The peer team of NAAC comprising (i) Prof. D.R. Goel, CASE, The M.S. University of Baroda, Vadodara (Chair coordinator), (ii) Dr. Saroj S. Virkar, Director, Vidya Prathisthan's College of Education, Baramati, Pune (Member), (iii) Prof. C. Abdusalam, Principal, Jamia Nadauiyya Training College, Salah Nagar, Edavanna, P.O., Malappuram District, Kerala (Member) visited the Government College of Teacher Education, Near Channamma Circle, Kaktives Road, Belgaum- 590002 on March 14-15-16, 2007.
The College was established in March, 1939. Campus area of the College is 5 acres. It is affiliated to Karnatak University, Dharwad and recognized by the NCTE vide letter NCTE/2004-05/62, dated 5.4. 2005. The College has been recognized under 2(f) and 12(B) of the UGC act, 1956. It is a government institution having co-education. The institution has the status of CTE. The college is offering one year pre-service B.Ed. program in English and Kannada media. Also it has been organizing in-service Teacher Education programs.
1. Curriculum Design and Planning
The vision of the college is 'To be a Centre for Teacher Education in the region and to prepare Skillful, Committed and Quality Teachers', whereas, the mission is 'To provide strong edifice to students, in service Teachers for dedicated and committed service through excellent & competent teaching'. The objectives enunciated by the college are to bring out quality teachers of excellence, to develop confidence and integrity of venture in teaching and research work, and to harness the student teacher potential through coordinated efforts and personal attention.
The college has three educational units, namely, Pre-Service Education Unit, In-Service Education Unit and Action Research Unit. The Pre-Service Unit is devoted to the Two Semester B.Ed. Programme, each semester of about 5 month duration. The B.Ed. Programme has an intake of 100 students. The B.Ed. courses are run as per the curriculum of Karnatak University, Dharwad. In addition to the core courses, practical work and practice teaching, the college offers eight methods, namely, Methodology of Teaching of Kannada, English, Hindi, History, Geography, Physical Sciences, Biological Sciences and Mathematics. Out of the nine optional areas listed in the syllabus, three areas are offered, namely, Environmental Education, Population Education, and Health & Physical Education. One of the staff members has participated in the B.Ed. curriculum renewal committee. Some attempts have been made by the college to design develop and implement innovative programs for teaching- learning. Some attempts are made to get curricular feedback from the Heads of the Practice Teaching Schools. There has been no alumni tracker devised by the institution.
2. Curriculum Transaction and Evaluation
The students are admitted into the B.Ed. Program through a common entrance test conducted by the centalized Admission Cell and on the basis of marks obtained by the candidates in the qualifying examination and based on the existing reservation policy of the government. The Academic Period for the session 2005-2006 was from 5.1.2006 to 20.11.2006. During this period total number of B.Ed. students was 100. Total teaching days including practice teaching were 209. Total time devoted to theory and practice teaching was in the ratio 2:1. Six micro teaching skills were practiced by the Student Teachers. There is organization of Micro Teaching Workshops. Minimum lessons of pre-field practice teaching lessons given by each student teacher is 6. Eight schools have been selected for practice Teaching. Total number of days devoted to Practice Teaching is thirty, whereas, minimum number of Practice Teaching Lessons given by each Student Teacher is 24.
The internal and external evaluation in the B.Ed. Programme are in the ratio 1:2. Number of periodical tests for each paper is 2. Also, the number of assignments for each paper is two.
The unit cost of teacher education program including salary component was Rs. 61753.38/=, whereas, excluding salary component was Rs. 4722.43/=
The institution has a computer laboratory. Some attempts have been made to procure CDs on various subjects, namely, Encyclopedia Britanica-2001, Geography- lessons and maps, Science, and Mathematics. The CDs produced by the NCTE for ICT literacy camps are also available with the laboratory. One of the computers located in the Principal's Chamber has Broad Band Internet facility. Also, an EDUSAT terminal is located in the Principal's Chamber. The attempts of procuring Technology are appreciable. The video-camera procured by the institution is used not only for shooting some lessons given by the Student Teachers but also for other departmental programs. Also, audio recordings of some of the lessons are done. Some attempts have been made by the Student Teachers to design, develop and implement Power Point Presentations. A one day workshop was organized and demonstration lessons have been given by the faculty using Role Play Model, Concept Attainment Model and Inquiry Training Model of Teaching. The college has tremendous potency to evolve innovative practices of teaching and evaluation.
3. Research, Development and Extension
No staff member is with a Ph.D. qualification. The reports of 22 Action Researches are available with the institution. The teachers are motivated to take up research in Education through study leave and adjustment in their teaching schedules. Two books and some papers have been published by the staff members. One of the staff members has been conferred Ph.D. during 2005-06. The institution has developed some self instructional materials, print and non-print materials, digital lessons and question banks. The institution has been organizing weekly cultural programs, Guest Lectures, debates, elocution, CTC camps, sports and games events. Also, Independence Day, Republic Day, Teachers' Day, Candle Light Ceremony and Students' Annual Day are observed. Also, the institution has been organizing some extension programs. It has networking with some institutions at Regional, State and National levels.
4. Infrastructure and Learning Resources
The institution has a built up area of 2312 Square Meters. It has various labs, namely, Methods, Psychology, Science, Educational Technology, Computer and Teaching Aids. The institution has 19 computers out of which 11 are in working condition. There was no budget allotted for computer purchase and maintenance during the previous year. The amount spent on maintenance of computer facilities during the previous academic year was Rs. 4500/=, whereas, for maintenance and up-gradation of laboratory facilities was Rs. 8734/=. Out of 19 teaching posts sanctioned, 3 are vacant, whereas, out of 17 non-teaching posts sanctioned 5 are vacant. Teacher student ratio is 1:6. The working hours of the library are 7 hours/day on working days, whereas, 8 hours per day on examination days. The library does not have open access facility. The library has a total of 22,750 books including 1782 textbooks, and 530 reference books. It also has 10 magazines. It has 42 CDs/DVDs, 75 video cassettes and 61 cassettes. The total carpet area of the library is 144 Square Meters, whereas, seating capacity of the reading room is 40. The library is yet to be automated. The students are permitted to retain books for examinations. Maximum number of days books are permitted to be retained by the students is 7 days, whereas, by faculty is 1 year. Average number of visitors to the library per month is 80. Students and Library books ratio is 1:21. No educational journals are subscribed by the library and the librarian's services are available for three days in a week.
5. Student Support and Progression
During the previous three years the dropout rate of B.Ed. students ranges from 1 to 3%. The institution does not have tutor-ward system. There are no bridge courses offered. Pre-assessment of the profiles of the student teachers is done through a test designed by the staff members. Some attempts are made for remedial instruction. The pass percentage during the previous three years ranges from 99% to 100%, number of first classes 35 to 60%, whereas, number of distinctions 39 to 60%. The number of students who received fee concession during 2002-03, 2003-04, 2004-05, respectively was 40, 48 and 73. The number of students who received Merit Scholarship during 2002-03 was 33, whereas, none received merit scholarship during the following years. There is no health Center available in the campus of the institution. There are residential accommodation facilities for a few teaching and non-teaching staff. During the year 2005-2006, 54 male students and 18 female students availed of the hostel facilities. The institution provides Sports Field and Indoor Sports facilities. Also there is a rest room facility for female students. The institution participated in 5 Cultural Events during the previous year. There is no Alumni Association. There is a Student Association. The Institution does not have any track of the placement of the Pass Outs and their vertical mobility. There is no Placement Cell.
6. Organization and Management
The Institution does not have any Internal Quality Assurance Cell. There are loan facilities, medical assistance and Insurance facilities available for the teaching and non-teaching staff. Number of career development programs made available for the non -teaching staff during the previous year were 4. All the staff members have availed of the Faculty Improvement Programs of short durations. Three of the staff members were sponsored for professional development programs by the institution. Two Faculty Development Programs have been organized by the Institution. Seven programs have been organized by the institution on curriculum development, and teaching-learning. Two of the faculty members have attended Research Development Programs. Three Invited Lectures were organized during the previous three years. The faculty members are assigned additional administrative work.
The fees collected from the students during the previous year was Rs. 151675/=.Total sanctioned budget during the previous two years, that is, 2004-05 and 2005-06 was Rs. 62,60,000/= and Rs. 63,45,000/=, respectively, whereas, total expenditure respectively was Rs. 61,94,432/= and Rs. 61,75,338/= . Out of the sanctioned budget the percentage spent on the Teaching Faculty salary was 51.8 and 56.4, respectively, Non-Teaching Faculty Salary 37.9 and 34.4, Books and Journals .063 and .05, maintenance .31 and .302, whereas, on equipment, teaching aids and contingency 0.668 and 1.59. There is external financial audit mechanism. There is no internal audit mechanism. There is utilization of Technology for administration and evaluation but not counseling. The institution has coordinating and monitoring mechanism and inbuilt mechanism to check the work efficiency of the non-teaching staff. The institution has the freedom and resources to appoint ad hoc staff. The grievance redressal mechanisms are available with the institution. The internal quality check mechanisms are rarely employed.
Prospectus and College Annual Report needs to be published every year.
The planning for the ensuing academic session needs to be done with more rigor.
NCTE norms regarding qualification of Teaching Faculty need to be implemented.
The session is started late due to admission procedure. Steps may be taken to start the college in June, so as to utilize the time of the students fruitfully after their graduation.
Innovative methods and modes of transaction of curricula should be employed. Every Student Teacher should design, develop and implement a digital lesson.
Attempts should be made to strengthen the use of Internet by the student teachers.
The EDUSAT nod procured by the Institution should be utilized by the Student Teachers more frequently.
There is a need to do perfective maintenance of the Computer Laboratory of the Institution. More computers need to be procured.
There is a need to organize at least one Seminar per week at the Institutional level. Also, some regional and national workshops, seminars and conferences may be organized, so that, the faculty can get experience in organization and presentation of Papers in the emerging areas.
Frequent transfers may be avoided, so that, the continuity of programs undertaken can be ensured.
On campus interviews could be organized for the proper placement of the B.Ed. pass outs.
An Alumni Association needs to be constituted for establishing communication with the B.Ed. pass outs.
Better hostel facilities need to be provided to the student-teachers. The mess facility should be provided immediately. The Boarders should do away with the practice of eating long stored, dehydrated, hardened, unhygienic 'Rotis'.
The Psychology Laboratory which is located in the Hostel Premises should be relocated in the main College building.
All the laboratories need to be further strengthened in terms of their infrastructure and functioning.
More in-service courses for the use of ICT for faculty need to be organized.
The work for the pre-service and in-service teacher education should be judicially distributed.
The EDUSAT nod located in the office of the Principal should be re-located at proper place and space in the College for its optimum utilization.
The college needs to procure lap-top and LCD projector for realizing technology integrated education.
Office automation needs to be realized by equipping the office with computers and providing adequate training to office staff.
The needs of the mixed lingual group, particularly, that of minorities in the pre-service B.Ed. Program could be met resourcefully and creatively through an inclusive mixed lingual media model.
The Action Research should be further strengthened. There should be workshops on the organization of Action Research both at the institutional and massive levels.
The College Library needs to be properly managed. The staff- teaching, as well as, non-teaching along with student teachers can render services for the management of the library in the absence of Librarian. More text books and reference books should be purchased. The Educational Journals need to be subscribed to at the earliest. There should be open access to the Learning Resources. The Library needs to be automated. One computer should be planted immediately in the Library.
The M.Ed. Program discontinued in the institution needs to be revived to facilitate vertical mobility.
The College should create its website. The College can design its e-newsletter for wider dissemination. To facilitate the realization of Technology Integrated Education and Teacher Education the Internet facility should be made available everywhere in the College.
The college can render Technology enabled Guidance and Counseling Services.
The Practice Teaching Lesson Plans need to be designed as per the latest theories of learning, such as, constructivists', meta-cognitivists', in addition to that of behaviourists and cognitivists.
Observation of the Practice Teaching should be done on the basis of pre-defined criteria related to the micro-teaching skills and detailed feedback should be provided.
The college can design, develop and implement short term courses for the realization of wholistic education. Such courses may be inclusive of disciplinary knowledge renewal, national heritage & culure, along with interdisciplinarity.
Innovative practices in teaching and evaluation need to be evolved and integrated, such as, personalized teacher education, self evaluation, peer evaluation, and evaluation of the affective domain,
