INTRODUCTION
Banwari Lal Jindal Sulwala College, Toshma was established in 1995 with generous financial and moral support of Honourable Sh. Banwari Lal Jindal Suiwala a noted industrialist. The college is situated at Tosham, about 25km from Bhiwani, 40km from Hisar and 150 Km from Delhi, Tosham is better know for its historical importance and the Holy Saint Bab Mungipa whose Temple is situated at a small beautiful Hill. The college is run by Sh. Banwari Lal Jindal Suiwala Educational Trust which has been established with a selfless service motto for the development of rural society.

Especially in this backward area of Tosham through education and by preaching and practicing noble values of Truth, integrity and Hard work. The college is permanently affiliated to M.D. University, Rohtak, Haryana and recognized by the University Grants Commission, New Delhi under 2F and 12B of UGC act since Feb. 2000. The college is located in 12 acres of land. The college conducts graduate courses in BA, B.Com, B.Com (Vocational) and B.C.A (on Self financing basis).

Thus it runs three Under Graduate Programs. In Arts stream under Graduate teaching is done in the disciplines of English, Hindi, Mathematics, Economics,, History Political Science, Psychology, Geography and Physical Education. Out of 11 permanent faculty members, 4 have Ph.D, 4 have M.Phil and 3 have P.G Degrees. These remaining 3 teachers also pursuing Ph.D. research. It has 11 temporary faculty members, 15 administrative staff assist the college administration. The total number of Under Graduate Students admitted to the institution at the time of submission of their staff study report is 667., Besides, it has 18 students enrolled for courses under. Self-financing schemes. The college does not have any students from outside, the State. The pass-outs record of the college seems to be good out of which a significant number have passed in 1st division. The unit cost (per student) is Rs.8,932/-) and the total budget of the college is approximately Rs.55 lacs. The college is practicing semester for B.C.A and annual system of teaching and evaluation for B.A, B.Com Credit system of evaluation is not followed in the college including all the colleges of M.D.U. Rohtak. The college has extensive supportive services such as Library, Computer facilities, Sports, guest house, Staff Quarters etc., It does not have a health centre.

However basic medical facilities are provided in a First-Aid-Centre., The College does not have any collaborative programs at national and international elves in teaching and research. It partially depends for its funds from Self Financing courses (Rs.4,63,843/-) and the annual budget of the college is Rs.55,51,000/-

The College has prepared Self Study Report (SSR) submitted to the NAAC in the month of November 2002 and volunteered for assessment and accreditation NAAC has constituted a peer team consisting of Prof. B. N. Puhah, Vice Chancellor, North Orissa University and Prof. A. K. Saxena, Principal, Vijaya Raje Govt. Girls P.G. College, Gwalior MP. The Peer team visited the college on 28 & 29 January 2003. The Peer team gathered information relating to all relevant aspects, confirmed the facts and scrutinized the requisite documents. It interacted with teachers, students, staff, alumni and parents and management. The present report is accordingly prepared. The Peer Team visit is coordinated by Dr.G.Srinivas, Deputy Adviser, NAAC.

CRITERION - I CURRICULAR ASPECTS
As indicated earlier the college runs under-graudate programmes with some career oriented courses such as B.C.A. and U.G.C. sponsored vocational courses such as Computer Application, Advertisement and Sales Management and other Vocational courses (Physical education and Health) students seems to have some flexibility as they are pursuing their courses through elective option. The college states its mission and goals as providing quality higher education to rural students and strive to achieve them. It practices informal and yet to be standardized feed-back mechanism from the peer-teachers. The academic duration of the college is 9 to 10 months. Its collaboration with industries is limited to inviting guest lectures. Other related activities are taking students on historical tours, and providing some training programmes to them. The college has to follow curriculum prescribed by the Maharishi Dayanand University, Rohtak.

CRITERION - II TEACHING - LEARNING AND EVALUATION
Students are admitted to the B.L.J. Suiwala College on the basis of their academic merit. Students internal assessment is done through tests and oral examinations. Final evaluation is done after annual examination conducted by the University. The college provide special training for educationally disadvantaged students. However academically superior students may be given specially designed programs to help them to achieve their best. Teachers are encouraged for teaching plans and cover the courses as per team schedules. The college practices some learner -centered teaching methods through group discussions; seminars use of teaching aids, demonstrations etc., The college has some centralized audio-visual and other teaching aids. Out of 277 working days which the college has it includes 159 teaching days in the last academic session. The workload of a teacher is 35 hours per week of teaching and co-curricular, administration assignments. In the beginning of the academic year, students are briefed about evaluation methods which the institution practices and their performance is frequently monitored throughout the academic programs. Many students of this institution are involved in sports, N.C.C., N.S.S. in addition to their academic activities. Teachers are recruited by expert committee following the rules of the University and the guidelines laid down by the University Grants Commission. However, no recruitment at faculty level has been done since a couple of years due to ban imposed by State Government. The College has freedom to appoint temporary or adhoc teaching staff. These requirements are often managed by guest faculties and part time teachers. Teachers of this college participate in seminars, conferences, workshops etc., Self appraisal of the teachers is done as per State Government prescribed proforma. The college conducts seminars, conferences, workshops etc., periodically. The College is yet to develop national or international linkage or collaboration in research and teaching..

CRITERION - III RESEARCH, CONSULTANCY AND EXTENSION
The college provides 03 undergraduate programs with only 11 permanent teachers. It is located in rural area. Four teachers hold Ph.D degree, Four are M.Phil and the rest hold Post graduate Degrees, who have been pursuing Ph.D now the teachers are motivated for Research work by providing study leave. Few teachers are engaged in active research work. Some teachers have published research papers. There is no Research Promotion cell or similar setup in the college to develop research atmosphere. The college has various extension activities like Health & Hygiene awareness adult education, literacy, AIDS awareness, Blood donations, Medical Checkup camps etc, for which there is a designated person. There is collaboration with NGOs and Gos for extension activities.

CRITERION - IV INFRASTRUCTURE AND LEARNING RESOURCES
Its building area covers 27 thousand square feet in the ground floor and 23 thousand square feet in the first floor, It has 20 class rooms, 3 laboratories, a music room, a modern computer Lab equipped with latest Hardware and Software. It also has a common room for girls, staff room, water huts, Toilets seminar room, canteen and a good library. All the rooms are nicely and appropriately furnished. Separate Rooms are provided to each Department.

The college has a very impressive and spacious campus with sufficient number of
class-rooms, lecture theatres and other facilities. The building is very well maintained and is optimally utilized. The college has a well-developed computer centre, teaching departments are not yet provided with computers. There is a well-maintained library with 3372 text books. There are limited numbers of reference books. There is an Advisory committee for the library, 27 magazines are also subscribed. Library computerization work is in progress. Hostel facilities are not available as students are from very nearby areas and there is no demand for a hostel. Good physical and infrastructural faculties are available in the Sports and Physical Education Centre. Students participate in Regional and State Level sports events. The campus is beautiful maintained and is pollution free. It has a special Rose Garden and spacious lawns. College has out-standing record in cultural activities. Students have bagged many prizes in youth festival at Zonal, University, State & Inter-University levels, staff quarters, canteen and guest house are also available in the campus.

CRITERION - V STUDENT SUPPORT AND PROGRESSION
The College does not offer post-graduate programs. Hence there is not provision of students to move vertically and acquire higher degrees in the institution. Data indicates that there is progression to employment and further studies by the college students is satisfactory, o4 students of the college have qualified for UGC (NET), UPSC & NDA examinations.

The College publishes its prospectus, annual magazine (Sumegha), News letter 'PAHAL' (Bi-annual), Magazine & five Departmental wall magazines (Hindi, Psychology, English, Geography and Mathematical)

Financial aids are available to students. Merit & Merit-cum-means scholarships are provided. There is career-counseling centre, Academic & personal counseling is also provided by teachers.

There is Alumni Association which has been formed recently. Various leisure time and recreational facilities like indoor-outdoor games, debate club, dance, music and cultural activity are available to students Educational and Historical tours are organized. The Peer Team felt happy to note good increase of students' strength. It has doubled in the last four years. The College conducts Distance education programmes of M.D. University and planned to start IGNOU study centre from next academic session.

CRITERION - VI ORGANIZATION & MANAGEMENT
There exists a well-defined administrative setup. Various committees are formed to assist the management in difference functional areas. Internal Co-ordinating and monitoring mechanism exists, various committees look after this aspect.

The college prepare its academic calendar internal audit mechanism, also exists. The College do not have deficit budget Work - efficiency of non-teaching staff is evaluated by the Principal and governing body.

Grievance Redresal Job is looked after by difference Boards and Committees such as Proctorial Board Staff-Council etc.,

Loan from Provident Fund and other welfare facilities are available to staff. During interaction with Management, the Peer Team found its keenness and interest for the development of the institution in the coming years.

CRITERION - VII HEALTHY PRACTICES
The College is offering need-based courses like B.C.A, Advertising & Sales Management and Computer Applications, Physical Education and Health (Vocational subject), Internal Quality Checks are provided through Committees of Senior teachers and latest managerial concepts are also used.

Extension Lectures, Seminars, Competitions are arranged for providing value-based education.

Various facilities and activities exists for ensuring all round personally development of students.

N.S.S. campus and women cell activities provide community orientation in the activities of the college.

The College has a well-denfined vision statement and is working with specific mission and goals. The college has evolved certain unique practices like naming different rooms/class-rooms/lectures theatres after the names of renowned personalities e.g. Kautlya Kaksha for Economics Deptt. Arya Bhatta Kakasha for Geography Deptt. Taylor kaksha for Commerce Deptt. And Asmita Kaksha for culture cell inspiriting the outputs and statements of Great Scientists, Social reformers are also beautifully pointed at prominent places in the college campus. Honour boards and students profile/record boards are also provided displaying achievement of students in the field of academic, sports and culture activities.

OVERALL ANALYSIS
The B.L.J. Suiwala College seems to have good potentials for the future as it has sufficient infrastructural and financial bases. Not only its annual budget and unit-cost are fairly high, it also practices semester system of teaching and examination with good supportive service of library, computers, sports, etc.,

The following are main strengths of the college:

The results of the college are fairly encouraging. The pass percentage varies in between 80-100%. Many students get 1st division and some students get high rank in the University, Names of the students of this college also appear in the list of State Merit Holders.

The college is efficiently managed; Principal-Management-Staff-Students relations seem to be quite cordial. There is good team spirit.

The college has a very spacious well laid out very beautifully constructed building which is very well maintained.

Although it is an under-graduate college, Management is providing research culture and taking interest in Professional development of faculty. Teachers participate in Refresher/orientation programmes and Seminars. Commerce department is organizing National Research Seminar next month,.

Sports and cultural activities and Women cell are strong points of the college.

Even though the college is located in a rural backward region, it seems to be a promising college with good potential for growth. Recruitment of well-qualified teachers on regular basis will be conducive to further growth of the college. Academic activities are so planned which have tremendous potential for the college to grow as an ideal educational centre in this region.

The following suggestions are made for further improvement in the functioning of the institutions:

In some of the departments faculty position is not satisfactory. Sanctioned posts are few, many of them are lying vacant. Many teachers are temporary. The college management and the State Government should make urgent efforts to appoint more full time regular teachers.

During our interaction with alumni and parents demand was raised for starting Science Faculty and P.G. Courses. The Management may consider the request sympathetically and take up the case with the university and State Government.

Library needs to be strengthened by adding more books/competition magazines; Research Journals need to be subscribed.

Further use of modern teaching aids and innovative methods will help to make teaching -learning process more effective and interactive.

This college can further strengthen its academic programs. Beyond teaching traditional courses in Arts & Commerce disciplines. It can further open more vocational and applied courses keeping the requirements of the local needs and relevance.

The faculty of this institution would definitely do well by taking feed back from peer-teachers about their class-room teaching and demonstration. There is scope for college-industries collaboration programs in addition to existing interaction with Bhiwani Textile Mills and Technological Institute of Textile and Sciences' (TITIS), Bhiwani etc.,

The colleges would do well if it organizes refresher courses. Seminars, conferences and workshops with funding from Central and State agencies including University Grants Commission etc.,

The college is advised to further encourage faculty development programs in consultation with its beneficiaries. Teachers are advised to take up minor research projects and faculty development programmes of UGC and other agencies.

The college has many well qualified faculties with research degrees, but they do not seem to be sufficiently motivated to involve themselves in creative research leading to publications in professional journals

The college should also encourage its faculty members towards research and teaching collaboration at state and national levels through exchange programs or any other practical methods.

The college may also consider applying for conferment of autonomous status under U.G.C. Scheme of Autonomous Colleges by taking up the case with State government and University Authorities.
