With a large campus of 9 acres the College started operating as an autonomous college from 1989. It holds the unique opportunity of being a mixed bowl of urban and tribal and rural students. The approach of the college will be student friendly. It will function in a manner that students admitted at UG and PG level programme maintains the sequencing of the lessons and practical training. NAAC report of Government VYT Post Graduate Autonomous CollegeSection - I : Introduction
The Government Arts and Science College (New Name: Government Vishwanath Yadav Tamaskar Post Graduate Autonomous College, Durg) was established in the year 1958. It is a Government run and Government funded college. It is affiliated to Pt. Ravishankar Shukla University, Raipur (C.G.). It has a status of an Autonomous College at present. UGC has recognised this college under 2(f) and 12(b) from its establishment. It is not only the biggest college with a student strength of over 4300 in 16 programs at Undergraduate level and 14 programs at Postgraduate level, but it is also one of the premier institutions of higher education in Chhattisgarh State. It has gained the status of an Autonomous College in 1989 because of its ability and potential in respect of quality and march towards excellence through academic activities, research and development, sports and participation of students in curricular, co-curricular and extension activities.
After nearly 45 years of march towards search for excellence in higher education, the college has offered itself for assessment and accreditation by NAAC Bangalore. After the submission of self study Report to NAAC by the college, in January, 2003 NAAC, Bangalore constituted a Peer Team to visit the college and validate its self-study Report. The Peer Team comprised of Professor K.P. Sonawane, Vice-Chancellor, Dr. Babasaheb Ambedkar Marathwada University, Aurangabad, as Chairperson Co-ordinator, Professor P. Marietta, Secretary, Xavier Board of Higher Education, Bangalore, Karnataka and Professor P.K. Barhai, Dean Sponsored Research and Head, Department of Applied Physics, Birla Institute of Technology, Mesra, Ranchi, Jharkhand as members.
The Peer Team visited the Government Arts and Science College (Govt. V.Y.T.P.G. Autonomous College) Durg from 27-29 February, 2004. The Peer Team carefully perused and analyzed the self-study report submitted by the college. It visited all the departments, administrative sections, library, support facilities such as canteen, hostel, sports facilities etc. The Peer Team also interacted at length with Principal, faculties, students, non-teaching staff, parents and alumni of the college. The Peer Team also went through the relevant documents. Based on the objective assessment and keeping in mind the criteria laid down by NAAC, and it reports as under :
The college was established with an objective to provide quality education at the lowest cost as per the State Government's norms. Major consideration was to have access to higher education with equal opportunity to all.
The college has nearly 12 acres of land with a permanent boundary wall. It is housed in a spacious building with 45 lecture halls, well equipped laboratories, Central library of the college has more than 80,000 books and number of research journals. There is Book Bank facility for SC/ST students. There is a hostel facility for boys. Canteen is also provided on the campus. A mini sports stadium is under construction on the college premises.
The college provides UG and PG courses in Arts, Science and Commerce faculties. It has 14 PG Departments, 7 in Arts, 6 in Science and 1 in Commerce out of which 12 departments are autonomous, other two PG courses and all UG courses are affiliated to the University.
The college has a strong committed and dedicated teaching faculty of 102 positions, of which 46 are Ph.D. degree holders, 3 M. Phil. and 30 with PG Qualification. There are 46 non-teaching staff members. The teaching faculty is encouraged to participate in refresher and orientation programmes to update their knowledge. The teaching faculty is actively involved in research work and research projects. Co-currircular and extra-curricular activities are organized so as to enable students to participate actively in socio-cultural programmes. NCC and NSS are available for male students only of two units each with 150 nos. The college also has a study centre of IGNOU and a regional centre of Bhoj Open University with an enrolment of 300 each.
Section II : Criterion-Wise Analysis
Criterion 1 : Curricular Aspects
The college has a well-defined goal and objective, which is to impart quality education at the lowest cost as per the State Govt. norms. As an affiliated college of the University of Pt. Ravishankar Shukla University, Raipur, the college follows the syllabi prescribed by the university for the Humanities, Science and Commerce programmes at the Under-Graduate and two in Post Graduate levels, in the annual pattern. The college offers UG Programmes and PG programmes in Science, Arts & Commerce. The college has 14 PG departments out of which 12 are autonomous. The curricula of autonomous Departments are reviewed and updated every year. The curricular contents are formulated with the guidance of Board of Studies, Experts Committees and National Curricular Sources. About one third of the members of Board of Studies are external.
The college has introduced Industrial Chemistry as vocational subjects under scheme of vocationalisation at under graduate level sponsored by UGC. The mission of the college is to prepare the students with good quality education at the lowest cost. In this context the programmes offered are relevant to the mission. . The teachers who are members of the respective Boards of Studies and Academic Council play a vital role in updating the syllabi and making them more relevant to the society. Two teachers are Chairpersons of respective Boards of studies of the University. The autonomous status of the college has helped the students to achieve academic excellence through the syllabi relevant to the modern trends.
Criterion 2 : Teaching - Learning and Evaluation
The college has more than 180 teaching days. The college has a transparent admission procedure. The admission into various courses is done through their academic records and formal interviews. In addition to the classroom instructions, the students are also given field training and regular seminars are arranged to supplement the course contents on recent developments in various fields. Some of the Departments offer bridge and remedial classes for the academically disadvantaged students. There are 103 faculty members of which 90 are permanent and 13 are supernumerary. The college follows annual pattern of examination for both P. G. and U.G. programmes. There is no system of centralized evaluation. Scrutiny of any paper is done according to specified rules. About 60 % of the faculty has Ph.D. degree.
The college has a well-defined procedure for recruitment of qualified faculty. During the last two years there has been no recruitments by the government. The faulty members are encouraged to attend refresher courses and seminars to update their knowledge with the recent developments in their subject areas. Guest lectures, seminars, group discussions, audio visual aids are used to supplement classroom teaching. Laboratories and library are well equipped. Some of the Departments have linkage with national and international level institutions. The faculty members have sufficient number of publications in journals of repute. Some faculty members have published reference books. They have plan for evolving methods of monitoring students' progress. The association activities of each department provide ample scope for extra curricular and co-curricular activities
Students are also encouraged to participate in intercollegiate seminars, quizzes, debates. They are also trained to participate in inter university, national and inter national sports meets. A student of this college has bagged trophy in Chess at International level competition.
There are two units of NCC and NSS for boys. Some NCC cadets also participated in Republic Day Parade in New Delhi.
Criterion 3 : Research, Consultancy and Extension
Majority of the teachers are involved in research. There are number of sponsored research projects in the college. The teachers have published large number of research papers in national and international journals. In the last five years 15 candidates were awarded Ph.D. degree and at present there are 4 full time and 10 part time research scholars. However, there are no fellowship or scholarship holders. The extension activities of the college are a part of NSS and NCC. The activities are in the areas of community development, health and hygiene awareness, adult education and literacy, AIDS awareness, and environment awareness. The college has good culture of encouraging faculty members to take up research projects and guiding research scholars, which is reflected by the fact that number of research projects have been sanctioned by different funding agencies like UGC, CSIR, DST, ISSR, Ministry of Environment and Forest etc.. A good number of research scholars have registered at this center under the guidance of various faculty members. A sizable number of research students have been awarded Ph.D. degree in the past. Four of the faculty members have been awarded 'Young Scientists Awards' by the State Government. A good number of faculty members have participated in National and International Conferences/ Seminars and presented papers. The department of Sanskrit has done remarkable work in respect of research papers and books. Most of the departments have established links with National and International Institutions and local industries like Bhillai Steel Plant. UGC has sanctioned sizable amount of grant in the ninth and tenth plan to 12 P. G. Departments in recognition of their notable performance.
Criterion 4 : Infrastructure and Learning Resources
The Govt. Arts and Science College , Durg(CG) is one of the biggest college in Chhattisgarh State . It is located in a campus of about 12 acres. It is housed in spacious building of 45 lecture rooms, spacious laboratories, girls' common room, conference room, vehicle shed and a canteen. The college also has an auditorium and a Boys' Hostel, which are under renovation. A boundary wall protects the campus. The college has a well-defined plan to enhance the infrastructure facility through Janbhagidari Scheme and State Govt. assistance.
The infrastructure is well maintained through Govt. funds and Janbhagidari scheme. The college optimizes the utilization of infrastructure facilities by imparting practical training to non-collegiate and ex-students. The college is also a study centre of IGNOU and a regional centre of M.P. Bhoj Open University. The campus is well-maintained and kept pollution free through tree plantation. An advisory committee manages the library and the central library has also a book bank. The library is well equipped with books, journals and periodicals.
Besides each Department has its own Library with sufficient number of books. The library has adequate number of working days and working hours facility. The Sports infrastructure facilities include Foot Ball ground, Cricket ground, Badminton courts and Indoor games facilities. Janbhagidari Scheme is a source for augmenting the infrastructure. The infrastructure is optimally used by sharing it with the IGNOU and the Bhoj Open University Regional centres. The college facilities are also used by the Government and different organizations like PSC, PET, PMT, Banks, Railways etc, to conduct competitive examinations.
A few departments have computers with Internet facility. The annual maintenance is done with the help of funds provided by the Govt. of Chhattisgarh. The college is preparing a computer room and plans to acquire some computers soon.
Criterion 5 : Student Support and Progression
The college has a success rate of 70%at U.G. and 90-95% at P.G. in most of the departments. Number of students joining in higher studies is 25-30%. The college systematically updates its prospectus every year, which gives the admission procedure and other details of the college. Large number of students belonging to SC/ST and OBC category get financial assistance in the form of scholarship. The Government also provides merit scholarships for other students. The teachers provide guidance to students in both academic and career opportunities. The college has both indoor and outdoor recreational facilities. It has also large number of clubs and societies like nature club, debate club etc. Many students have participated in sports and games and won trophies at State, National and Inter-University levels.
Criterion 6 : Organization and Management
The principal is the academic and administrative head of the college. The Heads of the Departments are responsible for the management of their respective Departments. The Government through the Selection Committee as per Government rules makes the appointments. The non-teaching employees support the teaching faculty. The ratio of the teaching faculty to non-teaching employees is 2:1.
The University decides the academic calendar of the college for U.G. courses and the college decides for the P. G. courses.. The fee structure of the college is reasonable and it is in line with the mission and objectives of the college i.e. to provide quality education at the lowest cost. The college has a well-organized accounts section with internal audit mechanism. The college has a number of welfare programmes and a grievance redressal mechanism. The purchases of the major items are done by the college through open quotations on the advice of the purchase committee as per Government procedures. The maintenance of buildings of the college is looked after the PWD of Chhattisgarh Government. Principal does internal coordination and monitoring in consultation with the Heads of the Departments. The college prepares the annual budget and Government auditors and A.G. audit the accounts from time to time. The college has well-established administrative and organizational practices.
Some financial resources are also generated through the Janbhagidari Scheme in addition to the regular budget provisions.
Criterion 7 : Healthy Practices
The college has maintained a good work culture among teaching faculty and non-teaching employees. All the employees and students are committed to the all round development of the college. The NCC and NSS inculcate civic responsibilities among students and they undertake outreach and extension activities of the college. The college has a mechanism to keep in touch with the alumni. The personality development of the students is done by organizing various extra curricular activities. The peer team has identified a few unique features, which enhance the academic ambience of the college They are as follows:

B. Recommendations for follow-up Action by the College :
P.G. programmes on emerging areas of science, humanities and management like Bio-Technology, Microbiology, Bio-Informatics, Women's Studies, I.T., Hotel Management etc. under self-financing scheme may be introduced.
Inter-disciplinary courses at UG level may be started in the areas of Agriculture, Animal husbandry etc.
Introduction of bridge and remedial courses for slow learners and educationally challenged students.
Need to start short duration career-oriented diploma and certificate courses on self-financing basis.
Hostel facility for girls to be provided.
Office administration and library need to be fully computerized with Internet facility.
Multi-media projection facilities and Information Technology could be used by teachers in their curriculum transaction and teaching-learning process.
Semester system could be introduced in all the faculties.
'Choice Based Credit System' could be started.

Being an autonomous college, it could make an attempt to evolve innovations in respect of curriculum, teaching-learning and evaluation process. A well thought out feedback mechanism may be prepared to get feedback from parents, students, staff and society in these areas.
The college needs to have IQMC (Internal Academic Management / Monitoring Cell) to monitor quality of education and administration to ensure commitment and accountability.
'Alumni Association' be formally established and registered.
Amenities like health center, guest house, non-resident student center, a Bank, Stationary, need to be provided immediately.
Linkages with institutions of higher learning may be established, by arranging conferences, seminars, workshops and exchange of eminent teachers and scholars of national and international repute.
Students' counseling has become essential these days. Academic, career and personal issues of the students could be tackled through counseling cell. Placement cell could also be attached to this center.
College may establish research fellowships on selective basis for teachers and students through JANBHAGIDARI SCHEME.
NCC and NSS facilities may be extended to the girl students also.
Short Term Training Programmes for non-teaching staff may be provided.
Inter-disciplinary combinations of courses could be started.
Central instrumentation and workshop facilities may be created.
Vacancies of teaching and non-teaching staff may be filled up on priority basis. Additional posts may be created as per the requirement of the departments.
The period, during which the teachers, going for field work / attending / presentation of papers in symposium / conferences / seminars be treated as duty period.
Autonomy should be extended to remaining PG departments and the entire UG courses to fulfill the conditions of Autonomous Status.
