Lovely Institute of Education, Phagwara, Punjab was granted recognition by the NCTE vide Order No: F. Lovely institute of Education, Phagwara has well-established ICT laboratory with 30 computers and INTERNET connection on four terminals. The Internet facility is not adequate and is mostly used by staff and M.Ed. students. This facility should be extended to B.Ed. students also. To make this training more effective, students desire to have more classes and extended time for practice on computers. The desirable values, civic responsibilities, communication skills, community orientation, etc. are developed through various activities including community Development, Blood Donation Camps, AIDs awareness, environmental education, social work, health and hygiene awareness, social service, organizing sports tournaments, ten days NSS camp, etc. As per NCTE norms, the institute should have one principal and 10 lecturers. Out of ten lecturers, four are permanent and four are working on adhoc basis. Three lecturers working on adhoc basis are not NET or SLET qualified. Two posts of lecturers are lying vacant. No lecturer holds a doctorate degree. Three lecturers have started registering for doctoral degree. In addition, the College has one visiting faculty for M.Ed. Programme. The beautification of the campus and building are taken care by the Institute and the Management. The infrastructure is as per the norms of NCTE. The whole building is neat and clean. The institute has a library with about 4618 books, 12 periodicals/journals, 20 encyclopedias, dictionaries and reference books.The library is being computerised. There is a space in the library for 45 students to sit and read. There is no Book Bank Scheme in operation. The library has an open access system. The working hours of the College Library are from 9 am to 6 pm from Monday to Saturday. The institute tries to purchase books on the reccommondation of the library committee, staff, experts in the field of education, and students. The amount spent on purchase of books and periodicals in last three years is Rs.2,00,000.00. There is a need to subscribe to the on-line standard foreign journals. In the office of institute, there are three computers with two printers, a zerox machine, and a fax machine. The institute has Educational Technology laboratory that needs to be improved by procuring slide projector, tape recorder, video cassette player, charts, etc. The college may acquire more video cassettes related to the syllabus of B.Ed. and M.Ed. syllabus from CEC, UGC, New Delhi. Psychology laboratory is well developed and equipped. There are tools for assessing different cognitive and affective domains-related variables. There are psychological equipments for doing different practicals. Except Educational Technology Laboratory, all laboratories are well equipped and managed. The Information and Communication Technology Laboratory contains 30 computers, two printers, one scanner, and one LCD. INTERNET facility is available only on four terminals. Students festivals begin

The three-day youth festival for students of education colleges affiliated with Guru Nanak Dev University got a flying start at Lovely Institute of Education here today. The campus was abuzz as the students from 33 educational institutes showed their talent and artistic skills in cultural and sports activities like gidha, histrionics, mimicry, fancy dress and skit.

Twelve teams participated in gidha competition. The fine arts contests included flower decoration, rangoli and phulkari-making competition.

The inaugural function was attended by Dr A.S. Dua, Dean, College Development Council of the university, Ms Jagjit Kaur, Head of the Department of Music, Government College for Women, Amritsar. Mr Baljit Singh Sekhon, Coordinator, Youth Festivals of GND University, was also present on the occasion.

‘Plasma-2005,’ an inter-college IT festival, began at Lallpur Khalsa College here today.

Students from over 100 colleges participated in the festival, where they displayed their skills in computer applications. The technical events that took place were “Think Virtual”, “Just do it”, “Gaming zone”, “Map the ideas” and “Software showcase”. A round of cultural contests like gidha, skits and dances, was also held during the event.

The function was inaugurated by Mr Sukhbir Singh Badal, MP, and presided over by Mr Balbir Singh, a former MP and President of the College Governing Council. Dr Satish Kapoor, Principal, talked about the need to develop skills in the field of Information Technology.

Two law students suspended for ragging girls

In a shocking incident, “four” first-year girl students of a law college here were allegedly subjected to ragging by their seniors. Judging the seriousness of the incident, the management of the Lovely Institute of Education, of which the law college is a part, has punished two of the erring students by suspending them from the institute.

On the other hand, a team of panches and sarpanches of the area and leaders of the Shiromani Akali Dal (Amritsar) visited the institute and apprise the management of the incident.

The incident, according to information, took place on Monday when four freshers from Jalandhar and Kapurthala districts (only one girl according to Mr Ashok Mittal, chairman of the Lovely Institute of Education), visited the institute for the first time and were allegedly stopped by a group of senior students.

Subsequently, the students were taken to classroom No. 303, where “they were not only made to pull their ears and do sit-ups but were also teased by their seniors”. The girls even touched the feet of their seniors and pleaded to be spared, but the requests fell on deaf ears. One of the four girls, who was prevented from going to the toilet, was allowed to leave the room only when she began to cry. The group of boys also allegedly tried to dissuade the girls from addressing them as brothers.

The incident has instilled a sense of fear among girl students. A student also reportedly told a team of college officials, headed by Mr Ashok Mittal, who is president of the Lovely Institute of Education, that ragging had been going on in the institute for number of days. Mr Mittal immediately suspended two of the students, while others, who sought pardon, were let off.

Mr Ashok Mittal said the management had taken the incident seriously and that arrangements had been made to prevent the occurrence of such incidents in future. Mr Mittal, however, maintained that the incident involved one girl, who, according to him, turned out to be “extra-sensitive” and not four, as alleged by Mr Sukhvinder Pal Singh Khalsa, senior vice-president of the SAD (A).

“Initially, the girl did not want to identify boys and had wished that such incidents did not take place in future,” said Mr Mittal. However, Sukhwinder Pal Singh Khalsa maintained that the number of girls was four.

Lovely Institute of Education, Phagwara, Punjab volunteered to be assessed by the National Assessment and Accreditation Council (NAAC) and submitted Self-Appraisal Report (SAR) to NAAC on 26 October 2005. A Peer Team was constituted by NAAC to visit the Institute and validate the SAR. The Peer Team consisting of Dr. D.N.Sansanwal, Professor, and Director, Institute of Education, Devi Ahilya Vishwavidyalaya, Indore as Chairman-Coordinator, Dr. S.P. Malhotra, Professor, Department of Education, Kurukshetra University, Kurukshetra and Dr. M.K.Das, Head & Dean, Department of Education, M.G.Kashi Vidyapeeth, Varanasi as members visited the Lovely Institute of Education, Phagwara, Punjab for two days from 12- 13 January, 2006.

During the visit, the Team visited the academic, administrative, hostel and other units and also interacted with the President of Lovely Institutes, Principal, staff, students, supporting staff, and alumni of Lovely Institute of Education, Phagwara, Punjab. Based on the interactions, inspection of documents and the criteria identified by NAAC- NCTE, the Peer Team assessed Lovely Institute of Education, Phagwara, Punjab. The Report is being presented under the Six criteria along with the suggestions received from the staff, students, alumni and Peer Team for its improvement.

SECTION II
CRITERION-WISE REPORT
CRITERION I : CURRICULAR DESIGN AND PLANNING
The mission statement of Lovely Institutes is of raising educational standards to International levels. On the basis of this foundational mission statement, the objectives of Lovely Institute of Education, Phagwara, Punjab have been framed as under:

To provide quality teacher education to teachers of 21st century.

To provide low cost education to students as compared to other private institutions.

To provide quality teachers for rare and specific subjects prescribed for secondary classes.

To pursue research in the field of Education.

To provide full career oriented education.

To inculcate moral and social values amongst teacher educators.

To provide teachers for professional teacher training colleges and for guiding research students in the field of Education.

To enrich the personality of students to become useful citizens.

Lovely Institute of Education, Phagwara, Punjab is affiliated to Guru Nanak Dev University, Amritsar. Admission rules prescribed by the University for B.Ed and M.Ed. are being followed. This institute has been permitted to admit 100 students in B.Ed. and 25 students in M.Ed programmes. In B.Ed. programme students are admitted on the basis of centralized entrance test conducted by the State Universities on rotation basis. The centralized counseling is held. About, 30 % of seats in B.Ed. are filled in the first counseling. Approximately the equal percentage of seats is filled in the second counseling. Normally, all seats are filled in third counseling. At the time of admission, the Reservation Policy of the Punjab State Government is followed. It reflects the image of the institute and the Lovely International Trust. For M.Ed. programme, the admissions are made purely on the basis of merit list prepared from marks obtained in entrance test and interview. Lovely Institute of Education, Phagwara, Punjab admits students to B.Ed. and M.Ed. Programmes by following the eligibility criteria laid down by the NCTE strictly. The whole process and procedure of admission is objective and transparent.

The Team was informed that Lovely Institute of Education, Phagwara functions for 243 days in a year, of which 125 days are for teaching. Pre-practice preparation days are 12 and total practice teaching days are 45. The curriculum prescribed by the Guru Nanak Dev University, Amritsar is being followed. The syllabus was modified during 2001 - 02 academic session by taking into consideration the UGC framework. The revised syllabus was implemented from 2002 - 03 academic session. Guru Nank Dev University, Amritsar has again started revising the syllabus of B.Ed., and M.Ed. Programmes in pursuance of the UGC and NCTE guidelines. The present syllabi are deficient and must be upgraded at par with other universities of India.

The institute does not have a formal system of taking feedback from the students about the quality of teaching of the Faculty of Institute. The College enjoys a good reputation in the community and the schools.

CRITERION II : CURRICULAR TRANSACTION AND EVALUATION
Lovely Institute of Education, Phagwara follows the curriculum prescribed by Guru Nanak Dev University, Amritsar. The curriculum transaction and evaluation is being done as outlined in the revised curriculum. According to the revised curriculum, there are three parts. Part - I comprises of theory papers of Foundation Courses and Teaching Methodologies. The Part - II includes School Teaching Experience Programme & Work Experience Programme is the Part - III. Each student has to take four core papers and two Methodologies. The core papers are: Philosophical and Sociological Basis of Education, Education Psychology and Guidance; Education in Modern India, Educational Technology and School Management. Each paper is of 100 marks. Out of 100 marks, 80 marks are for external examination and 20 marks for internal. In Part - II, there are two papers. Each paper is of 100 marks (60 external and 40 internal). Lastly, Part - III comprises of four papers. Each paper is of 50 marks (30 external and 20 internal). Thus, the student gets marks out of 1000. The institute has developed a system of internal assessment. The medium of instruction for B.Ed. programme is Punjabi, Hindi & English. The students can write the exam in Hindi, Punjabi or English. The trainees are given training in only four skills of teaching - Chalk board writing, Stimulus Variation, Questioning and Introducing the lesson. Each trainee continues practicing the skill in simulation to the point of mastery. Normally, teachers of the institute use lecture method and also make use of teaching aids like, OHP, and Power Point to create effective and motivating environment for curriculum transaction. Whenever possible, teachers do use seminar, discussion and demonstration methods for curriculum transaction. For quality of teaching, the whole class is divided into two groups, each comprising of 50 students. Academic Calendar of various activities is prepared in the beginning of the academic session and given to students and is strictly followed.

At M.Ed. level, whole syllabus is divided into two parts- Part -A and Part - B. The Part - A is compulsory and comprised of three papers and one dissertation. The Part - B is of optional papers. Out of nine optional papers, each student has to choose only two optional papers. Each paper carries 100 marks. The medium of instruction is English and students has to write exam in English. The teachers use lecture method as well as other methods depending on the topic. The classroom teaching is interactive in nature.

The institute begins at 09 AM with morning assembly which continues for 15 minutes. On turn basis each student has to talk on a given topic for five minutes. It helps in developing self-confidence and improves communication skill. After this each period is of one hour. As mandatory requirement, the students have to attend 75 % of the lectures other wise they are not eligible to appear in the final examination.

Each trainee has to take 60 lessons in real classrooms in the schools. The practice teaching is done on classes VII to X and in some schools up to class XII. Normally 15 students are sent in one school. Each student teacher gives two lessons per day. The school subject teacher also observes the trainee along with the teacher educator. The teacher educator observes about three lessons per period. The student teacher stays in the school from beginning till end. The trainee takes part in all activities of school during the practice teaching. The quality of teaching practice is being enhanced by providing rigorous feedback to the trainees by the teacher educator and school teacher. Sometimes, Principal of the school also observes the part of the lesson and provides feedback.

The teachers of the institute occasionally attend seminars and conferences. The institute provides financial support for the same. Extension lectures are organized for the benefit of both teachers and trainees of the institute.

CRITERION V: STUDENT SUPPORT AND PROGRESSION
All students joining the institute complete the B.Ed. course and normally they do not drop out. The pass percentage is 100 in the last two years. In 2003 - 04 academic session one B.Ed. student got 2nd rank in the university examination. Students getting rank in university examination are given cash prizes by the Lovely Institutes. In other activities, students have been getting prizes and this year, Lovely Institute of Education, Phagwara got the overall Championship trophy in Youth fastival where 33 college of education affiliated to Guru Nanak Dev University, Amritsar participated. There is a recently constituted Alumni Association. The Alumni Association is yet to have its constitution but it has the elected members. Since Lovely Institute of Education, Phagwara is quite young, its alumni are only teachers in the schools but not occupying good positions. There is a formal mechanism of obtaining feedback from the students about the teaching competencies of teacher. On the basis of this evaluation, each teacher receives feedback from the principal. It has helped teachers in improving the quality of their performance both in the calssroom and on the field. The Government gives the scholarship to SC, and ST students. Students are quite satisfied with the quality of guidance and counselling given by the teacher educators. The institute uses the Placement Cell facility of Lovely Institutes. A suggestion box has been kept. The suggestions given by the students are implemented speedily. There is a good rapport among teachers, students, supportive staff and Principal. So normally there are no complaints. The Institute has a system of removing the grievances of both students and staff. The common facilities, like, play ground, bus facility, gymnasium, counseling facility, etc. are used by Lovely Institute of Education.

CRITERION VI: ORGANISATION AND MANAGEMENT
The President of Lovely Institutes Manages the Lovely Institute of Education. However, Principal has autonomy in taking decisions after consulting the staff members. The appointments of teaching staff are made by advertising it in the local and national dailies. The selection committee comprises of President of Lovely Institutes, one Vice-Chancellor's nominee, one expert to be nominated by the University, and Principal.

The office of Lovely Institute of Education, Phagwara is computerised. The finances are regularly audited by the internal auditors and CA. At present there is no mechasism of internal quality check . The institute should develop some system by which the total quality management is taken care of.

OVERALL ANALYSIS

The Peer Team observed the following strengths in Lovely Institute of Education, Phagwara, Punjab:

The institute enjoys good reputation in the community.

It has good physical infrastructure, laboratories and facilities for different co-curricular activities.

It develops communication skills, values, decision-making ability, and all round personality of students.

The institute environment is neat and clean and conducive to learning.

There is good relationship among management, teachers, students and principal.

There is a democratic and motivating environment, which is good for academic development.

The institute maintains good discipline.

The institute arranges extension lectures for the benefits of the students and teachers.

The library is well equipped.

The institute utilizes the Placement Services of Lovely Institutes for placing its students.

The institute is also sharing the common facilities of Lovely Institutes.

The teachers are very cooperative.

SUGGESTIONS FOR IMPROVEMENT
The following are the suggestions for improvement as per feedback from students, teachers, alumni, and as observed by the Peer Team.

The Models of Teaching should be included in the B.Ed. syllabus and students be asked to practice the same.

The institution needs to improve the Educational Technology Laboratory.

The Internet facilities should be provided to all B.Ed. and M.Ed. students.

The teachers should be encouraged to publish papers and do some innovation.

The teachers need to be trained in Research Methodology, Statistics and use of Statistical Package for Social Sciences (SPSS).

The institute should have permanent and experienced teachers

The institute should have its governing council.

The College should purchase educational video cassettes from NCERT, IGNOU, UGC, etc.

The institute may introduce the reward system for lower level employee also.

The teachers educators may be trained in innovative practices so that the same may be implemented in the teacher training programme.

The staff may be recruited as per norms of the NCTE.

The Peer Team places on record the deep appreciation for President, Principal, teachers, students, and non-teaching staff for all the help and the hospitality provided by the institute to the Peer Team. We are sure that the institute will proceed towards improving the quality and achieving objectives of teacher education.
