NAAC report of SCNR Government Degree CollegeSECTION 1: PREFACE
S.C.N.R. Govt. Degree College volunteered to be assessed by the National Assessment and Accreditation Council(NAAC) by presenting a Self study report. A peer team consisting of Dr.(Mrs) M.D Muthamma, Former Director of Collegiate Education ,Govt. of Karnataka as the Chairperson, Dr.(Mrs) Dhulasi Birundha Varadarajan, Director, UGC Project on Environment, Professor and Head,Department of Environmental Economics, School of Economics, Madurai Kamaraj University,Tamil Nadu as Member and Dr.P.Mohamed, Principal, Unity Women's college, Manjeri, Malappuram District Kerala as Member Co-ordinator. The team visited the institution for two days from 30th to 31st January,2006.
The S.C.N.R. Government Degree College, affiliated to Sree Venkateswara University, Tirupathi was established in 1966 as a co-education Degree college. The college campus is spread over an area of 10 acres. The student strength of the college is 789. The college offers 7 academic programmes : B.A. (H.E.P.), B.Com Regular, B.Com (Computer Applications), B.Sc. (M.P.C-Telugu Medium), B.Sc. (B.Z.C.Telugu Medium), B.Sc. (B.Z.C. English Medium), B.Sc. (Comp. Science).
The institution has got U.G.C recognition in 1969 under sections 2f &12B. The college has been granted developmental assistance during the 10th plan. The college has 34 teachers out of whom, 20 are permanent teachers , 2 are guest faculty and 12 are contract lecturers. There are 20 members on the non-teaching staff. The college is having 13 departments viz., English, Telugu, Hindi, Physics, Chemistry, Botany, Zoology, Computer Science, Mathematics, History, Economics, Political Science &Commerce. There are common facilities such as central library, canteen &vehicle parking shed. The peer team carefully pursued and analysed the self study report submitted by the college. During institutional visit the team went through all the relevant documents, visited the departments and the facilities and interacted with the various constituents of the institution. The academic, co-curricular, extra-curricular, sports and extension facilities of the institution were looked into. The peer team also interacted at length with the Governing Body, and the head of the institution. Based on the above exercise and keeping in mind the criteria identified by NAAC, the peer team has aimed the assessment of the institution including its commendable features as well as the issues of concern.
The college came to existence with the objective of creating a centre of learning and excellence. It came into existence in 1966 with Pre-University courses in the building of Basic training School. This was the 2nd college to be established in Kadapa District. This government college was Christened as S.C. Nagireddy Government Degree College after the late Sri S.C.NagiReddy , who made a magnanimous donation of Rs Two lakhs. In 1967 three year degree courses were started with B.A, B.Com and B.Sc.(M.P.C.) and B.Sc. (B.Z.C) courses. In 1998 re-structured B.Sc. (Computer Science) and B.Com. (Computer Applications) were introduced. The college is situated in a semi-urban area and is spread over 10 acres of land and has gradually grown into a premier institution of learning with 789 students [under 7 UG programmes], 20 permanent Lecturers, 12 contract and 2 guest faculty and 20 non-teaching staff. Instead of just increasing the student enrollment, it has strived during the past to attain the eminence. This affiliated government college secured recognisation of UGC in 1969 under 2(f) and 12(B).
At the undergraduate level, it offers 7 Programmes in Science,Arts and Commerce. Added attraction in this college is the two restructured courses viz Computer Applications (B.Com) and B.Sc. with computer Science. At present there are 20 permanent teachers and one out of them is a female. Among the teachers 1 is with Ph.D, five with M.Phil and the rest 14 with Post-Graduation as the highest qualification. Also there are 14 guest/contract teachers with postgraduation as the highest qualification. A few teachers have earned honours during their career as the best teachers. Some of them have served as resource persons at district level workshops during the past 2 years. There are 20 administrative and technical staff.
There is modest availability of support services such as library, well equipped laboratories, airconditioned computer labs (with 28 systems), health centre, canteen, sport facilities like Volleyball court, badminton court, KhoKho court, track facility, Gymnasium etc. Students are motivated to appear in the prestigious competitive examinations.
SECTION 2: CRITERION WISE ANALYSIS
CRITERION I : CURRICULAR ASPECTS
The college has well defined goals as well as vision to provide quality education to the students of the backward Rayalaseema Region. Since inception S.C.N.R.Government college is affliated to S.V.University.Since it is affliated college all the constraints of the affiliating system are obvious. However, the institution has able to resolve the problem to a certain extent by sincere attempts. Introduction of restructured courses like B.Com (Computer Applications), B.Sc(Computer Science) is an evidence of sincere and serious attempts made by the college to overcome these constraints. The college offers 3 B.Sc. programmes with the combinations (i) Botany, Zoology and Chemistry both in Telugu &English Media.(ii) Mathematics, Physics, Computer science and (iii) Mathematics, Physics, Chemistry, B.A. course with one combination History, Economics and political Science [Telugu Medium] & B.Com. in two streams viz regular and vocational (restructured)
The college offers language options of English, Hindi and Telugu. Some of the teachers who have been associated with Board of Studies of the university have been able to influence the changes in curriculam and introduce innovative courses. New courses like B.Sc Computer Science&B.com computer Application are career-oriented. The number of courses added during the last 3 years are 2 restructured courses at under-graduate level. It takes about 6 months to introduce new programme courses. The college has got approval of the University / Government to start P.G.Course in Telugu from the academic year 2006-2007. The institution is planning to introduce the combination - History, Political Science, Telugu for B.A. and job-oriented certificate courses in Computer science from the next academic year to impart computer knowledge for non computer students.
The academic calendar, syllabi & curriculam are made known to the students in the beginning of the academic session. The consistency with the goals and objectives of the institution is ascertained by way of regular classes ensuring regular attendance, periodic class tests, mid-term examinations followed by informing parents on progress of their wards. The academic audit is taken up periodically by the University and Collegiate Education Department of Government of Andhra Pradesh. Classroom teaching is supplemented by field visits, educational tours, project work, assignments, surveys, seminars, workshops etc. In teaching methodology use of new technologies by the faculty such as OHPs, slides, maps, charts need to be mentioned.
The visiting professional faculty give inputs for better exposure of students to innovative and recent ideas.
CRITERION II : TEACHING LEARNING & EVALUATION
Admission to various courses of study are done in accordance with the guidelines of the university and the rules and policies of the state government. Students are admitted on the basis of their academic record in the qualifying examinations. Initial guidance to choose the right combinations of course is given to the students at the time of admission. There is no provision to assess the students knowledge, aptitude and skills for a particular programme before admission. However remedial & bridge courses are conducted to help the academically weaker students. Advance learners are given additional attention, coaching and project work.
The classroom lectures are supplemented by learner-centered group discussions, study tours, audio-visual presentations, subject quizzes, seminars etc. Remedial classes are held as and when required regularly for the academically backward students and for the rural students. Bridge courses are arranged for the first year degree students. Advance learners are identified and they are made as Peer members in the class. Special assignments are given to them and they are awarded with merit certificates and cash incentives. The teaching schedule is planned in the beginning of every year which in turn enables the unit-wise division of work well in advance. Out of 212 working days in the college 186 are utilized for teaching. During the last two years, the ratio of full time teachers to part time teacher has been 5:2 and the ratio of teaching staff to non-teaching staff has been 5:4. As much as 70% of the classes are taught by full time faculty. The examination method is communicated to students at the beginning of the year itself. Examination and evaluation methods are brought to the notice of students from time to time. The college has committed and qualified faculty. There are 20 permanent, 12 contract and 2 guest teachers and 20 non-teaching staff. Recruitment of teachers is done through A.P.P.S.C. in consultation with Department of Higher Education. Even contract/guest teachers are appointed through interview by a selection panel as per guidelines and schedule given by the Government from time to time. For re-structured courses guest faculty is appointed against work-load after obtaining approval from C.P.D.C. The teachers are given opportunity for skill up gradation through participation in seminars and workshops. During the last two years 8 teachers have attended orientation/ refresher courses and 5 teachers have attended workshops. In the past two years the number of teachers who participated in Regional and National seminars are 1 and 10 respectively. Four teachers have also served as resource persons. The self appraisal methods and student evaluation of teachers are adopted recently to a limited extent. A few departments have established linkages with Universities, industries and other agencies.
CRITERION III : REASEARCH, CONSULTANCY&EXTENSION
Being an undergraduate college it has limited research facilities. However it encourages the teachers to undertake research work. Teachers desirous of pursuing research work and presenting a paper at national/international conference are given academic leave. The college is not a recognized centre for doing Ph.D. but teachers with Ph.D holders are guiding M.Phil students . Minor research projects proposals by lecturers of History & Botany Departments have been submitted to U.G.C. for approval. The college has still to publicise the expertise available for consultancy service and generate revenue out of this.
The college is involved in extension activities with both Government as well as Non-Government organizations. The Government of Andhra Pradesh recognised the college as the 2nd best college in the district during Janmabhoomi programme,1997. During January 1997 the staff &students conducted micro-level socio-economic survey in three mandals in Jammalamadugu division for eight days.Their service was recognized by a certificate of appreciation and cash prize of Rs.One Lakh by the District Collector.The money was utilized for the construction of Janmabhoomi Building in the campus.
The college was selected as a lead college for Golden Jubilee Celebrations of S.V.University. All extension activities are planned and executed along with N.G.O'S and G.O's through NCC / NSS units of the college.
The various extension activities relating to community development, health &hygiene, environmental awareness ,adult education and literacy,AIDS awareness, blood donation etc through the two NSS units. The NSS has 200 volounteers and NCC wing with 100 cadets. The campus is well maintained with greenery. The trees are nurtured and maintained by the contribution of staff members. Distinguished persons have also been delivering lecturers on extension activities
CRITERION IV :INFRASTRUCTURE AND LEARNING RESOURCES
The college has a well maintained campus of 10 acres with 18 class rooms. Seperate spacious laboratories exist for all science departments. A Botanical garden has been set up by the Botany Department. There is a separate computer lab with 28 computers which also acts as a central facility for students and staff. The library with seating capacity of 100 has 2 computers and computerization programme of the library is in progress. The Principal's chamber and the college office have one computer each. Attempts are made to computerize the office. The department of Botany and Zoology also have well maintained museums. The laboratories have separate preparation room and store rooms. The library has open access system and has a collection of 24971 books. Many departments are maintaining departmental reference sections.
All the infrastructure is maintained by the government and CPDC funds. Maintenance of computers is through annual maintenance contract.
The college has a modest play ground with facilities to play games like Volley ball, Badminton ,Kabadi,KhoKho etc.The college has track facility to conduct sports events. The gymnasium has been setup with 16 stations recently. The building is also used for conducting examinations by A.P.P.S.C, Ed CET, CEEP and elections purpose. It is a center for Dr.B.R.Ambedkar Open University study also. Outstanding sports persons are encouraged with special prizes & financial assistance to participate in sports and games. Though there is no seperate hostel for students, SC/ST students are provided accommodation in the nearby hostels maintened by social welfare department.
CRITERION V : STUDENTS SUPPORT AND PROGRESSION
The college is producing moderate results. It publishes updated prospectus annually which provide detailed information regarding admission procedure, fee structure, courses available, and the rules& regulations. The advance learners are encouraged to take up project work .The slow learners are provided with remedial classes which are conducted outside the class hours .The college has started career counselling cell. Personal counselling is done by teachers in an informal way.
The college has an exclusive physical education department for promotional activities of sports and has facilities for a variety of games. The students of the college are selected to represent the University, particularly in athletics. Candidates with proven efficiency in sports at the entry level are given special support. Students are encouraged to actively participate in sports & games. It is praiseworthy to note that the Physical education lecturer has been a national referee(Technical Officer)for Afro-Asian games,2003. However there is need to motivate girl students to take part more actively in sports and games. The college also provides a financial support to the students participating in various games. They are also encouraged to participate in various co-circular and cultural activities.
The Alumini association is being formed and the members meet occasionally. The association is planning to institute cash prizes,scholarships & medals to meritorious students. Some of the alumini of the institution hold good positions in public life and include advocates, engineers, buisinessmen and agriculturists. Different types of scholarships are available to support the economically &socially backward students.During 2004- 05 a total of 182 students have been benefitted by such scholarships.
The college is in the process of strengthening the placement cell to help the students in identifying career options and higher studies .During the course of studies students get all kinds of support from the Principal and teachers. The college also provides opportunities to students to develop leadership qualities.
Criterion VI : Organisation and management
Since this is a Government College it is governed by the rules and regulations of the State Government and S.V. University. The fee structure for U.G. courses are nominal. B.Com( computer applications) and B.Sc.(Computer Science) are the restructured courses with slightly highest but affordable fees. The principal looks after the day to day administration of the college. He is advised by the college council consisting of senior teachers. The college has a CPDC under the chairmanship of the Principal and it helps the college by providing additional infrastructure and facilities.College has an efficient internal co-ordinating and monitoring mechanism. Professional development mechanism have been extended to non-teaching staff.However there is need to provide computer training for teaching and non-teaching faculty.
CRITERION VII : HEALTHY PRACTICES
The peer team has observed the following Healthy Practices in the college.
Discipline among the students in the campus.
College magazine 'MANASA' is published in order to develop the writing skills among students.
Holding of remedial classes for the educationally disadvantage students.
Participation of students in extension activities and community welfare projects like blood donation camps, AIDS awareness programme, Earth quake and Flood relief activities.
The college celebrates Independence Day, Republic Day and thereby inculcating patriotism among the students.
Encouragement given to academic achievements, sports and games through cash prizes and medals.
Democratic functioning of the college and cordial relationship that exists between the Principal, staff and students.
SECTION III : OVER ALL ANALYSIS
S.C.N.R. Government Degree college, Proddatur was established on 1966. It has acquired a notable position in the field of higher education in this area.. Over the last 40 years the college has developed into an institution which is catering to the changing needs of the society. The college has made good academic progress by taking into account the requirement of rural population. It has introduced re-structured courses.The college has equipped with good infrastructural facilities and has provided ample support services to students. The college has been recognized by UGC under 2f and 12B since 1969 and has received developmental grants and special grants.
Some of the commendable aspects of the college are the following:
Good Academic planning,effective implementation and transparency in administration.
Very supportive and encouraging management.
Good infrastructural facilities.
However the peer committee has the following suggestions for overall future development of the institution :
Existing computer facilities may be improved by adding more PCs.
Extra coaching may be given in English to train students in language and communicative skills.
PG courses and B.Sc. in Bio-Technology and Micro- Biology may be started.
All departments may be motivated to utilize the financial assistance with the UGC for F.I.P. and research projects.
More linkages have to be established with industries and corporate bodies.
Sports and games may be given more importance in order to encourage talented students.
Library and reading room need to be strengthened both interms of infrastructure, books, Journals and Periodicals.
Both teaching and non-teaching staff members of the college may be given training in the application of computer.
A study circle with all facilities to train students to appear for competitive examinations may be started.
Short term certificate courses and add on courses may be offered.
Computerisation of the Library and total automation of the office may be taken up on a priority basis.
A research committee may be set up and research culture may be cultivated among the faculty.
The Alumini association may be strengthened with frequent meetings and together with PTA, may be involved in all developmental activities of the college.
The peer team is of the best belief that NAAC assessment will be of much use to initiate and strengthen quality enhancement strategies. The peer team also records its deep appreciation for the whole-hearted co-operation and support extended to it by the management, Principal,local co-ordinator and all other constituents of the college.
