NAAC report of Raj Rishi College, AlwarSection 1 : Preface
The Raj Rishi College volunteered to be assessed by the National Assessment and Accreditation Council (NAAC) and submitted a self-study report to the same for accreditation. A peer team was constituted by the Council to visit the institution and validate the self-study report. The peer team consisting of Prof. K.K. Panda Chairperson, Prof. R.K.Behl as the member coordinator and Prof. H.S. Sandhu as members visited the institution for two days from 9th to 10th August, 2004.
*Established in 1930 to impart higher education as an Intermediate College, the college was upgraded to a Graduate College having the faculties in Arts and Commerce in 1945. In 1947 post graduate classes in Economics and History were started alongwith graduate classes in Science and Law. The post graduate classes in Science commenced from the year 1968. Later in 1979 the Science and Commerce Faculties were separated from the Arts and Law faculties.
*Raj Rishi College is a Government run Post Graduate College with Science and Commerce faculties having P.G. classes in eight subjects (Accountancy & Business Statsties, Business Administration, Economic Administration and Financial Management, Botany, Chemistry, Mathematics, Physics and Zoology) with research facilities besides graduate classes in Science and Commerce and Honours classes in Chemistry and Mathematics. Raj Rishi College is one of the prestigious colleges of Rajasthan and the biggest Science and Commerce College in Alwar District. It is affiliated to the University of Rajasthan, Jaipur and is recognised by University Grants Commission under Section 2f.
*The college runs in Vinay Vilas Palace, a palatial building, standing in the middle of the college campus of about 250 acres. There are 105 (35 female and 70 male) members of teaching staff. The total number of students enrolled for the current academic year is 2448. The last year annual budget of the college was Rs. 3,33,34,000/-. Some of the students have passed UGC-CSIR (NET) Exam., UGC-SLET Exam and GATE. There are 1,01,909 books in the library. The study Centres of Indira Gandhi National Open University (IGNOU) and Vardhman Mahaveer Open University (VMOU) are also situated in the college campus. The college has a central library, departmental libraies (Chem., Phy., Bot. & Zool.) computer cell, sports facilities and grievance redressal cell. Canteen and NRSC buildings are there but they are presently not functional.
*The Peer Team carefully perused and analyzed the self-study report submitted by the institution. During the visit, the team went through all the relevant documents, visited the various departments and facilities, and interacted with the different constituents of the institution. The academic, co-curricular, extra-curricular, sports and extension facilities of the institution were visited. The Peer Team also interacted at length with the Head of the institution, faculty, non-teaching staff, students, parents and alumni of the institution. Based on the above exercise, and keeping in mind the criteria identified by NAAC, the peer team has taken the value judgement. The assessment of the college under various criteria, its commendable features as well as the issues of concern are given in the following pages.
Section 2 : Criterion-Wise Analysis
Criterion I : Curricular Aspects
As an affiliated college of the University of Rajasthan, the college follows the syllabi prescribed by the University for the Science and Commerce faculties both at the under-graduate and post-graduate levels in the annual pattern. The Thecollege offers 21 programmes : 05 UG programmes, 08 PG programmes and 08 Ph.Ds.in different disciplines.
*The college is represented at the Academic Council of the University by a senior faculty member who interacts with the parent university on suggestions and observations about all the academic issues and helps in bringing suitable changes periodically. The Head and some teachers who are members of the respective Board of Studies play a vital role in updating the syllabi and making them more relevant to the society and industry. Presently, the college follows newly designed curriculum of UGC as the same has been adopted by the University. This updated curriculum enables the students to compete effectively and confidently in various competitive examinations. The programmes are generally in conformity with the clearly defined goals and objectives of the institution.
Criterion II : Teaching-Learning and Evaluation
*The college has a transparent admission process and the students are selected on the basis of their academic record. The syllabi are unitized according to term- wise teaching schedule. The lecture method of teaching is supplemented by models and charts. Three tests are conducted and the evaluations are communicated to the students. However, the parents are not informed about the wards who do not appear in exams.
*The Government of Rajasthan has an efficient mechanism to recruit qualified faculty through Rajasthan Public Service Commission. At present, the college has a faculty with 105 teachers - 58 Ph.Ds, 12 M.Phils and 35 Post Graduates. However, the perscribed syllabus of B.Sc. Part. I students is not available in the college library.
*The college encourages the teachers /faculty and provides opportunity for continued academic progress and professional advancement by allowing them to attend seminars/conferences/ workshops as participants. As many as 26 teachers attended national level seminars and 3 attended international level seminars,12 attended Orientation Programmes and 70 attended Refreshers courses during the last two years. However, there is no institutional mechanism for faculty appraisal by peers and students. National and International linkages for teaching as also for research are non-existent.
Criterion III : Research, Consultancy and Extension
*The colleges promotes a research culture among of the faculty and students. It is a recognised centre for doctoral research. Eight departments in the college offer research programmes leading to Ph.D. degree in different disciplines. As many as 19 students have been awarded Ph.D degree during the last 5 years. At present 20 full-time and 01 part-time research scholars and 10% of teachers are actively involved in research. PG students are also encouraged for research projects. There are 3 ongoing research projects funded by UGC with a total outlay of Rs. 3,33,000/- out of which two are minor and one is major project. However, teachers should be encouraged more to get research papers published in the referred journals. Further no consultancy work is done by the college teachers.
*The institution is responsive to community needs and conducts and participates in relevant and awareness programmes such as Community development, Social work, Health and Hygiene awareness, Blood donation camp, Medical camp, Adult education and literacy, AIDS awareness and Environment awareness through their NCC and NSS units.
Criterion IV : Infrastructure and Learning Resources
*During the past 74 years of its existence, the college has expanded its infrastructural facilities in the form of buildings, laboratories, library and computer cell.
*The institute has a library with 1,01,909 books and 35 journals/ periodicals. During the last two years 3559 text books were added at a cost of Rs. 6.24 lacs. However, there is no proper cataloguing system. The refrence section of the library does not have proper sitting arrangement.There is a central computer facility with 19 computers in the college. Five departments have their own computers. The present infrastructure is hardly sufficient to cater to the need of an institution of this dimension. The educational programmes and administration functions efficiently but to keep pace with the academic growth, there is a lot of scope for extension in the future. The science labs need proper updating and renovation.
*In case of sports, the facilities for most of the outdoor and indoor games are available but they are not being utilized to the optimum level. Students are given incentives for sports activities. Five students were selected in the University team last year and participated at the state level meet. However, there is no sports wing.
*There are no hostel facilities for boy and girls.
*The college encourages the use of academic facilities by external agencies. For example, the study centres of IGNOU and VMOU have been set up in the college campus. The maintenance of its infrastructure is done with the help of Government and UGC funds and the fees collected from the students and the Development fund which has being created recently.
Criterion V : Students Support and Progression
*The prospectus of the institution gives clear guidance to students about admission policy, the fee structure and refund policies, financial and student support services, educational and co-curricular activities.
*Admission rules are framed by the Directorate of College Education and the University of Rajasthan. Financial aids are available to the students of SCs and STs in the form of scholarships by the State Government.
*It may be pointed out here that college does not have canteen, health centre, students hostel and carrier guidance cell.
Criterion VI : Organization and Management
*The financial transaction of the institution are handled systematically to make The budgeting and annual auditing procedures are regular and standardized.
*Purchases are made with the recommendations of the purchase committee through tenders.Loan facilities are available to both teaching and non teaching staff of the college.
*Administration , library, and accounts wing need to be fully computerized.
Criterion VII : Healthy Practices
The institution displays sensitivity to changing educational, social and market demands and is geared to promote an ambience of creativity and innovations. As an effort in this direction, the college is planning to start new advanced courses such as Biotechnology, Molecular Biology and Bio-informatics and a Centre for Plasma research. Teachers are encouraged to participate in national and international seminars.
Section 3 : Overall Analysis
The Peer Team, after going through the self-study report and after its visit to various academic and physical facilities, is satisfied by the progress of the institution. The college has earned a reputation for imparting quality education both in teaching and research and creating a sense of discipline in the younger generation.
The Peer Team would like to commend the institution in respects of the following aspects :
*Encouragement and the support given by Head of the institution.
*Effective leadership and good human relationship resulting in efficient team
*Dedication and commitment of the teaching and the non teaching staff of the
*Publication of research papers and books, subscription to journals/periodicals.
*Facilitating aspect of the institution to promote student participation and achievement in sports and cultural activities.
*Encouragement for participation in national/international seminars.
*Upgradation of teaching skills through attending refresher courses/orientation
There are, however, some issues of concern that need to be brought to the notice of the institution. These are as follows:
*The college should have basic facilities like canteen, health centre and hostel.
*There is a dire need for having a carrier consultancy cell, the students grievance cell.
*Competent teachers and departments should be encouraged to offer consultancy. This exposure will not only enrich the faculty but also be of immense help to the students.
*There is an urgent need for automation by computerisation of administrative records, students admission records and the library.
*Computer and Internet facilities should be extended in each of the departments as well as library. Also online facilities like Inflibnet and Delnet should also be provided in the library for use of students/faculty.
*There is need for providing intercom facilities in the Principals office, college office, departments and the library.
*The college should have a women cell to take care the needs and requirement of the girls students. Besides, a seperate common room for the girls shold also be provided.
The peer team is of the opinion that this exercise will be useful to the institution to initiate the quality enhancement strategies towards further growth and development.
