Profile of Patidar Gin Science CollegeBardoli enjoys an important place in the Indian history and has had rare distinction of nurturing many pioneers in various fields like agriculture, industry, etc. One of them is Higher Education. Bardoli Pradesh Kelavani Mandal is a group of devoted veterans in the field of education. It was established in 1960 with objective of imparting higher education in the so called tribal and rural areas surrounding Bardoli. During the last four decades, Bardoli Pradesh Kelvani Mandal has proved its merit by running many under graduate and post-graduate courses in Arts, Science, Commerce, Management, Information Technology, Pharmacy and Biotechnology disciplines.

NAAC report of Patidar Gin Science CollegeSECTION - I
The Patidar Gin Science College was established on 15th June 1963 by the Bardoli Pradesh Kelavni Mandal. Because of introducing the faculty of Commerce, the college was bifurcated in 1971 and became a separate entity. Since its inception it has been trying to translate its objectives of providing science education to the students coming from farmer communities and tribal families. The college has an impressive campus with lush green and well maintained lawns spread over an area of 9.2 acres and has total student enrolment of 385 (168 girls + 217 boys) in all its undergraduate courses. Besides its regular Principal it has faculty strength of eighteen permanent and one part time teacher, six administrative staff and two technical staff.
The college has been permanently affiliated to Veer Narmad South Gujarat University, Surat and is included in the list of colleges supported by the UGC under sections 2(f) and 12 B of the UGC Act of 1956. The college receives regular grant-in-aid from Government of Gujarat. In addition to the regular grant-in-aid some funds are generated by way of donations and from Alumni Association.
The college prepared its self-assessment report and offered to be assessed and accredited
by the NAAC in November, 2005. NAAC constituted a Peer Team with Prof K.C. Sharma, former Vice-Chancellor, Maharshi Dayanand Saraswati University, Ajmer (Rajasthan), as Chairman, Prof. G. Kulandaivelu, Senior Professor and Head of the Department of Plant Science, Madurai Kamaraj University, Madurai (Tamil Nadu) as Member Coordinator and Major Dr. Asha Mathur, Principal, Government Kamala Raja Girls (Autonomous) P.G. College, Gwalior (MP) as Member, to visit the college and validate the self-study report. Before the proposed visit, the copies of the Self-Assessment Report submitted by the college and the Peer Team documents prepared by the NAAC were made available to the members by Shri Ganesh Hegde, Assistant Advisor at NAAC.
Before visiting the college the Chairman of the Peer Team Prof. K.C. Sharma held an in-house meeting on 19th January 2006 at 7.00 AM, at the place of stay of the team and discussed the modalities and procedures to be followed for validation of the report and evolved a consensus on the same.
The Team visited the college on 19th and 20th January, 2006 to interact with the Principal, teachers, representatives of the Management, students, parents, alumni concerned to validate the information given in the Self-Study Report.
Criterion -I - Curricular Aspects
The college is a co-educational institution since beginning and has at present four science and one language department. It has eighteen permanent teachers (including the Principal) out of them three are Ph.D. degree holders, six have M.Phil degree while nine teachers have PG degree in their respective subjects. There is one part-time teachers. The college offers Physics, Chemistry, Mathematics and Biology in addition to English as compulsory for the students of all combinations. There are three UG programmes i.e., B.Sc. in Chemistry, Mathematics, Biology. Admissions are done on the basis of academic record in the qualifying examination and for the specified number of seats in each class.
The annual system of examination is followed by the college. The courses are taught as per mandate of the affiliating University. The Heads of Departments are the members of Board of Studies of the university and thus contributes in revising and updating of the course curricula. The teaching is mostly done in English, Hindi and Gujarati and in the traditional lecture method with supplementary use of modern teaching aids wherever needed and possible.
Teachers plan their teaching schedule month-wise keeping in mind the two internal tests at the end of each academic term and the final university examinations. The college does not conduct any formal talent search in the beginning of the session and also does not offer regular remedial courses for the socially and academically disadvantaged students but its classroom guidance address these needs.
Of the total number of students enrolled, 80% students come from rural area while 20% students belong to the semi-urban set up. Eligibility to take the final university examinations is linked to 75 % attendance in the classes. To keep the students informed these conditions are mentioned in the prospectus and those students who fall short of lectures and other eligibility conditions are informed and displayed on the notice board. Departmental meetings are held at the beginning of the academic session for unitization of syllabi and teaching workload distribution.
Criterion - II - Teaching Learning and Evaluation
About 90% of the classes are taught by the full time faculty. The college worked for 235 days and conducts teaching for 180 days as per the UGC norms. The recruitment of teachers is done by the management of the college under the rules and procedures laid down by the university, the state government and as per qualifications specified by the UGC. At present there are eighteen regular and one part-time lecturers in the college. The college did not recruit any permanent lecturer during the last five years. However, ad-hoc appointments are made as per the requirements. The students are evaluated through house tests as notified in the college prospectus. The answer sheets (term-wise and assignments) are shown to the students so as to maintain transparency in evaluation.
The faculty is permitted to attend Orientation and Refresher courses to update their information acquisition level and pedagogical inputs besides earning eligibility to selection grade. Three teachers were benefited in refresher courses during the last two years. They are also encouraged to participate in national seminars/conferences/ workshops. During the last two years three teachers participated in national seminars organized by different institutions. The Principal of the college has representation in the senate of VN South Gujarat University to which the college is affiliated.
Criterion - III- Research, Consultancy and Extension
The teaching in higher education must be research oriented. However, research can not be a main objective at undergraduate level. Therefore, research is not a significant activity in this college. Also the limited resources and infrastructure can not yield qualitative research in colleges. It is noteworthy that two of the faculty members recieved Ph.D. degree during the last five years. Some teachers show interest in publishing their research.
On account of sustained undergraduate teaching environment and lack of resources and support system there is no institutional consultancy or research initiated. Research effort may be better if support is sought from the national funding agencies such as the UGC, DST, DOEn etc.
The students are encouraged for NSS activities which have social extension and outreach implications. There is participation of students in AIDS awareness, social work, environmental awareness, blood donations and in other extension events organized by the college. The college works and plans extension activities with Rotary Club, Lions Club and Swaraj Ashram.
Criterion - IV- Infrastructure and Learning Resources
The college is spread over an area of 9.2 acres. The constructed area includes sufficient number of class rooms with student furniture. The college has a Central Library, Staff Rooms, Canteen, Common Room for girls and an office. The college has facilities for Cultural Activities to foster extra-curricular activities. Separate space is allotted for NSS and Sports. As such the college offers accommodation and physical support system to meet the education related needs of its students. The library remains open from 10.15 am to 5.30 pm for about 290 days in a year. There are 8011 books in the library. Four journals and 66 periodicals are subscribed. The library is computerized only with respect to books purchased and stock verification. The facilities like class rooms, laboratories, play ground, indoor games, gymkhana, separate common rooms for girls and boys besides accommodation for the office of the Principal, faculty and for the college management are available. A centrally located computer facility is also available to the students and teachers and also for use by the office of the Principal and the administrative staff.
There is a good athletic track and play ground for cricket, volleyball, basketball, kho-kho and hand-ball. Prizes, certificates, trophies, tracksuits are given to outstanding sports persons. Medical facilities are provided by the college through first-aid. There is no regular doctor available in the college. However, doctor is called during emergency.
The college has a boys hostel to accommodate 100 students. Only 5% students avail this facility of hostel. It has a guest room along with a separate room for the warden. The Rector looks after the hostel.
Criterion -V- Student Support and Progression
The college updates, and publishes its prospectus every year. The prospectus contains information about infrastructure of the college, details of the programmes, fee structure, facilities available etc. The percentage of students passing after final examination is very high. The drop out rate of students is about 15%. Efforts should be made to reduce the drop out rate. The examination results are extraordinary good since the pass rate of the college is much better than the pass rate of the university.
Some self financing courses conforming the need of the local thrust areas should be started so that students can get better chances of employment. Some students of the college are holding high positions in various fields. Since the college has started alumni association, old students may be helpful for college development. A placement cell is not there, but there is a 'career corner' looked after by the librarian. An effective placement cell will provide vocational guidance to the students. It is remarkable that there are about 70 private scholarships offered through trust to the students besides government scholarships. There is good percentage of SC, ST and SEBC students enrolled for different classes. The college also gives incentives to outstanding sports persons.
It is amazing that almost all the teachers deserve either O or A grading. Students enjoy sports facility in outdoor and indoor games .There is a wall magazine "Suviggyanam" to express creative ability of students. The college also publishes college magazine on every alternate year. Library remains open for about 290 days. Cultural programmes are held every year thus students give expression to their artistic excellence and aesthetic sense.
There is no formal record of the continuous feedback from the students with respect to teaching and yet, students secured higher field placements and are doing well. The meritorious students continue to get encouragement by the college in their studies and career placements. The teachers of the college guide the students and creat sustainable interest for further studies. The Alumni Association provides financial help for creating book banks and purchase of laboratory equipments. Twenty students of the college could clear IELT during the last five years, while some have also cleared TOEFL examination for studies abroad.
The college provides government supported scholarships to the students of SC, ST and SEBC. Some meritorious students are given scholarships sponsored by the Jagdamba Trust of Bagumra and Shrimad Rajchandra. In total 35 scholarships from Jagdamba Trust and 10 from Shrimad Rajchandra trust were provided to meritorious students from SC, ST and SEBC students, in each year, during 2003-2004 and 2004-2005.
The college has recreational and leisure time facilities such as indoor games, nature club, audio video facilities and outdoor games. Also, study tours and cultural activities are organized by the college. The library, Alumni association, cultural, NSS provide an opportunity for the overall development of the students.
Criterion - VI - Organisation and Management
The college is one of the eight educational institutions run by the trust named Bardoli Pradesh Kelavani Mandal . The management consists of members from different sections of society which makes it a viable participative administration. The college is a single faculty institute having only 3 UG programmes. It has an effective governance and infrastructure. The administration of the college is done smoothly under the guidance of the management and the Principal. There are cordial relations between the management and the Principal, and the Principal and the staff. The Principal gets full co-operation in administration and financial matters. The Principal enjoys full freedom in academic matters. The decisions are taken in a democratic way. Functioning of the various activities is conducted through a number of committees consisting of teachers and students. A grievance redressal cell is functional which looks after the problems of the teachers, students class III and IV employees of the college. Following four book banks are in existence:
Rotary book bank.
Students book bank.
Nagrik Sahakari book bank, and
Friends Club book bank.
Students donate blood for the needy people and a register is maintained by the NSS Programme Officer. A separate register should be maintained by the college.Good care is taken for the financial support to the teaching and non-teaching staff through "Employees Welfare Credit Society' established in 1977, and through the 'Staff Welfare Club'.
The college charges tuition and other fees as per the rules and regulations of the Govt. and as per the norms of the Veer Narmad South Gujarat University, Surat. A self-appraisal system for teachers should be encouraged and confidential reports of the staff should be maintained. The college has stringent financial budgeting and control system.There is no evidence of any significant efforts for training being imparted to the teachers and non-teaching staff. They can be adequately groomed to ensure efficient performance in the classroom teaching and in support systems.A substantial portion of the budget expenditure is utilized on academic services and the balance amount is spent on support system.
The college offers numerous functionally operative procedures and practices that make its functioning apparently responsive and accountable. For all its financial transactions pertaining to the disbursement of grant-in-aid from the government, Gujarat Governemnt rules are followed, while for other academic activities the guidelines of VN South Gujarat University are applied. There is an internal audit system which ensures proper expenditure and utilization of funds from the state government, UGC, donations, college revenues and the management. The fees structure is quite low which aimed to provide science education to the students from rural and tribal belt. It is revised as per government directives. The college accounts are audited by the Chartered Accountant and balance sheet is prepared every financial year. Major items are purchased through the recommendation of the Purchase Committee approved by the principal and the management. The deficit is met by the management. The total expenditure on different heads excluding the salary was Rs. 3,29,210/- during the year 2004-2005. The overall spending in terms of cost of study has been calculated by the college. During 2004-2005 unit cost per student including salary is Rs 16,278/- while excluding salary it is Rs 718/-
The Grievances Redressal Committee has been constituted for resolution of grievances, if any, among the students, teachers and the stakeholders/parents. A Suggestion Box has been placed for grievances and Principal takes care of this. Transparency in working is ensured through decentralization of work.
Any modification in the prospectus, academic calendar is carried out by the committee constituted for this purpose. The welfare schemes include scholarships to students, providing study material at low cost, book banks, etc. There is no budgetary for loans to the college staff. However, the members can take loan from PF. Staff Welfare Club and Shri Ram Credit Society formed by the college.
Criterion - VII - Other Healthy Practices
The college has a beautiful campus situated in the heart of the town. The entire college offers discipline, amity, cordiality and common approach for its academic goals and balanced growth of its students. The college conducts regular prayer collectively giving the students a touch of cultural ethics.
It is commendable that the college results are better than the overall results of the university to which it is affiliated
Focus of the faculty and the management is on all-round development of the students. Individual attention is paid by teachers to students in their laboratories.
More awareness is needed towards evolving a mechanism of internal quality check, and academic audit, to ensure higher standards of academic performance.
The college does not have a MoU which should be established with the industries, so as to help the college management in understanding the needs of the industries and the local people and accordingly college may organize special training programmes for the final year students and in getting better placement.
Existence of hobby lab in the Department of Physics and Eco-Clubs in the Department of Bioscience inculcate scientific and social aptitudes among the students.
College magazine and a wall magazine provide opportunities to students for expressing their talents in art, literature, painting, etc.
The campus is maintained with all sense of aesthetic landscaping along with lush lawns and flowering ornamental plants.
The college provides concessional education to the downtrodden and economically weaker and tribal students of Bardoli area .
The college is fully utilizing its infrastructure to the best advantage and support of its students and is inculcating moral values besides academic gains.
SECTION - III
Overall Analysis and Suggestions
The college has been offering higher education in science to the boys and girls of rural and tribal belt of Bardoli through easy and open access over a long period of time. This is a good effort of providing education in science despite of infrastructural difficulties in such streams. The college has earned reputation as an established institution. This is because of the cooperation of its management, teachers, students and the state government. Apparently, with its mission of socially relevant education for its students, it has miles to go and many more projects be undertaken to cope with the financial resources. On the basis of its interaction with the management, Principal, teachers, students, parents and other stakeholders and on the basis of its visits to the library, laboratories, class rooms, canteen, sports facilities, and with reference to its record and other related documents, the committee offers the following suggestions which the college management may like to consider:
As the college offers a commendable picture of team work and has the promise and potential of taking up fresh academic and professional challenges, special attention may be paid to introduced new courses which are relevant to the emerging occupational patterns and are region specific.
With the gradual withdrawal of the state government from its funding function the profile of financial administration is bound to change and for this the college may like to involve the public, its alumni, tailor courses and consultancy services to attract funds.
The post graduate programmes in at least one or two subjects may be started so as to retain its graduates in the college.
The college may consider introduction of more of computer literacy short term courses as may generate funds for its running and offer reasonable surplus. The college may plan for holding such events with sponsors which may give some surplus to it. For add-on or extra skills and communication courses, contractual teaching is resorted to.
The teachers be encouraged to apply for minor research projects to the UGC and other funding agencies and to undertake small pilot projects of local relevance.
UGC assistance to the college be more expeditiously followed and utilized to make full use of the available schemes. Regular and timely utilization of its funds could be an additional help to the institution.
Teaching methods be technology linked so as to extend their reach and also to make teaching more interesting and intelligible.
To promote cultural ethos and activities it is necessary that the college should have its own auditorium for which the Management should undertake a sustained local donation campaign besides giving some seed money.
For providing vertical and horizontal mobility to its students the management of the college may consider starting courses related to sugar technology, microbiology, industrial chemistry and other market friendly combinations of subjects.
Debates, periodic seminars, open hall discussions, quiz, poster presentations on matters of current nature and social concerns may be held more frequently to offer exposure to the students.
A placement cell must be established in the college and various companies and industries may be invited for interview and job prospects. At the same time the cell may also provide career counseling to needy students.
NSS should undertake some major activities like construction of road, rooms, cleaning and digging of ponds, etc.
NCC, Youth Red Cross, adventurous and scientific activities [quiz exhibition visit to industries etc.] should be promoted. Students' seminars should be organized regularly.
