Profile of Lalit Chandra Bharali CollegeLalit Chandra Bharali College, established on 9th August, 1971 and situated at an easily accessible location, was started at the initiative of some benevolent persons of greater Maligaon area and the generous financial help of the donor after whom the College is named. It was established to cater to the needs of the students of Guwahati and its periphery in particular and the state as well as the entire NE region as a whole. The College is situated at the eastern boundary of the N.F. Railway H.Q. and at the foothills of the Nilachal Hillsï¿½ the abode of the Mother Goddess Kamakhya. The site of the College surrounded by the beautiful Nilachal and Adinggiri Hills, which once served as the Western Gate of the Mighty Ahoms, provide an environment of peace and serenity ideal for both teaching and learning.
The College is situated about 3 K.M. away from Adabari Bus Stand, 5 K.M. from the Gauhati University, 7 K.M. from the Guwahati Railway Station and is easily approachable from all sides.
The College is permanently affiliated to the Gauhati University, registered under (i) 2-F (ii) 12 B of the UGC since 1994 and is a member of the Indian College Forum.
The Arts stream of the College came under the Deficit Grant in Aid System of the Govt. of Assam in September, 1983. The Science stream, started in 1995 is managed by the College itself. The Arts faculty of the College is imparting teaching in both HS and TDC courses in Arts while the faculty of Science is engaged in imparting teaching in Science and Technology in TDC Courses.
The College offers education for BA, BBA, BCA, B.Sc. and B.Sc. (IT) under GU and HS (Arts) under AHSEC.

Prediction of quake epicentres possibleGUWAHATI, Oct 2 – The study of geological, tectonics and seismic characteristics for years has made one Assam environmentalist convinced that the epicentres of the future mega earthquakes in the NE region may be predicted with much certainty. Dr Dilip Kumar Deka, Head of the Environmental Science Department the city-based LCB College, who conducted research under seismologist Prof Surya Kanta Sarma, has made the above assertion based on his research ongeological, tectonics and seismic characteristics for years.
He also maintains that the epicentres of the future mega earthquakes of the region would be located in the high seismic potentials regions falling under latitude 24.0 degree to 26.5 degree North, longitude 89.2 degree to 92.0 degree East and latitude 25.1 degree to 28.0 degree North, longitude 92.0 degree to 94.0 degree East.
Dr Deka, also a guest lecturer of Gauhati University and Secretary of the Environmental Watch and Management Institute (EWMI), says that the NE India may be divided into three tectonic units. These are – Eastern Himalaya Tectonic Unit, the tectonic unit covering Shillong Plateau, Mikir Hills massif and adjacent area and Indo-Myanmar Tectonic Unit. He has divided these units into 19 equal blocks basing on their definite geo-tectonic trends.
He has also claimed that though the science of earthquake prediction is only about 40-year-old, prediction of earthquakes is possible. The Chinese scientists made the first successful prediction of earthquake by predicting the February 4, 1975 Haicheng earthquake of the magnitude of 7.3, based on micro-seismicity, ground tilting and unusual animal behaviour, he says.
He claims that he has identified some seismic gaps of second kind, which have seismic history, in the region and its adjacent areas. The September 21 last earthquake of moderate intensity with the magnitude of 6.2 and epcientre at Mongar in Bhutan, occurred in one of these seismic gaps of the type. The seismic gaps of the second kind may be the sites ofthe future great earthquakes of the region, he asserts.
Besides, he says, the Kopili lineament, located between the Shillong plateau and Mikir Hills is found to be seismically very active. This lineament, Dr Deka claims, falls in his identified potentialregions.
Moreover, he says, accumulated strain is maximum in and around Shillong plateau and also along the Kopili lineament. The accumulated strain in these areas, if released instantaneously, has the strength to give rise to earthquakes of the magnitude of 8 in the Richter scale, he claims.
Dr Deka also maintains that the Chedrang and Samin faults reported by Oldham in his Great Assam Earthquake appear to be still active.
He has also made an appeal to the State Government to set up immediately a disaster management centre in Guwahati with the provision to study pre-disaster management technique for preparing hazard zoning map, earthquakeprediction, land use zoning and for preparedness, etc.

NAAC report of Lalit Chandra Bharali CollegeSection I: Introduction
Lalit Chandra Bharali College at Maligaon, Guwahati, was established in 1971 due to the efforts of the local people and the generosity of a donor. Co-operation of Railway employees at the Northeast Frontier Railway Headquarters also played a role in the establishment of the College. The College has been named after the donor's husband. The College is located at the eastern boundary of the N.F. Railway headquarters at the western part of the capital city of Guwahati. The location is peaceful and serene, with the backdrop of Nilachal and Adimgiri Hills. The College is co-educational, with its degree courses affiliated to Gauhati University. Its academic activities follow the annual system as prevalent under the affiliating university. The College is registered by UGC under sections 2f and 12B of the UGC Act since June, 1994.
The aims of the College are, apart from imparting higher education to the local youth, promoting national integration and secularism, creating social awareness among its students and nurturing art and culture. The College tries to lay emphasis on non-traditional areas of study in both teaching and research. The emblem of the College bears the prayer 'Tamaso Ma Jyotirgamaya' - Lead us unto light from darkness.
The College has undergraduate B.A. and B.Sc. programmes. The Arts stream is covered by the deficit grant-in-aid of the State Government of Assam. However, the science stream, which was started in 1995 and later years, does not enjoy the benefit of the deficit grants and the expenditure for running the B.Sc. programmes is entirely borne by the College.
The Arts Faculty of the College consists of four language departments and six other humanities departments including a newly established department of Folklore. The Science Faculty has eight subjects including Computer Science, Electronics, Environmental Science and Environment and Water Management. The College offers Certificate and Diploma Courses on Computer Applications. The College runs the Higher Secondary course as well, under the Higher Secondary Council of Assam.
The College has 52 permanent teachers, 66% of whom are ladies. There is no temporary whole-time teacher but the College appoints 12 part-time teachers. Out of the permanent teachers, 9 have doctorate degrees and another 9 have completed M.Phil. The part-time teachers are all postgraduates excepting one holding an M.Phil. The College has 26 members of non-teaching staff, including 2 of technical category.
The College admits nearly 300 students every year on the average in the degree courses. The total number of students in the Arts degree classes is 487 with 121 students from outside the State of Assam. The B.Sc. programmes are self-financing and have an enrolment of 310, including 5 from outside the State. Girls constitute nearly a third of the undergraduate students of the College. The one-year Diploma Course on Computer Applications has an enrolment of 77.
The College has a campus of 1.43 acres at Maligaon of Guwahati. It has three buildings, a canteen and an open-air theatre with a raised platform serving as the stage. The College has a central library, a computer centre and a hall that can be partitioned into classrooms. It has limited facilities for outdoor games due to the lack of empty space. The Girls' Hostel of the College is located in a separate building owned by the College, about Â½ km from the campus.
The College holds unit tests and annual sessional examinations apart from the University examinations held at the end of each academic year. The College was open on 239 days with 148 effective teaching days in the year 2002-03.
The College is partly under the deficit grant-in-aid scheme of the State Government. It is administered by a Governing Body formed according to Government Rule. The staff are recruited, appointed and controlled by the Governing Body following Government and UGC Rules.
Lalit Chandra Bharali College volunteered to be assessed by the National Assessment and Accreditation Council (NAAC) and submitted the Self-Study Report prepared by its Internal Quality Assurance Cell, in December 2002. A Peer Team was constituted by NAAC, consisting of Dr. P. K. Chaudhuri, Member Secretary, West Bengal State Council of Higher Education as Chairperson cum Co-ordinator, Prof. Sulapani Bhattacharyya, Principal, Vidyasagar College, Kolkata, and Dr. (Mrs.) M. P. R. Lyngdoh, Principal, Shillong College, as Members. The Peer Team visited the College on 10th. and 11th, December, 2003. The Team interacted with the Principal, Members of the Governing Body, teachers, a sizable section of the students, alumni and guardians. The Team visited all the departments and facilities, including the library and the girls' hostel. The present report of the Peer Team is based on a study of the Self-Study Report submitted by the College, supplemented by up to date information collected from the College authority, through various interactions as well as validation of facts and figures.
Section II : Criterion-wise Analysis
Criterion I: Curricular Aspects
Lalit Chandra Bharali College was established primarily to provide an opportunity of Higher Education to the youth of Maligaon, as well as students from other parts of Assam and other North Eastern States. However, the College also attempts to inculcate in them the ideals of nationalism and secularism and sensitize them about social needs, indigenous art and culture. The College is basically an affiliated undergraduate college offering B.A. and B.Sc. programmes at general and major levels. The College has four language departments, viz. those of Assamese, Bengali, Hindi and English. The other humanities subjects taught are Economics, Education, Political Science, History, Philosophy and Folklore. Among the science subjects, the College teaches Physics, Chemistry, Mathematics, Statistics, Electronics, Computer Science, Environmental Science and 'Environment and Water Management', the last being a vocational subject.
In the Arts degree programme, a student has to study English and one language out of Assamese, Hindi, Bengali and Alternative English as Modern Indian Language. Assamese, Bengali, English, Economics, Political Science, Education, Philosophy, History, Mathematics and Statistics are offered as Elective subjects. A student has to select two elective subjects, one of which may be at the major level. Folklore is offered at the College as an elective subject at general level only.
The B.Sc. programme at the College is totally self-financing. A student doing B.Sc. has to study Compulsory English and two elective subjects out of Computer Science, Electronics, Statistics, Mathematics, Physics, Environmental Science, Economics, Chemistry, Environment and Water Management ( Vocational). Computer Science, Economics, Statistics, Mathematics and Electronics can be studied at both general and major levels while the other subjects are offered at general level only. A student opting for the vocational course cannot study any other subject at major level.
As an affiliated college, Lalit Chandra Bharali College cannot frame its own syllabi. However, some of its teachers are members of the Committee of Courses and Studies of Gauhati University and participate in the process of syllabus framing.
The undergraduate programmes have limited flexibility in time frame. A candidate gets five years to complete the three-year degree course according to the University Regulations. A student can change the elective subject within one year admission, which provides scope for horizontal mobility.
The subjects of Environmental Science, Electronics, Computer Science and Environment and Water Management are need-based and career-oriented. Introduction of Folklore as a subject of study is evidence of the concern of the College for the study and preservation of indigenous culture.
The College conducts the DOEACC 'O' level Computer Course initiated by the Ministry of Information Technology, GOI, and has been accredited by the Department of Electronics Accreditation of Computer Courses for a period of five years till May, 2006. It also runs a Six month Certificate Course in Computer Application and crash courses in Computer Application during summer. The College hosts a Study Centre of IGNOU which offers a Certificate Course in Computing as well as BCA and MCA. Apart from the linkages with DOEACC and IGNOU, the College receives annual grants through the Assam Science Society from the Department of Environment and Forests, GOI, for organizing Environmental Awareness Programmes in rural areas.
The College needs permission from the Government and the affiliating university in order to introduce a new course of study. The College has taken the initiative to introduce many new subjects of study during the last few years. Electronics, Environmental Science, Environment and Water Management have been introduced in 1995, while the major courses on Computer Science and Electronics have been added later in 2001.
The syllabi prescribed by Gauhati University are unitized. They are divided into sections of unequal weightage and the College adjusts its teaching schedule and setting of questions accordingly. Teachers of other disciplines take part in the teaching of some of the newly introduced subjects like Computer Science, Environmental science, Environment and Water Management, Electronics and Folklore. Teaching of these subjects is interdisciplinary in nature. The College invites guest teachers to teach the subject of Environment and Water Management.
The College has close relationship with several industries in the area. The Department of Economics conducted a survey in the industrial area of Bamunimaidan and their report was forwarded to the industries in that area. They also visited the village of Sualkuchi, welknown for the silk-weaving industry and conducted a socio-economic survey. The College has received an instrument for measuring suspended particulate matter in the air from Gauhati Refinery. Students of Environmental science undertake projects related to waste disposal and other issues as a part of their curriculum. The Science Society of the College is planning to establish a Mushroom Cultivation Centre, which will train local people and develop Mushroom Cultivation as an industry.
Criterion II: Teaching-Learning and Evaluation
Lalit Chandra Bharali College admits students mainly on the basis of their academic record. However, apart from the constitutional provision of reservation for SC, ST and OBCs, the College has Management quota, Sports Quota and Cultural quota for admission, totalling to 20%. A few seats in the departments of Computer Science, Electronics, Environmental Science and Environment and Water Management are reserved for certain organizational and private donors. An Admission Committee functioning at the College screens all applications and prepares the merit list for admission. However, for subsequent admission to major courses, all departments excepting those of Electronics and Computer Science conduct admission tests. Teachers of the College make teaching plans at the beginning of the session. The progress of teaching is monitored by the Academic Committee of the College, consisting of all Heads of Departments. Shortcomings in teaching are noted and remedial measures are taken.
The College supplements the lecture method of teaching by various learner centred methods. The students participate in group discussions and deliver seminar lectures. They have usual laboratory classes for lab-based subjects. Students of Environmental Science, Computer Science and Electronics are required to do regular project work. The Department of Electronics has assisted the Department of Physics by providing the latter with a few Battery Eliminators fabricated by the students during their project work. Those of Assamese, Economics and History also undertake field work occasionally. Every department organizes at least one seminar each year. Audio visual aids are used in some departments, especially those of Computer Science and Environmental Science.
There is no centralized media facility for the use of all departments. The College has several associations, which organise subject specific co-curricular activities like surveys and seminar lectures. These are the 'Sahitya Chora' (Literary Association), Economics Forum and the Histro-Political Association. The College has a branch of the Assam Science Society called L.C. Bharali College Science Society. Its activities are aimed at promotion of science and scientific temper.
Evaluation of students consists of annual external examinations conducted by the University and a number of internal tests. The College holds four unit tests per year as well as sessional examinations for internal assessment of the students. Each Unit Test carries weightage of 20 marks while the terminal examination has a weightage of 100 marks for each subject. The more advanced students are assisted by providing them with Internet and full time library facility, reference books and journals, career guidance and monetary awards. They are encouraged to participate in seminars, workshops and various competitions. About 15 student seminars are conducted every year. The College arranges remedial coaching for students who are found to be academically weak and fail to pass in different tests. However, the tutorial classes are held at the end of the working day and are poorly attended. The overall performance of students in co-curricular and community related activities is also monitored by the College.
The College has 239 working days and 148 teaching days per year. The number of teaching days falls short of the UGC norm. The College has the liberty of appointing teachers and supporting staff, but has to pay the salary of such unapproved staff from its own funds. Permanent whole-time teachers teach in 84% of the classes. The College runs from 9.00 AM to 4.30 PM and teachers' workload follows UGC norms.
Teachers are recruited by the College when new teaching posts are created or a post is vacated by retirement or otherwise. The College advertises the post in newspapers and forms a selection committee according to State Government rules. The selection committee includes the head of the respective department as well as experts from other colleges and the University. The Governing Body appoints the selected candidate after receiving the approval from the Director of Higher Education. During the last two years, the College has recruited 10 teachers including three from outside the state.
The College has recently introduced the self-appraisal method of monitoring the performance of faculty members. It has also started collecting students' responses on evaluation of the performance of teachers in teaching ability, up to date knowledge of subject, regularity in engaging classes, accessibility outside class hours and fairness in evaluation. The feedback is used by all departments to improve the quality of teaching.
The College does not organize Seminars and Conferences as means of faculty development in a regular way. During last three years no such programme was held at the College. However, the Academic Committee of the College organised a National Conference in the year 2000 for College Principals in collaboration with Indian College Forum. One annual lecture of general interest and one seminar on Extension Education have also been held during this period. Thirty teachers have attended Refresher Courses, programmes related to NSS, Research Methodology, Value-based Education and Entrepreneurship held in other institutions and have presented papers in state and national level conferences. Three teachers have acted as resource persons in academic seminars and conferences at national and international level.
The College has made attempts to develop artistic abilities among its students. In 1998, a Seminar cum Workshop was organised on Painting and Sculpture. In 2000, a Workshop on Painting was held along with a National Integration Camp. In addition to the students of the College, students from other colleges within and outside the state of Assam participated in the Workshop.
Criterion III: Research, Consultancy and Extension
Being an undergraduate affiliated college, Lalit Chandra Bharali College does not have research activities of its own. The College is not recognised as a centre for research leading to Ph.D. by the affiliating University. However, the College encourages research and allows the teachers to adjust their teaching schedules to accommodate research activities. Two teachers have received Ph.D. and four others have submitted their theses for Ph.D. during 2002-03. Two other teachers have also received the M.Phil. degree during this period. Five teachers are at present registered for Ph.D. About a quarter of the teachers are engaged in research on their own. They publish papers in various journals and present papers in conferences. Three research projects have been completed and two are in progress. One project with total outlay of Rs. 15 lakh is being funded by the Ministry of Communication & Information Technology, Government of India. The departments of Education and Economics have jointly conducted a survey on juvenile delinquents in the city of Guwahati. A socio-economic survey was also conducted in the village of Sualkuchi by the department of Economics.
Teachers of Lalit Chandra Bharali College do not offer any formal consultancy service, nor is their expertise publicised in any manner.
The College has a wide range of extension activities. Students are encouraged to take active part in extension work related to social work, awareness programmes on health and hygiene, AIDS and literacy. The department of Environment undertakes a range of activities to spread the message of environmental awareness. The department publishes a newsletter named 'Environment News'. The College has one unit of NSS volunteers. The NSS has various extension activities on its agenda. In the year 2002, the NSS unit participated in the National Youth Festival organised by the Sports Authority of India. The NSS volunteers observe the AIDS day, Science Day, Drugs Awareness Week. They have organised free health check-up camp, Blood Donation Camp, Blood Grouping and Screening Test and Adult Literacy Programme. In the year 2003, a seminar has been held on 'Disaster Management and Preparedness'. The NSS volunteers participated in a seminar on Drug Abuse and Its Protection. The volunteers run a school for Child Labourers, named 'Sishu Vikas' to make them literate.
A Battalion of NCC Air Wing has been started in the College in 2002. Some of their activities are attending an Air-force Attachment Camp at Kalaikunda, pre-Republic Day Camps, one Pre-Vayu Sainik Camp and a Final Vayu Sainik Camp.The Cadets have participated in Children Day Celebration, and observed the World AIDS Day.
The College has obtained feedback from neighbours regarding its contribution to the development and improvement of the locality. It has also sought suggestions from the neighbours regarding measures to be taken for further development. This practice is expected to strengthen the bond between the College and the neighborhood.
Criterion IV: Infrastructure and Learning Resources
Lalit Chandra Bharali College has a campus of about 1.43 acres (5792 sq.m.). close to the headquarters of Northeast Frontier Railway. It has one Assam type building and two buildings with RCC roofing, one of which is three-storied and the other two-storied. The buildings are neat and clean and well-maintained. The College has an open-air theatre with a raised platform, which is used as the stage.
The College is constrained by the rather small area of its campus and inadequacy of floor space for future additions of courses and programmes.
The buildings of the College are maintained and renovated by hiring the services of a private organization, using the General and Development Funds. The College staff look after the maintenance of electric installations, plumbing and water connections. A Gardener is employed by the College to look after a small garden and potted plants under the guidance of a teacher in charge. The laboratories are maintained by a 'Maintenance Cell' comprising the departments of Computer Science and Electronics. However, no provision for maintenance of buildings and other infrastructure is reflected in the budgets for the years 2001-02 and 2002-03.
The College makes good utilisation of its infrastructure by allowing other organisations to use its buildings and other facilities. The Computer Centre of the College is used by the IGNOU Study Centre at Gauhati University to run its Computer courses as well as the Computer related practical classes of the B.Lib. and M.Lib. programmes. Various organisations like the Railway Board, the Banking Service Board, Staff Selection Commission, use the College classrooms to hold their examinations. The open-air stage is used by local people to hold various programmes. The College allows some theatrical organisations to use its classrooms for their drama rehearsals.
The College has a Central Library with about ten thousand books. In the year 2003, the library has purchased 1176 text-books and reference and received 41 books as donation. The library is open on all six working days of the week from 9 AM to 4.30 PM. However, during the full session, the library allows any particular batch of students to use the lending facility on one particular day of the week. The library does not have a photocopier but students are permitted to use the machine at the College office. Computerization of the cataloguing books in the library is in progress. The library does not have audio-visual material or Internet connection. No Book-bank facility is available to the students. Some departments have started building up departmental libraries. However, the departmental libraries are not linked to the Central Library. The space available in the Central Library is not adequate and although the library has an open-rack system, arrangement of furniture requires reorganization. The purchase of books and all other developmental activities of the library are supervised by a Library Committee with the Principal as its Chairman and all heads of departments as its members. The Librarian is the Convenor of the Committee.
The College has a Computer Centre with 31 Computers. Seven other computers are lying unused and the department has plans to update them. The Computer Centre remains open from 8 AM to 6 PM on all days excepting national holidays. The departments of Electronics and Mathematics have six and one computers respectively. The computers and peripherals are maintained by the faculty members of the Computer Science department.
The College does not have any regular health service available on the campus. Facility for first aid is, however, available. During the University examinations, the Centre Committee appoints a doctor to attend to emergencies that may arise. In cases of serious illness and emergency, a patient can be admitted to the N.F. Railway Hospital.
The College is constrained in respect of sports and physical education by the dearth of space. It has facilities for minor games only within the campus. However, it has access to the Railway Stadium Complex for major games and athletics. The College has a Sports quota for admission and gives incentive to students with outstanding caliber in sports. The College bears the travelling expenses when such students are sent to tournaments and exempts them from attending classes. No special classes are, however, arranged for these students. Students of Lalit Chandra Bharali College have taken part in competitions in Boxing, Cricket, Athletics, Badminton, Volleyball and Kung-Fu at State level and in Boxing at National Level.
The College has purchased a building about Â½ km away from its campus and converted it into a girls' hostel. At present the hostel accommodates 11 girls and a teacher acting as the Warden. The building is under renovation and extension and will be able to accommodate 60 students from the next session.
The College does not have any workshop or Instrumentation Centre.
Criterion V: Student Support and Progression
The prospectus of Lalit Chandra Bharali College is published every year. The prospectus contains information on the aims and objectives of the College, its location, courses and subjects offered, fees payable, College Rules regarding attendance, library, admission, reservation for various categories and facilities available. It also gives lists of faculty members, members of different committees, the College Calendar and examination schedules.
The College has various quotas in respect of admission. Apart from statutory quotas for SC/ ST and Backward Class students, some of the seats are reserved for students with outstanding record of sports and cultural activities and towards Management quota. One seat in the departments of Electronics, Computer Science or Environmental Science has been kept reserved for Indian Oil Corporation, who has made a donation to the College. Around 300 students are admitted to the undergraduate B.A. and B.Sc. programmes every year. The present enrolment of the College in Arts is 487, girls constituting about 45% of the total number. About 25% of the students are from outside Assam. In the self-financing science stream, the enrolment is 310, the percentage of girls being about 17%. Only 2% of these students are from other states. The dropout rate has been about 10% on the average for the last two years. The pass percentage of students appearing at the final examination is about 52%.The numbers of students obtaining first class is also small, which indicates that the quality of students admitted do not measure up to the quality of education that the College seeks to provide.
Every student of the College gets an identity card. The College issues certificates for getting railway concession and arranges for air tickets at concessional rates. Various cultural programmes, quiz competitions, debates, sports events etc. are organised by the Students' Union under the guidance of the teachers in charge. The College observes the Environment Day, the National Science Day and the College Foundation Day on 9th. August. Various competitions are held during the College Week.
The College does not maintain records of progression of its graduates into higher programmes of study or employment. However, many students of Electronics and Computer Science are known to have been admitted to post graduate programmes of study or absorbed in jobs in the areas of their specialization.
Financial assistance available to students of Lalit Chandra Bharali College are the Government of India Merit Scholarships, Merit-cum-means stipends and stipends for SC/ST/OBC students. During the last two years, no student received the Merit Scholarship or the Merit-cum-means stipends. About 60 students on the average receive SC/ST/OBC stipends.
The College does not have any Employment or Placement Officer. It has an Information and Career Guidance Cell (ICGC) consisting of some teachers, who have received training for the purpose. The Cell provides academic and personal counselling to the students, especially about avenues of progression available to students after passing out of the College. It has a display board showing various opportunities available. Although no placement service is provided by ICGC, 29 students are known to have found positions in local firms, private sector organizations and under the State Government.
The ex-students of the College have recently formed an Alumni Association, which is yet to plan and execute any activities. The College has, however, obtained feedback from alumni regarding its assessment of the College on various aspects.
Criterion VI: Organisation and Management
Lalit Chandra Bharali College is a non-Government college with its Arts departments under the deficit grant system of the Government of Assam. The State Government of Assam collects 70% of the tuition fee collected from the Arts students and releases grants to cover the deficit of funds over and above the retained part of tuition fees, required to pay the salaries of the approved teachers in Arts departments and non-teaching staff. The College in managed by a Governing Body formed according to the 'Non-Government College Management Rule, 2001' of the State Government with the Principal as its member cum Secretary. The G.B. includes two permanent teachers, one member of non-teaching staff and nominees of the affiliating University. Five Members are nominated by the State Government. The College does not have a permanent Principal and the Vice-Principal of the College is in Charge.
The Governing Body of the College has formed a number of committees with responsibilities in different areas of administration. These are the Academic Committee, the Admission Committee, the Discipline Committee which also acts as the Grievance cell for students, the Election Committee, the Examination Committees for internal and external examinations, the Hostel Committee, the Library Committee and the Planning Committee. All the committees have the Principal-in-Charge as the Chairperson. The Academic Committee with all heads of departments and some teachers as members, monitors all academic activities, draws up the Academic Calendar, organizes seminars, conferences and orientation programmes. The Admission Committee controls the admission process.
This Committee as well as the Principal herself act as the chief agency for internal coordination and monitoring of the activities of the College. The College has recently constituted an Internal Quality Assurance Cell to initiate, coordinate and monitor various efforts to ensure overall quality in the services offered by the College.
The responsibility of monitoring the functioning of non-teaching staff lies mainly with the Principal. Any gross irregularity on the part of the non-teaching staff is brought to the notice of the G.B. and appropriate action is taken. There is a regular system of Internal Audit which ensures financial discipline and transparency in monetary transactions. The Library Committee takes all important decisions regarding the functioning of the Central Library and supervises its activity.
The College makes various efforts for staff development. A three-month course on computer use is conducted for the non-teaching staff. One member of non-teaching staff was sent to participate in a three-day training programme on use of Information Technology for Library Management held at New Delhi in April 2000 by the Indian College Forum.
There is no formal Cell to deal with grievances of staff and students. The Discipline Committee, comprising the Principal and three teachers has the authority of looking after students' discipline and taking remedial action as and when necessary. This Committee also deals with students' grievances.
For the Arts students, the College charges tuition fees according to the rates fixed by the State Government. This fee is Rs. 360 p.a. though students opting for major courses pay an additional fee of Rs. 300 p.a. The B.Sc. programme is, however, self-financing and the fee charged is Rs. 2500 p.a., the fee for major courses being an additional Rs. 500. The annual library fees are Rs. 60 and 300 respectively, for B.A. and B.Sc. students, the latter paying an additional laboratory fee of Rs. 600 p.a. Various other sessional fees amount to Rs. 1010 and 1120 for Arts and Science students respectively. There has been a small increase in the fees for the B.A. programme during the last three years. However, for the B.Sc. programme, the increase has been 60% in tuition fee, 200% in library fee, and 140% in laboratory fee during the same period.
The fees for Computer courses are of course higher. The College charges Rs. 8200 for the one-year DOEACC 'O' level programme with an additional library fee of Rs.500. The fee for the three-month computer application course for outsiders is Rs. 5000, though employees of L.C. Bharali College have been charged only Rs. 300 for the course.
The budget of Lalit Chandra Bharali College shows revenue expenditure of Rs.104 lakh. The Unit Cost of education at the College is Rs. 9686, considering the higher secondary students as well as those in the degree classes. 88% of the expenditure is towards staff salary. The budget has no provision for maintenance of building, furniture and laboratory equipment. There is also no provision for assisting students for educational excursions and sports activities.
Members of Teaching and Non-teaching Staff have several types of loans available to them. All confirmed staff can get loans from the Contributory Provident Fund according to Government Rules. The College has a society named L.C. Bharali College Employees Credit & Thrift Society. Every staff member contributes regularly to its fund and can obtain loan from it according to his / her own contribution. The Non-teaching Staff maintain a 'Mutual Fund' which is created through equal monthly contributions of each member over a year and provides loans at a low interest rate. The fund amount is distributed equally among the contributors at the end of the year. Some teachers have instituted a similar Millennium Mutual Fund.
Criterion VII: Healthy Practices
The College has selected new courses of study with a conscious effort of avoiding duplication of courses within a small locality and at the same time keeping its objectives in clear view. The introduction of the need-based subjects of Environmental Science and the vocational course on Environment and Water Management are steps in the right direction. On the other hand, by offering the subject of Folklore, which is taught by only one whole-time teacher with the assistance of several teachers of Assamese, the College has shown its concern for the study and preservation of the rich and diverse ethnic culture and heritage of the State.
The College has a healthy pattern of decentralization of administration through the formation of various Committees. Many of the teachers play some role in the administration, which ensures sharing of responsibility and transparent administration. The practice prepares relatively junior teachers for greater administrative responsibilities in future.
The College has several associations and societies to encourage co-curricular activities of the students. These associations supplement classroom teaching through seminars, survey work, extension lectures etc. helping professional development of the teachers and at the same time enriching the campus experience of students.
The College has a close and healthy relationship with the employees of Northeast Frontier Railway Headquarters at Maligaon. This relationship is likely to benefit both the College and the children of the railway employees. The College has also collaborated with Indian College Forum, National Institute of Educational Planning and Administration and Indian Institute of Entrepreneurship to organise orientation programmes.
The College has obtained feedback from the neighboring community and alumni on their perception about the College through questionnaires. This practice, if continued as a regular activity, will strengthen the bonds between the College and the neighbourhood or alumni. The College may also try to implement the good and practicable suggestions received through the feedback.
The College has given an opportunity to its Office staff to be trained in the use of computers at nominal cost.
The College has a responsive Governing Body, that has lent its support to the Principal-in-Charge and extended full cooperation in her efforts in the development of the College during the last few years.
Section III : Overall Analysis
Lalit Chandra Bharali College started as an undergraduate Arts College to serve the suburb of Maligaon in the western part of Guwahati. It has been named after the donor whose generosity helped the local people to establish the College. The College has later introduced the science stream and several need-based subjects even though the financial liability of these courses has devolved entirely on the College, leaving it with the only alternative of running the courses as self-financing, with substantially larger fees imposed upon the students. The College has adopted the principle of avoiding duplication of courses taught at nearby institutions and encouraging the study of art and culture.
The College attempts to infuse learner-centred methods of teaching through seminars, project work, educational tours and varied activities of some academic associations. However, the good efforts of the faculty are not fully rewarded in the form of equally good results of the students at University examinations.
The College does not have a research culture of its own. However, several teachers are engaged in research and publish papers. Some teachers are part-time research scholars working for Ph.D. The teachers do not offer any formal consultancy. There is a wide range of extension activity, which includes awareness programmes on environment, health and hygiene, Literacy Campaign etc.
The College has limited space in its campus. With financial constraints that are faced almost universally, it attempts to make best use of the existing facilities. The Computer Centre is put to various uses to generate funds. An open-air theatre compensates for the absence of a proper auditorium in fair weather. The College allows its infrastructure to be used by external agencies, which helps the College to raise much-needed funds.
The administration of the College is transparent and the teachers have active roles to play in it. Although the Governing Body is in overall control of the administration, every important aspect of the academic and financial administration is looked after by a Committee chaired by the Principal. The performance of both teachers and non-teaching staff are monitored. An attempt to achieve overall quality in the functioning of the institution has been made by establishing an Internal Quality Assurance Cell.
The Peer Team, after considering all aspects of academic activities and administration of the College, likes to make the following recommendations for further improvement of the institution.
The College may introduce a self-financing enrichment course on Communicative English. This will assist the students in further studies and prepare them for facing interviews. Some other need-based courses related to employment and self-employment may also be considered by the College for introduction. Some such courses are Mushroom Cultivation, Interior Decoration and Maintenance of Electronic Equipment.
The College is constrained by the lack of space in its campus. The Physics laboratory is too small for the number of students enrolled, while the Chemistry Department is constrained to conduct the practical classes in the department of Environmental Science for want of its own laboratory. The College may consider it as a priority to provide adequate laboratory space for these two departments. The College may also consider minimizing horizontal expansion of the buildings and constructing, in future, multistoried buildings designed to maintain harmony with the surroundings. The College may also consider having a second campus farther away from the city of Guwahati where land is less costly, but within easy reach from the main campus.
The College may be able to attract good students from other parts of the State or even from outside the State of Assam, if it can provide hostel accommodation. It should therefore try to construct a hostel for boys, which may not be within its present campus and expand the existing hostel for girls.
The Central Library of the College is already in the process of computerisation of the cataloguing. However, it would be fruitful to use more updated software for the entire library system, including the lending of books. The Library may be reorganised for an efficient open-rack system and should be user-friendly. It may be further equipped with dictionaries, encyclopaedias and other reference materials in the form of CDs that would enrich the library without taking up too much of space and at a fractional cost compared to hard-bound volumes.
The College may consider lengthening and staggering the library hours, so that the library, especially the Reading Room, can be used for a few hours after normal class hours.
The College prospectus should highlight the activities of NSS, NCC and Scouts & Guides to encourage students to enroll for at least one of these activities.
The College may utilise funds allocated by the UGC for extension activities outside the purview of the NSS. This will enable the College to establish a closer relationship with the neighbourhood and also involve a greater number of students in social work.
The College may formulate annual budgets with adequate provision for maintenance of the buildings, furniture and equipment. This practice will take some load away from the development budget and ensure better financial management.
The College has already formed an Alumni Association. The College may encourage its activities and seek its involvement in the development of the institution. Students passing out of the College may also be encouraged to become members of the Association and thereby maintain a life-long relationship with their institution.
