about their teaching effectiveness on the basis of institutionalized mechanism of evaluating the teachers. There is a scientifically designed Training Effectiveness Evaluation Model. This model is based on many variables that would determine the effectiveness of teaching.
The class room teaching comprises of lectures, lecture-cum-demonstration, computer based training, animation, packages, panel discussions, syndicate work etc. This is further supplemented by practical work through 'On the Job Training'. The students visit research and development institutions so as to comprehend functioning of weapons, combat vehicles, ammunitions etc.
The college has a bridge course in computers, accounting and economics for the M.B.A. students before the commencement of regular teaching so that all students start from a common base. Students who happen to be weak and disadvantaged are provided extra coaching, and in addition regular Counselling is also given. All students studying defence courses have to undergo structured and unstructured programme before the commencement of regular teaching as Pre-course training with the army units they are serving.
Some chairs of excellence have been set up by the Ministry of Defence at places like new Delhi, Pune and Indore but no chair of excellence has been established at CMM Jabalpur.
The selection of candidate for admission to this college excepting the faculty of management studies is done by the Army HQ that deputes personnel from different army establishments. The selections so made are on merit and requirements bases. The admission to MBA is however made through an elaborate procedure comprising in the first stage of Written Admission Test. Those who qualify are invited for group discussion and personal interview. Final selection thus made is on the basis of total score in these three segments as per assigned weightages.
The college practices evaluation both in terms of internal and external assessment. It comprises of class room performance, homework assignments, projects, seminars, etc. including periodic examination and final examination. The result is shown in terms of grading which is calculated on 10 point scale. In some defence courses, six-point grade system is also employed. Some marks are also left at the discretion of Faculty Commanders, Deputy Commandants & Chief Instructor and Commandant. This discretion is used judiciously through a standard operating (SOP) procedure which is based on the students participation in games/sports/co-curricular etc.
The paper setters and examiners are appointed as per provisions of Madhya Pradesh Vishwavidyalaya Adhiniyam on the subject. However, there is a Special Standing Operating Procedure (SOP) which gives the detailed guidelines on setting the question paper. The paper setters are appointed by the Commandant out of a panel duly recommended by the examination committee. However, the Commandant may appoint a person from outside provided he is not otherwise ineligible. Further, not more than 50% so appointed shall be external examiners. Thus it makes a good blend of evaluators. It is commendable that the paper setters are also required to frame ideal answers, which are verified and vetted by Faculty Commanders. Evaluation of the scripts is done both at a central evaluation center and also got done at the residence of the paper setters. There is no provision for moderation and double evaluation. However, rechecking of the marks and revaluation of the scripts is allowed as per university rules.
Criterion III: Research Consultancy & Extension
The college has constituted an adhoc Faculty of Studies headed by the Deputy Commandant and Chief Instructor for over-seeing the research work. All the faculty Commanders and General Staff Officers Grade-I (Training) are the members. The case of authorization of the Faculty of Studies has been taken up with the superiors. The research work is conducted by the faculty as well as students. The Army Headquarters send a list of two project at works location for a period of four weeks. Like wise, the other issues which are relevant to inventory management, like functional processes, logistic support to the army, financial contact Mgt,. HRD etc. are also communicated. The subjects normally selected are usually user oriented.
The Army Headquarters had asked the College of Materials Management to undertake a project and formulate a 'Treatise on Procurement', which should follow during contract management through Tender Purchase Committee. The college thus prepared detailed guidelines, which were accepted by the army headquarters & circulated to the various organizations working under their control.
Another project assigned to this institute was the Ordnance Inventory. The importance of the topic can be gauged from the fact that the worth of material crosses Rs. 400,000 million. The study was completed that involved Army Headquarters ordnance depots, cross-section of user units, Directorate General of Quality Assurance & multitude of other agencies. Number of measures was recommended which were accepted by the Headquarters. It goes to the credit of the institution that this plan of action resulted into a net saving of Rupees 2320 millions to the government.
This being a Defence institution, the teachers and students are permitted to publish their work in specific internal journal only. They are not permitted to send papers abroad or outside. The college publishes a bi-annual journal titled 'Materials Manager' It is distributed to large number of institutions in the country and to the various defence units. The college has also published some small pamphlets & books.
The research work in actuality has not taken off in this college. No Ph.D. candidate has been produced so far. Not even that, no candidate has ever been registered for doing M.Phil. or Ph.D . There are also no research follows associates etc. joining the college. The college needs to attend to this academic parameter. No external award or recognition for research award has been received during the last five years. The college only get letters of appreciation from the superior officers on any good work that they do and which is considered worth appreciation.
The college does not share the expertise for consultancy services due to organizational reasons which can be overcome by detailed examination appropriately. However, it does provide consultancy services to the various army organizations. There is scope for external inter-action and exposure. The services areas are material management, inventory control, HRM, operational logistics, Information Technology & functional processes etc. Evidently, no remunerations are received.
The college is involved in various extension activities without any linkage with Non-govt. Organizations. They plan their own extension activities on regular basis. The faculty and the students join together in participating in various society welfare programmes. The officers' wives are also involved in various welfare activities for the families of soldiers. The college is running a family welfare centre where the wives of soldiers are educated and trained in various contemporary disciplines. Special efforts are taken by the college for the upkeep of environment , tree plantation, yoga etc. for the welfare of staff & students. They organize various camps like blood donation, AIDS Awareness Environment Awareness, Stress Management, Community Development, Social Work, Health Care, Medical Camps etc. Thus the college is ready to help the soldiers and their families. The college also organizes some community works from time to time.
Criterion IV: Infrastructure and Learning Resources
This is only one college of its kind in the entire country. It has a history of 75 years. Like a living organism, it has continuously grown with the result that it is self-sufficient every way. The college has sufficient classrooms, sample rooms, model rooms, laboratories, workshops and office accommodation. Special areas have been earmarked for practical training in ammunition, explosives etc. As far as administrative infrastructure is concerned, the college faculty, technical staff, students, non-teaching staff have living accommodation, both for single and married ones.
This is a residential college. So, all the students reside on the Campus. They have furnished accommodation with good messing facilities. All the basic amenities are available. There are separate hostels for men and women students & coach bus has been made available to the hostel inmates so as to enable them for going to the college from the hostels and also for return journey.
The college also provides facilities to the college inmates like cinema, open-air-auditorium, shopping arcade comprising of all kinds of need based shops and religious institutions etc. In addition, filtered water is available in the college at every water source.
The college has a medical inspection room which is a well equipped center with facilities for Pathological Tests Nebulizer, Short wave diathermy equipment etc. In addition, a full-fledged military hospital with various specializations is also available on the station. In context, it also needs to be known that there is a compulsory general medical checkup and compulsory health insurance for the students, faculty and staff. Further, the health record of the above said personnel is regularly maintained.
The college is maintaining a good library. It has more than 17,000 books, which are gradually being increased. It is subscribing more than 150 magazines, journals etc. Recently the U.G.C has sanctioned an allotment of Rs. 8 Lac for purchase of books. It does not include the number of books in the departmental libraries. Last year, the books, journals, periodicals were purchased worth Rs. 4 Lac only.
The library remain open all days excepting Thursday for five and half hours, i.e. from 0800 hours to 1330 hours and for two hours in the evening i.e. from 1600 hours to 1800 hours. The facility of book bank is available. The library services have recently been computerized. In addition, it provides reprographic facilities and audio-visual cassettes.
There is a central computer facility available on the Campus. The Computer Centre remains open from 0800 hours to 2000 hours. Efforts are being made to increase the number of working hours. The main computer laboratory has two servers and 102 workstations. Local Area Network (LAN) on Windows NT platform is functional in this lab. The FOMS laboratory has two servers and 60 work stations which are basically 486 Pentium P II & Celeron's of Software that includes UNIX C++ Visual Studios, Oracle T.1 with developer 2000, MS Visual Studio Gripe, M.S Office 2000 professional, Antivirus 2000.
Another creditable achievement for C.M.M has been that it was able to develop C.B.T packages. Presently, it has 17 equipment based C.B.T packages and also 14 interactive tutorials. These packages are used in simulating exhibiting and explaining the complex design and functioning of armaments munitions and functional processes. These studio visual C.B.T packages are bilingual and make use of 3-D pictures. The maintenance of the computer is done through Army Computer Repair Cell and annual maintenance contract. In addition to these three computer laboratories each faculty has its own Local Area Network with one server and at least seven workstations.
The infrastructure facilities are also available in sports and physical education. The college has playgrounds for Tennis, Squash, Cricket, Badminton, Basketball, Volleyball and Golf. There is a recreation block where in-door games such as chess, carom, table tennis and billiards are there. Thus it is seen that playground facilities virtually for every game are available to students, faculty and staff. Within Army, the incentive for sports is being given centrally by Army Headquarters through the Services Sports Control Board. However, proficient sportsman applying for admission to F.O.M.S. do get two bonus points as far as MBA (FT) P.G.D.M.M. is concerned.
The college has initiated a number of welfare schemes for the welfare of the inmates. One good thing is the establishment of a Primary School. It indeed is difficult for the soldiers to get their children admitted in a good school. Secondly, a good foundation in education is top essential. Accordingly, a primary school has been set up on the college complex.
There is another Family Welfare Centre where the families of the college interact. This Centre apart from taking care of the health services, makes arrangement for training the ladies in different crafts, e.g. tailoring courses, flower making, candle making, cookery classes, beauty parlours, beauty treatment courses, etc. The purpose is to make the ladies self-reliant. Some lectures are also organized from time to time for their social education.
The Govt. is also providing loans for housing, medical, flood, calamity, computers and from cycle to cars.
Grievance redressal mechanism of the institution works as per the norms of the Army. There is no committee constituted for this. However, the individuals can seek redressal through meeting their superiors or through the system of suggestion box. Sainik Sammelans and Civil Sammelan are organized from time to time for regular interaction. The college has designed structured feedback system and also tries to get the informal feedback.
The college has always endeavored to act on the feed back with a view to end genuine grievances.
Criterion V: Student Support and Progression
There are broadly two categories of students viz, for defence courses and secondly joining Faculty of Management Studies. Students for MBA full time and under distance learning programme. The students coming for Defence courses are deputed by the Army Headquarters and as such the question of drop out rate in these cases is rather minimal. It is only on medical or extreme compassionate grounds that the candidates leave this course. The incidence of failure in these students is also negligible. The second category of students is the wards of army personnel who join MBA & PG diploma in Material Management under the faculty of Management Studies. The students who remain here for few months subsequently complete their studies. The success rate is quite high with low drop out rate. The students are selected on All India Level through a Written Competitive Test organized at 34 centres. As such, the regional split up is not a matter of concern or record for the college.
The college does not prepare the students for any competitive tests for the students joining defence courses go back to their parent jobs after completing the course. The students completing their academic programme in the faculty of Management Studies get good placement during their studies with the result that preparing students for the central services as well as the state services etc. thrust area can not be the with the institution.
The Army Headquarters publishes the prospectus for defence courses. In addition, a compendium is also published by army training command, which is quite a voluminous document. However, for admission to FOMS, the prospectus is published by the college, which gives all the details about the courses, the institute, the infrastructure, the fee structure, placement details along with the application forms.
The students are not given any financial aid or subsidy. The Ministry of Defence, Govt. of India, funds the army courses whereas the courses under FOMS are self-financing ones. The wards of the army personnel, however, do get a concession to the extent of 35% in the tuition fee.
The college has an employment cell and a placement officer who offers career counselling services to the students, however, this is available only to the students completing their MBA and post-graduate diploma in Materials Management. There is a placement committee constituted every year. Some senior faculty members & students representatives are members of this committee. The Chairman of this committee is nominated by the Commandant & Principal of the college. The committee formulates a plan of action wherein they determine the area of interest of different students. Accordingly the placement brochure is published & forwarded to all major corporate houses.
The college also organizes extension lectures by different companies with the result that the students not only gain insight in this organization, job profile but also the remuneration available. Last year, 43 students out of a total of 56 were placed through the institute placement services. Only one student became self-employed from the last batch of MBA.
The students of Faculty of Management Studies do get a career counselling. In addition, they are interviewed by Principal, Vice Principal and Faculty Commanders where required counselling is also given to these students.
The college has an alumni association. The college brings out a journal 'The Torch Bearers'. This contains the names of all those alumni who have since retired. In addition, the alumni also interact during reunions held regularly at the Army Ordnance Corps Centre, Secunderabad. Another journal with the name 'The Materials Manager' is published by the College which is biannual and theme based.
Criterion VI :Organization and Management
There is a well defined structured organization of the college. This is headed by Lt. General who is Commandant and the Second in Command is Major General, who is Deputy Commandant. Presently the Deputy Commandant is Brigadier. Each faculty is headed by Colonel/Lt. Col/Brigadier who ever happen to be the senior most. The set up of the organization is shown as per chart below.
This college being an autonomous college has also constituted some academic bodies like the Governing Body, Academic Council, Finance Committee, Board of Studies, and planning cum Evaluation Committee. The Governing Body comprises of Principal, Vice Principal, nominees each of UGC, state government and the University, Faculty Heads, General Staff Officer (Training) and Registrar. The functions of this body are the administrative matters like recruitment of the staff, handling of financial matters defining powers of the senior functionaries, new programmes and annual reports etc.
The academic council comprises of the college officials as listed above with three university nominees and a nominee of Director Technical Education. The academic council finally decides the course curriculum, evaluation programme, rules & regulations for sports, co-curriculum, evaluation programme, rules & regulations for sports, co-curricular activities etc. The Finance Committee is an advisory committee to the governing body. All financial matters e.g. financial estimates, audit report, sanction of capital investments, creator of posts etc, are considered and recommended to the governing body.
The Board of Studies recommends books, syllabi & procedure of examination. The planning and evaluation committee will advise the Principal, the Governing Body and the Academic Council regarding the plans for the development of the college, standard of teaching, discipline, general welfare activities and general improvement in the college.
The college prepares the college calendar before the start of academic session. The teachers have to prepare lesson plans, which are reviewed and approved by the heads of the faculties. Academic Calendar is normally adhered to.
The college gets the confidential reports of the academic staff, which are useful to the management for their further promotions. The administrative staff numbering around thirty goes for administrative programmes every year. The funding of the college is done by the government by way of payment of salaries to the staff. In addition to this they sanction the technical training grant, annual training grant, IT grants, library grant, special grant and any additional support that the ministry of defence may deem proper. The college however is running the Faculty of Management Studies on self-financing basis. In actuality nowhere the CMM in its study report have ever even remotely talked of shortage of funds.
There is a well-defined internal audit mechanism. This is in the form of quarterly audit board, surprise check by the officers sent by the Army Headquarters and annually by the chartered accountant. Army establishment committee regularly checks the infrastructure facilities. The quality of the training programmes is looked after by the Army Training Command and support service by the Army Commander of the Central Command. In addition, the technical inspection is done by the Director General of the Ordnance Services. It is thus seen that every aspect of the college activities, programmes and infrastructure etc. is properly checked. It is an extremely well managed college.
Criterion VII: Healthy Practices
The college makes use of Training Effectiveness Evaluation Model (TEEM) having 212 parameters are administered to teachers, students, technical staff and others. It forms the basis of institutional audit and training effectiveness.
The college is inspected, checked, visited by many army organizations with a view to assess the performance, needs, quality control, optimal utilization of resources and the institutional output.
The college follows twinning programme to some extent. This becomes operative only if any defence related project is received from the Army Headquarters that involves the participation of another defence institute and vice versa.
The students studying in different army institutes do go under exchange programme to such institutes, which provide training in the concerned disciplines. Such students who are interested in the in-depth study of Materials Management usually visit this college. They have the memorandum of understandings with some Industries and Research Organizations.
There is a close linkage amongst all the army establishments and various institutions, where the expertise is shared. Officers, JCOs and Technical Staff members visit other institutions and organizations.
The F.O.M.S. has been able to develop linkages with I.I.M. Lucknow, IIM Banglore, Faculty of Management Studies of Delhi, NITIE, Institute of Merchant Banking, etc. The college is also a member of Indian Management Schools, All India Management Institution and Madhya Pradesh Chamber of Commerce and Industry.
The college organizes from time to time many extension lectures inviting eminent people and experts from various segments of society. These sessions do give a lot of motivation and knowledge.
The college is very concerned about the moral, ethical and religious education to its staff and students. There are holy religious buildings on the campus viz., Gurudwara, Mandir, Church and Mosque. They have interacted with 'Center for Leadership and Behavioral Sciences' Kochi which has designed some capsules in this direction and incorporated in the academic programme. It goes to the credit of the college that they have kept the best traditions of Army viz., respect for all religions, living together as a family irrespective of religion, caste, creed etc. The major national and religious functions are celebrated in a group. Sarve Dharm Sam Bhav is a unique character of Indian Army.
The college undertakes to provide and impart Information Technology to the staff and students according to the level at which it is useful to them and which goes with their comprehension. The computer laboratories are kept open till late evening so that the maximum utilization of the centre could be made.
Under the aegis of Army Wives Welfare Associations, the wives of the soldiers are imparted the skills in handling different crafts and different vocational training so that they not only get the required confidence in them but also become self-reliant and contribute to the family income.
The college refers the schedule of courses etc of the next year to the Army Headquarters by mid November and get the approval before February end, which is then prepared finally for adoption and adherence. The practice is commendable as it keeps the academic going with no halt.
The college has over the years widened its area towards the society so that it can play the role that is expected. The designing of the academic programme and daily routine is so made that it creates a sense of civic responsibility. The staff and students have helped the civil authorities in maintaining the flora and fauna on the ridge. The students keep their environment neat clean and green with the impact that it not only makes the environment conducive for academic studies but also makes them realize the civic role they should play in the life ahead of them.
All these activities go a long way in developing the all round personality of the students.
Section 3: Overall Analysis
The college over the last seventy five years has made a steady and continuous progress. The Ministry of Defence, Govt. of India has always given liberal grants for its upkeep and growth. The college has successfully met the challenge vis-à-vis its role and obligation to perform. The autonomous status given to this college has helped it to develop its potential to the maximum. Recently it had won the Golden National Peacock Award.
The curriculum has always been updated keeping in view the requirements from time to time and further the changes on the curriculum required to be incorporated do not take more than two to three months. The dimensions of teaching learning and evaluation in the programme are quite up to the mark. The new teaching technology is adopted by using audio- visual aids including that of multimedia projections. The faculty and students utilize software obtained both from the market and designed by the college. The teaching days are always more than 180 days. The tone of discipline is exceptionally good. The calendar worked out by the college before the commencement of session is always adhered to. The academic environment for teaching learning is quite conducive. The evaluation of the student is done on a ten-point grade system and also at six points system in some defence courses. Self-appraisal of teachers is done based on Training Effectiveness Education Model. The component of Research, Consultancy and Extension is at an average level. However, the projects taken up by the college as assigned by Army Headquarters are fully attended to. The projects taken are usually army need based. Consultancy concept is limited to the sister defence institutions. Extension services are organized by the army and army wives welfare association. The college has excellent infrastructure facilities and necessary learning resources.
The college gets not only the salary components of the staff from the Army but in addition gets many grants under different heads so their maintenance work, minor works and major works are carried out. Further new projections are also financed. It has well equipped computer laboratories, other laboratories, workshops. The grievance redressal mechanism is similar to the army lines.
The students who come to attend defence courses go back to their units after completion of the course. The MBA students are finding favorable placements. The college is extremely well organized and properly managed. The working is flawless and true to the army traditions. There are many good and healthy practices. They live like a family in an environment that is conducive to academic growth. In a nutshell it is working to achieve the goals and targets that are assigned to it. It is a fit case for the U.G.C. to consider this College for granting the status of 'Deemed to be University'. Some recommendations are given below as it is striving to be a centre of excellence in Materials Management.
*The college is advised to procure the programmes and policies of Defence University located in U.S.A. and Europe. It will be in the fitness of things to widen the base of the college, to further diversify the curriculum with a view to have the inter-disciplinary approach to the materials management.
*The college needs to lay more emphasis on research activities if it wants to aim at becoming a university. They should create some positions for research in the form of research fellowships, research associate etc. They may create endowment or seed money at least for supporting such activities. The sensitization of the college faculty to this component will go a long way in raising the academic status of this college at an international level.
*The college must open up for consultancy services outside the realm of defence areas. It must cater to the global market and tap up agencies as would result in the generation of financial resources.
*The college is recommended to buy more books both by Indian & foreign authors with a view to enriching the library.
*The teaching faculty and the technical staff of this college should stay at least for a period of five years. The Ministry of Defence can formulate a scheme to this effect that the professional careers of there personal are not jeopardized in any way howsoever small it may be. Some additional financial incentives could also be given.
*The college may approach the Ministry of Defence to establish at least one chair of excellence on this campus in the specific area of Materials Management.
*While hostels for defence students are adequate the college may construct new hostels for the men and women students of F.O.M.S. to meet the growing needs.
*While procuring state of the art IT equipment, the college may further update its computer centre by having their own leased lines, update the systems which are 386/486 ones. Additional 50 computers may be procured after careful study for utilization.
*In view of the excellent infrastructure, the college could well think of starting the engineering programmes in packaging, automobile, electronics and computers. This might help them a lot in augmenting their financial resources.
*The College should workout a system by which it could subsidize the MBA education for the wards of soldier and Junior Ranks.
*In case it gets a deemed to be university the designation of the head of this college could be changed to that of Director. It could even be done at this college.
