Students, JKNPP celebrate appointment of varsity head

Jammu: Students and activists of the Jammu and Kashmir National Panthers Party (JKNPP) today celebrated the appointment of the first Vice-Chancellor of the Central University Jammu (CUJ).

Over 1000 students and JKNPP activists converged at GGM Science College here and hailed the appointment of former J and K Chief Secretary and local Dogra S S Bloeria as the VC.

They danced and splashed colours at each other to celebrate what they said was a joyous occasion for them.

For more than a month, they have been demanding the appointment of the VC to make the CUJ functional.
JKNPP MLAs Harsh Devi Singh and Yashpal Kundal too joined in the celebrations.

NAAC report of GGM Science College

Section 1: Introduction
Govt. Gandhi Memorial Science College, Jammu is the oldest higher learning institution in the Jammu region situated to the northern bank of Tawi river. The college was established in December 1905 by the then Maharaja of the State Sir Pratap Singh as "Prince of Wales College". The college began functioning from 20th April 1907 with affiliation from Punjab University, Lahore. The college shifted to present campus on 18th December 1912. After independence the college was renamed as Govt. Gandhi Memorial College on 20th May 1948 and bifurcated into two streams Science and Arts. Thus present college was again renamed as Govt. Gandhi Memorial Science College on 20th September 1954. It is now in the process of being recognized as a Heritage college.

The college has 57 acres of campus area. It is recognized by the UGC under 12B in the November 1969. It is a Govt. owned college, offers two UG and three vocational courses. By opening an evening college, the college provides admission opportunities to displaced students from Kashmir valley and to those who for some reasons cannot attend morning classes. The total numbers of permanent teachers is 79 out of which 29 are Ph.D., 10 are M.Phil and 40 with PG as the highest degree. 19 teachers are working on temporary basis. They have 85 administrative staff and 5 technical staff.

The total students strength in the courses offered by the college is 2238 (2116 boys + 122 girls) only Annual system of academic work is followed in the college. The unit cost of education is Rs. 12,499/-.The college has all, except for guest house, housing and non-residence centre, support services.

Govt. Gandhi Memorial Science College, Jammu approached the NAAC Banglore for accreditation and submitted self-study report in the year 2003. NAAC constituted a Peer Team consisting the following members to visit and to assess the institution and validate the Self Study Report.

The Peer Team visited the College on 23rd and 24th February 2004 and made an assessment of the departments, labs, library and other facilities. The Peer Team had a detailed discussion and interaction with the Principal, Faculty Members, students, non-teaching staff, Parents and Alumni of the college and elicited their views as to facilities and functions of the institution. Based on the above exercise and the seven criteria identified by the NAAC the assessment of the Institution is presented in the following pages.

Section 2: Criterion-wise Analysis
Criterion 1: Curricular Aspects
Govt. Gandhi Memorial Science College is managed with a goal to give complete exposure of academics, cultural, sports and ether extra-curricular activities to the students. College offers two UG programmes in science stream, one B.Sc. with subjects Botany, Zoology, Chemistry, Physics, Mathematics, Geology, Geography, Computer applications, Electronics and Biological Techniques and specimen preparation, second BCA programme. Beside this Functional English course is also available as vocational programme.

Being an affiliated college of Jammu University, the college follows the syllabi prescribed by the University. Limited flexibility of elective options is available. The college adopts the syllabi updated periodically by the University immediately. The faculty of the college has limited scope for giving suggestions for innovations in curriculum design; however they give feed back at the time of Board of Studies meetings.

Criterion 2: Teaching, Learning and Evaluation
Students are admitted through entrance tests and academic records based on the policy of the Jammu University and Government of Jammu and Kashmir. The knowledge and skills of the students are assessed through two internal assessment tests in theory and one in practical of each subject. No remedial classes are conducted for educationally disadvantageous students but advance learners are informally advised to consult reference books etc.

The teaching plans are made by HOD's and Principal with the consultation of faculty members at the beginning of the academic session. The syllabi are divided into portions and completion of the syllabi regularly monitored by the Principal.

Lecture method of teaching is supplemented by the Practical, field work and group discussions. In addition to this audio-visual facilities are also available in the college. The working days of the college is 240 days and students are exposed to class rooms lectures for a period of 150 days in an academic year. The percentage of classes taught by the full time faculty is 80%.

The students are informed of the evaluation system at the beginning of the year through prospectus. The performance of the student is monitored through daily practical assessment along with the internal assessment tests.

Recruitment of teachers is done by State Public Service Commission after holding the written test and interview. The college informs about the work load position and vacancy to the Commissioner. Temporary teachers are appointed on the basis of merit, which is made by Higher Education Department. 26 teachers participated in National level seminars/conferences. Besides this, teachers also attended faculty development programmes.

The college has the provision of Annual Performance Report (APR) in which the teacher is supposed to write about his/her performance and same is commented upon by the Principal and reviewed by the higher authorities. Any adverse remarks are conveyed to the concerned teachers. These APR's are considered at the time of promotion also.

Criterion 3: Research, Consultancy And Extension
Only undergraduate programs are administered and hence research activity is limited to the faculty. No other research activity is available. Ten teachers have registered as part-time research scholars.

NCC has two wings; Infantry and Armed and exhibit very good record of their performance in the state by consistently contributing the selection in the army where about 10 students have absorbed every year. College have also represented in Republic Day held in Delhi every year where five to six cadets are selected from this college. The College had been adjudged as a best institution as the state as the NCC activity is concerned. It has also started girls NCC for the last two years.

The teachers have additional charge and various activities such as Literacy mission take up extension activities, Health and Family Welfare, Population Education and Aids Awareness Programmes are undertaken by NSS wing. NSS has also some linkage with the NGO's. By way of motivation students are encouraged to participate in extension activities.

Criterion 4: Infrastructure And Learning Resources
The college is located in an urban area of 57 acres. The college runs evening classes also for the displaced students of Kashmir Valley. The college maintain its infrastructure through state government grants. The NSS wing, with the Plantation drive, helps college in beautification and in pollution free zone.

The college library has an advisory committee. Book bank facility is also availed by the students. Photocopier facilities are available in the library. It has a total of 57,000 books and 35 Journals. Some of the rare books available in the library which needs to be preserved. It is kept open from 8 a.m. to 6 p.m. in summer and 9 a.m. to 6 p.m. in winter. The library does not have Internet facility and is yet to be computerized. The reading room has cabins for the readers.

There is a central computer facility working from 9 a.m. to 5 p.m.. Besides this all departments also have computers.

The College has its own Medical Dispensary and first aid facilities. The College has good indoor and outdoor facility. There is indoor court for Badminton, chess, and Table Tennis. Play ground for track and field activities along with cricket, football, hockey, volleyball, kabady games are available. Financial aids are given to the students for sports activities. College has frequently won prizes at the State level Inter-College competitions. A workshop for electrical and wooden repairing is available in the college.

The College has well maintained hostel facility with 83 rooms, wardens' quarters, recreation room and reading room. A modernized Kitchen is under construction. A ramp has been provided for the disabled students in the College.

Criterion 5: Student Support And Progression
Most of the students take their qualifying examination to pursue further studies. The drop out rate is less than 5% in Pt. II and Pt. III. But it is 50% in the B.Sc. Pt. I.

The College publishes its prospectus which contains a brief history, rules regarding admission, fees structure, note on meritorious students and information regarding the hostel. 262 student avail the merit cum means scholarship.

There is no formal career guidance cell, to provide career details to students. Personal counselling and academic counselling is done by teachers. The College proposes to have an Alumni Association. The students have indoor and outdoor games facilities, nature and debate clubs and cultural activities. NSS and NCC also form part of the student's activities.

Criterion 6: Organization and Management
College has efficient internal coordination and monitoring mechanism. A number of committees are constituted by the administration to monitor admission, discipline, examination, library and other administrative work. The working of the non-teaching staff is supervised by the Principal, SO and different HOD's.

The college welfare committee, NSS and NCC wing undertake the various extension programmes regarding awareness about Environment, Health, Education, AIDS etc. There is no formal redressal mechanism in the College for students. Only the staff secretary represents the problems of the college employees to the Principal for the redressal. It was reported that Principal is easily available for redressal. Loan facilities are available as per rules to the staff members through Nationalized bank situated in college premises.

Criterion 7: Healthy Practices
The Peer team has identified a few healthy practices, which enhance the academic ambience of the college. They are as follows.

Conduction of academic and administrative audit.

Awareness for civic responsibilities through NSS and NCC.

Introduction of job oriented and vocational courses.

Awareness about the Environmental Hazards, Aid awareness and Nation Building.

Communication skill development programme through functional English Course for which lab is very well equipped and it is a strong asset.

Acquisition of multi-media facility and provision of LAN in computer laboratories.

A well maintain Botanical garden.

Initiation in community development programme.

Section 3: Overall Analysis
Govt. Gandhi Memorial Science College offers two UG Programmes in Science Steams. It also offers Vocational Course like Functional English. It is an urban college located in 57 acres area in Jammu .The college functions in a very democratic and transparent manner with financial help of the Alumni. The college has now witnessed many of its Alumni spread over the entire country and abroad occupying important positions. Teachers have contributed in national and international Seminars. Some of them also published research articles in repute national and international Journals. Sports facilities are very good in the college. The students represented at the University and at the inter-university level. Financial assistance and free ships are given from the Government agencies.

The peer team after having gone through the record, interacted with the faculty, non-teaching staff, students, parents, alumni, and having visited various facilities feels that the institution has done very well in the field of providing higher education to the people of the area. However, the Peer team recommends the following suggestions for the overall quality and improvement of the institution.

Suggestions/Recommendations:
Computer facilities may be used to start short-term courses on self-financing basis.

Computer awareness programmes among the staff and supporting staff may be taken up.

All the departments existing in the college may be connected with the LAN system.

Computerization of the Library and Office may be initiated as early as possible.

Students Attendance and performance in internal assessment can be computerized and made available to the Principal, HOD's and to the Parents.

The Student guidance bureau and the counselling centre may be set up.

Research activities may be encouraged among teachers.

Teachers with Ph.D. Degree may apply to different funding agencies like UGC, DST, ICSSR etc. for financial assistance to carry on their research programmes.

Alumni association has to be registered. The alumni association and Parent-Teacher association may be involved all developmental activities of the college.

Teaching Aids like OHP, Slide Projector, Audio-visual Aids may be used by all teachers.

More books can be added to the central library.

Internet facility can be provided in the central library for the use of students and staff.

Library card/Ticket system may be introduced to enable students to borrow books.

Information and guidance centre may be set up in the college.

Student Council may be more active by organising youth festival and other extra curricular activities.

Use of Functional English Laboratory may be extended to the other students.

Like Functional English Laboratory, Laboratory in Dogri, Urdu, and Hindi may be started.

Short term Courses in modern European Languages like French and German may be started

A centre may be set up to coach and to train students to appear for various states, multi national and Union competitive exams.

Honours Courses in the existing subjects may be introduced.

PG Course in Geology, Chemistry, Mathematics, Computer Applications and Botany may be started in the first phase.

Teachers should be motivated to improve their academic Qualification and also for their research Projects to different state and National agencies.

Canteen needs a permanent structure and concomitant facility.

The play ground may be further improved for which services of NSS may be utilized.

Sport facilities may be extended to girls.

Each Department may prepare a vision statement with the Consultation of faculty members.

With the help of Alumni association extension lectures may be arranged for the students as well as for the staff.

Faculty may monitor the drop out rate in the different subjects at different stages.

The team is highly thankful for the cooperation given by the Principal and the members of the staff during the visit.
