The Karim City College was established in 1961. It is a minority institution run by the Karimia Trust, Jamshedpur. The College was founded with the aims and objectives of providing higher education to the financially backward community especially the minority. It is a grant-in-aid institution affiliated to the Ranchi University. The institute was recognised by UGC under its clause 2(f) on November, 1981. The College is situated in a n urban setting with a campus area of 46,707 Sq.ft. The College has also a free hold land area of 5.18 acres at Mango, Jamshedpur where construction work is in progress for starting more courses of studies. The College offers 17 programmes in Undergraduate (UG) level and three vocational courses. The College has three Faculties namely Arts, Commerce and Science. The Arts faculty has 11 departments such as English, Bengali, Hindi, Urdu, Oriya, Economics, Geography, History, Political Science, Philosophy and Psychology. The Commerce faculty has only the Commerce department. The courses in Arts and Science streams are offered in the day section of the College while Commerce course is run in the evening section of the College. On the other hand the Science faculty consists of departments such Physics, Chemistry, Mathematics, Botany and Zoology. The College offers Major and General courses in the subjects mentioned in all these three faculties. There are vocational course offering departments like Computer Application, Information Technology and Mass Communication. The College offers self financing courses in Mass Communication Video Production, Information Technology and Computer Application. The College has 43 (7 female) permanent and 7 (2 female) Temporary teachers. 22 teachers have Ph.D and 1 M.Phil degrees. There are 27 (1 female) administrative and 8 technical staff in the college. The total strength of students in UG level is 2642 and that in the self financing courses is 249. The annual budget for the year 2003-2004 is Rs.71.50 Lacs. The unit cost of education is Rs.1,377 only. The College follows annual system as its temporal plan of work. The College has the support service like central library, computer centre, sports facilities, guest house and canteen etc. The College has 245 working days out of which 211 are teaching days. There are 35,660 books and 9 journals and periodicals in the central library. The College has 58 computers. The College recruits teachers by following State government and UGC guidelines with subsequent ratification by the State Service Commission. The College has mobilised resources through self financing courses to the tune of Rs.9,35,000 only. During the session 2002-2003 155 students have obtained first class in university examinations and one student has obtained university rank. The College has grievance redressal cell. The overall management of the College is looked after by its Governing Body (GB).
The College sent its Self Study Report to NAAC, Bangalore on 13.08.2004. The NAAC constituted a Peer Team consisting of Prof.Ananda Deb Mukhopadhyay, Former Vice-Chancellor of Vidyasagar University, West Bengal as its Chairperson, Prof.A.K.Kundu, Principal Barasat Government College, West Bengal as Member Coordinator and Prof.B.B.Jana, Department of Zoology, Kalyani University, West Bengal as its Member. The Team visited the College on 14 and 15 December, 2004
SECTION II: CRITERION WISE INPUT
CRIETRION I: Curricular Aspects:
The College offers 17 traditional and 3 career oriented courses. The Curriculum followed by the College is prescribed by the affiliating Ranchi University. The students have options in choosing Elective and Non-Core options. The mission and goals of the College are well reflected in the curricula. The courses offered by the College have provisions for better knowledge and skill development. The College takes at least a year for academic audit by the university. The College is yet to take inter/multi-disciplinary approach in curriculum design.
Criterion II: Teaching - Learning and Evaluation :
The institution has a transparent admission process and admits the students through combination of processes like (a) special entrance tests (b) interviews and (c) academic records. The College has provisions for assessing knowledge and skills for a particular programme through monthly tests, and annual examinations. The College is yet to introduce remedial/bridge courses for educationally disadvantaged students. The College is planning to arrange for special classes for advanced learners during summer and puja vacations for further enhancement of their knowledge base. The College also encourages the teachers to make a teaching plan. The syllabi are not unitised. The teachers supplement the lecture method of class room teaching with discussion session on personal level. The College has 245 total working days out of which 211 are teaching days. The full time teachers take 60% of the classes. The students are apprised of the evaluation method at the beginning of the academic session. The College follows a good monitoring system of the overall performance of students through daily attendance, discipline and their performance in class and annual test. The College has a well framed process of recruitment of teachers following UGC and State Government norms and guidelines. The College has autonomy to appoint temporary teachers. 3 teachers have attended and 4 teachers have acted as resource persons in seminar/conferences/workshops. The College does not follow self appraisal method to evaluate the performance of the faculties in teaching, research and extension activities. A number of departments organised seminar lectures by the faculties for their academic development. 12 teachers have participated in orientation and 10 in refresher courses. The College has established linkages with national institution for research and teaching.
Criterion III : Research, Consultancy and Extension :
22 teachers have obtained Ph.D and 1 M.Phil degrees. Only 15% of the teachers are engaged in active research. 8 teachers have registered for Ph.D. degree. Three teachers are Ph.D. Research Guides. The College gives incentives to teachers for research work by giving study leave and permitting them to have adjustment in teaching schedule. The College needs to propagate research culture further among the teachers. One teacher has been given additional charge for looking after extension activities. The College conducts extension activities like Social works, Medical and Blood donation camps, Health and Hygiene, AIDS and Environment awareness programmes. The College also organises extension activities through population club, adult education, national literacy mission etc. The College has with credit, organised blood donation camps for cancer patients and poor and needy patients of Jamshedpur.
Criterion IV: Infrastructure and Learning Resources :
The College is situated in an urban setting with a campus area of 46707 Sq. ft. and a free hold land of 5.18 acres. Inspite of financial hardships the infrastructure of the College developed steadily keeping pace with its academic growth. The College is developing its Physics, Chemistry, Botany and Zoology laboratories. The College has set up a studio for Mass Communication and built a well-equipped CA and IT laboratories from it's own resources. The College has a good mechanism for optimum utilisation of its infrastructure. The discipline and development committee of the College ensures the maintenance, beautification and cleanliness of the campus. The central library of the College has a book bank, computer, reprographic, internet and audio video cassette facilities. The library is open 6 days in a week and is kept open for 13 hours every day. The total working day of the library is 245. The library has 35,660 books and 9 periodicals and journals. The College has a Central Computer facility with 20 computers. The Principal's office, Account's Office, Library, Examination Office, Mass Communication Laboratory and Career planning and guidance cell are each having computers. The CA/IT laboratory has 15 computers. The computers are maintained by giving annual service contract. There is no provision for health services in the College. The students have shown proficiency in sports and games. One student represented Indian in Archary. Another student played for the State in the Ranji trophy. The College is yet to provide hostel facilities to its students.
Criterion V : Student Support and Progression :
90% of the students appear in the qualifying examinations. The drop out rate of students is 10%. During the examination for the year 2002-2003 155 students have obtained first class and one student occupied University rank. The College has no data about the percentage of progression of students to higher education and employment. There are a number of illustrious alumni of the College. The College publishes its updated prospectus annually containing all relevant information for students. The College has provision for financial assistance to SC/ST students through Government Scholarships. The College through its Poor Boys Fund provides funds to its needy students. There are recreational and leisure facilities for students such as indoor and outdoor game facilities, debate and nature clubs, student magazines and cultural programmes.
Criterion VI : Organisation and Management :
The Offices and departments of the College are governed on the principles of participation and transparency. The College is yet to build an internal monitoring and coordinating mechanism. The College has well framed mechanism to check the work efficiency of its non-teaching staff. The College has an internal audit mechanism. The College executes welfare programmes through its Teaching/Non Teaching Welfare Society by providing an annual assistance to employees. The College has a grievance redressal cell. The College has Employees Welfare Society and Credit Society.
Criterion : VII : Healthy Practices :
The Peer Team intends to record the following healthy practices of the College :
The College conducts welfare schemes for students, teaching and non- teaching staff.
The College takes serious efforts for value based education
The College inculcates civic responsibilities among students through sports, games and academic pursuits.
The College takes efforts in promoting general/transferable skills among the students
SECTION III : Overall Analysis :
The Peer Team analysed the Self Study Report, visited the infrastructure facilities, examined the office documents and interacted at depth with the Management, Principal, Teaching and Non-teaching Staff, Students, Alumni and Parents. After completing all these exercise the Team intends to make the following observations :
The close linkage among management, principal, teaching and non-teaching staff and students has helped in the gradual development of the College.
The College has motivated and committed teachers.
The College offers mostly traditional courses excluding a few vocational courses
The College is yet to develop its full fledged research culture
Some teachers have attended National/International Seminars/Conferences/Workshops etc, whereas some others have acted as resource persons in the same.
The college has developed the laboratories of its Science departments, Mass Communication Laboratory and Computer Centre for CA and IT teaching
The CA and IT laboratories are making progress and the same may be made more activated.
The Mass Communication Laboratory is another notable feature and the department has a good future.
The existence of Social Welfare and Credit Society in the College is another feature to be mentioned
Some NET qualified teachers in the college are working with a monthly emolument of Rs.1500/- only.
There is a dichotomy in the status of teacher like sanctioned permanent teacher and non- sanctioned permanent teachers. As a consequence those in the non- sanctioned permanent category even with Ph.D. degrees receive less salary, than the teachers in the sanctioned posts. This anomaly needs to be removed immediately
The Peer Team intends to record the following suggestions for future development of the College :
The College may set up a Research Committee to monitor research activities as well as to enthuse the teachers to procure funds from the UGC and other funding agencies
The College may introduce a programme for professional development of Non-teaching staff
The College may plan its own internal coordinating and monitoring mechanism for quality improvement
The College may set up a Health Centre with UGC funding
The College may frame a policy for resource mobilisation
The College may work in close collaboration with its Alumni for its holistic development
The College may approach UGC for construction of a mini gymnasium
The College may also approach UGC for boys and girls hostel construction
The College may open a Women Cell with UGC assistance
The College may open some courses in innovative/emerging areas of studies
The College may develop centralised media facilities for innovation in teaching methods
The College may strengthen its sports and games facilities
The College may introduce self appraisal method for assessment of performance of teachers in teaching, research and extension activities
